MEMORANDUM OF UNDERSTANDING FOR EAGLE COUNTY MOUNTAIN SAFE RESPONSE PLAN
This Memorandum of understanding (MOU) is between the Eagle County District Attorney's Office — 51n
Judicial, Eagle County Health and Human Services, Eagle County Sheriff's Office, Avon Police
Department, Eagle Police Department, Vail Police Department, Mountain Youth, Your Hope Center,
Bright Future Foundation.
This MOU is an agreement between the above -named participants in Eagle County Colorado, whereby all
who are listed acknowledges and agrees to ensure that the Mountain Safe Response Plan Collaborative
Action Team will implement proper management of the Eagle County Mountain Safe Response Plan Grant
and its Funds.
All participants involved with the Mountain Safe Response Plan are responsible for upholding and
following all guidelines set forth by Mountain Safe CAT and the United States Bureau of Justice Assistance.
The signatures at the bottom of this document confirm that the participants involved understand and
accept responsibility for the roles they play in the implementation of the Mountain Safe Response Plan.
By signing below, we agree on behalf of the above -named participants to the following:
The project time frame as stated in the Grant is November 1't, 2021, through October 31', 2024.
Outside of this timeframe efforts will be made to sustain the ongoing program to the extent that
it is found to be helpful in accomplishing the mission of the program.
Grant funds will be disbursed and represented appropriately per the guidelines of the Bureau of
Justice Assistance.
Grant funds will not be used for any purpose other than the stated purpose set forth in the
application or by approval of the Grant manager from the Bureau of Justice Assistance.
All participants will follow Federal and State laws pertaining to privacy including but not limited
to the Health Insurance Portability and Accountability Act (HIPAA), Colorado Criminal Justice
Records Act (CCJRA), Colorado Open Records Act (CORA).
The participants will ensure that consent is obtained for all referrals to the Grant program.
Including legal guardian approval forjuveniles. Using document Mountain Safe" Authorization for
Release and use of Information" form.
Participants will follow the enrollment process and use specific enrollment forms set forth by
Mountain Safe CAT. To confidentially share Grant program referrals personal information to the
proper entities in a timely manner.
Participants all share a common mission to reduce crime, improve outcomes for victims, keep
children from being exposed to violence, mitigate at -risk behavior, and address substance abuse
trends that are fueling violent behavior.

Collaboration between the participants will include, but not be limited to, communications,
meetings, publications, staffing, development, training, reporting, project execution, community
engagement and implementation of the plan set forth in the Grant application.
On behalf of the above -named participants, the undersigned agrees to comply with all the conditions
and requirements of this MOU for the Eagle County Mountain Safe Response Plan and will promptly
notify the members of CAT of any changes or revisions to guidelines that differ from those set forth in
this MOU and the Grant application.
