This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Chairman Chandler-Henry mentioned that Commissioner Scherr was unable to attend the meeting this
morning.
Commissioner Updates
Commissioner McQueeney shared that she spent some time with the Family Leadership Training Institute
participants. The last class was next week followed by their graduation. She was impressed by the class and by the
participants'participation, commitment, and passion.
Chairman Chandler-Henry gave a shout out to all of the emergency services providers. Her husband was in
a skiing accident over the weekend and was helped by all the folks out there. She also gave a shout out to Senator
Bennet and Rep.Neguse and state representatives for hosting an event last Friday in the Glenwood Canyon at
Grizzly Creek to talk about the Uinta Basin oil trains and the potential for grave damage to the Colorado River,to
the environment, and to the 40 million folks downstream who relied on the water. Eagle County was the first to
jump in and file a lawsuit to block the project, and she appreciated their support.
County Manager Updates
Jeff Shroll reminded folks that May 5th was the I-70 clean up.Also as the weather warmed up,he reminded
folks to share the road with bikers and to be mindful of the upcoming high water potential.

3. First Amendment to Eagle Valley Trail Easement Agreement-minor field modifications

Josh Miller, Deputy Director of Aviation,clarified that Item 2 was for engineering services for a taxiway
project not a runway project. It was phase two of a five year phased project to build a new parallel taxiway on the
north side. The dollar amount was correct,just the heading was incorrect.
Commissioner McQueeney moved to approve the Consent Agenda for April 11, 2023 as presented.
Commissioner Chandler-Henry seconded the motion. Of the two commissioners,the vote was unanimous.
Business Item(s)
1. Resolution 2023-019 Providing for the Establishment of the Eagle County Mental Health Programs,Mental
Health Advisory Committee and the Eagle County Mental Health Fund

Executive Summary: This is the amended and restated resolution providing for the establishment of the Eagle
County Mental Health Programs, Mental Health Advisory Committee and the Eagle County Mental Health Fund-
as discussed in the work session during the 3/28 regular meeting.
Mr. Harmon, Eagle County Public Health and Environment Director, introduced some of the members of
the Mental Health Advisory Committee who were present. The resolution provided guidance to the role of the
committee. The primary revision to the resolution addressed the representation of the community members.
Commissioner McQueeney moved to approve the Amendments to the Resolution Providing for the
Establishment of the Eagle County Mental Health Programs,Mental Health Advisory Committee and the Eagle
County Mental Health Fund.
Commissioner Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was
unanimous.
2. Resolution 2023-020 Appointing Members to the Eagle County Mental Health Advisory Committee

Executive Summary: With expiration of terms in 2022 and some transition among Mental Health Advisory
Committee members, Eagle County Public Health underwent a recruitment process to fill a total of four positions
on the committee. This resolution appoints a total of five members to the committee that reflect both the expertise
necessary to advise actions of the committee,as well as more fully representing the full Eagle County community.
Mr. Harmon stated that there had been a number of transitions and there may be changes throughout the
year. This resolution was to formally welcome four new members to the team.

Carrie Benway, Executive Director with the Hope Center of the EagleRiver Valley,presented some
updated numbers from the Hope Center and explained how they were using the significant support received from
the marijuana tax revenue. As of March 31, 2023 they were supporting 803 students, 30%of them were enrolled
in the Medicaid program. Almost 50%were Hispanic. A significant trend was a reduction in the number M 1
holds due to the Community Stabilization Program.
Madison Partridge,Executive Director of Mountain Pride, spoke about their community support groups
and upcoming events.
Michelle Dibos with Vail Health provided an overview of the Medicaid reimbursement process. The
sustainability of all the programs wouldn't be possible to the same level without Medicaid.
Mr. Harmon stated that they would be scheduling some time in May for a joint discussion regarding the
needs in the community.
Commissioner McQueeney moved to approve the Resolution Appointing Members to the Eagle County
Mental Health Advisory Committee.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Planning File - Eagle County Room
1. Tabling Request: Twin Acres Riding Stable and Boarding Stable ZS-009260-2022

Executive Summary: Request for Consolidated Special Use Permit approval for development and operation of a
25-stall horse boarding stable and a 100 x 200 foot covered riding stable,proposed to be commercial operations and
open to the public on a reservation basis as space allows to accommodate horse boarding&horse riding,training
and lessons.
Mr. Hooper stated that the applicant needed to provide water documentation and this could not be done
until June or July. The applicant requested a tabling to a future date of August 1, 2023.
Doug Pratt,planner for the applicant, stated that a tabling would be necessary to get through the timelines
for some of the water work that was currently ongoing.
Commissioner McQueeney moved to table file no. ZS 009260-2022 Twin Acres Riding Stable and
Boarding Stable Consolidated Special Use Permit until August 1,2023.
Commissioner Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was
unanimous.
