BETWEEN
The Dumb Friends League, Inc.
AND
The Eagle County Sheriff’s Office
This Memorandum of Understanding (MOU) describes the framework of any interaction between The
Dumb Friends League, Inc. (DFL) and the Eagle County Sheriff’s Office (ECSO).
DFL has various programs to address animal cruelty and neglect. ECSO has an interest in addressing
alleged animal cruelty and neglect in Eagle County.
1. Animals. This MOU relates to DFL’s work concerning domestic companion animals, including
equines not used in the production of food or fiber. It does not relate to any other kinds of animals,
including livestock.
2. Non-Binding Nature. Nothing in this MOU is intended to obligate any party to perform (or
refrain from performing) any particular action, service, undertaking, or activity.
3. Money. This MOU does not relate to payment of money. Neither party anticipates the
exchange of money under this MOU.
4. Liability and Responsibility. Each party agrees it is responsible for its own actions, as well as the
actions of its employees, officers and agents.
5. DFL Services. DFL anticipates it may but is not obligated to: (a) employ animal cruelty
investigators who have been commissioned by the Bureau of Animal Protection; (b) offer animal care
and handling training; (c) work with ECSO to identify appropriate collaboration opportunities (e.g.,
education or training programs); (c) investigate reports received from the public or from ECSO of cruelty
or neglect involving companion animals , including equines that are not used for the production of food
or fiber; (d) assist ECSO in the seizure of the animal(s) and subsequent prosecution of the owner(s) or
custodian(s); (f) offer animal care and handling assistance; (g) communicate with ECSO regarding animal
cruelty and neglect efforts; and (h) provide assistance in locating sheltering facilities and transporting
animals to those facilities. DFL services shall be offered in accordance with the Colorado Department of
Agriculture, Animal Health Division, Bureau of Animal Protection Rules, 8 CCR 1201-18.
6. Eagle County Sheriff’s Office Tasks. ECSO anticipates it may but is not obligated to: (a) work
with DFL to identify opportunities to educate the public on animal welfare laws and proper animal care;
(b) take a lead role with the assistance of DFL, in seizure(s) of abused or neglected animals and
preparation of a criminal case against the perpetrator of the animal cruelty or neglect; (c) utilize DFL’s
technical expertise in resolving alleged incidents of animal cruelty and neglect in Eagle County; and (d)
provide law enforcement assistance.
