HomeMy WebLinkAboutMinutes 03/14/2023 PUBLIC HEARING March 14, 2023 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Commissioner Updates Commissioner Scherr stated that there was an agenda item regarding the Wildfire Collaborative year-end report and noted that Eric Lovgren, Eagle County's Wildfire Mitigation Specialist,was recently recognized for his innovation and leadership in wildfire mitigation. Commissioner McQueeney provided an update on all things transit. She was the representative to the Roaring Fork Transit Authority's board and stated that ridership was up to 2019 levels. The Regional Transit Authority which was approved in November by the voters had been meeting regularly and interviewing for law firms to represent the transit authority. Everything was moving forward quickly and a board retreat was planned for next week to discuss prioritizing the funding that was approved. Chairman Chandler-Henry reminded folks about the current legislative session. There was a lot going on in terms of water issues and housing issues. If anyone had any concerns or ideas or had an interest in any of that, she asked folks to reach out to one of the commissioners. She also gave a shout out to the Family Leadership Training Institute. It was a diverse class,and it was impressive to see the long term impacts over the years in the community. County Manager Updates Jeff Shroll highlighted a couple of the nominees for the Vail Valley Partnership Awards this year. He congratulated all the nominees. Business Item(s) 1. Resolution 2023-015 Proclaiming One Book One Valley,A Valley-Wide Community Read 2023 Dani Moore,Administration 1 03/14/2023 Executive Summary: Each year, The Bookworm of Edwards, Colorado Mountain College Vail Valley,Vail Public Library, Vail Mountain School&Eagle County High Schools team up to promote one book that the entire valley reads together, a reading program called"One Book One Valley". This resolution supports One Book One Valley and encourages all residents to read the same book at the same time to create a community book club. Programs and events related to the chosen book happen throughout the valley and will engage readers of all ages and interests. 2023 is the 12th year of this valley-wide Community Read. This year's book is "The Downstairs Girl"by Stacey Lee. Lori Barnes from the Vail Public Library thanked the board for their support. Commissioner Chandler-Henry moved to approve the Resolution Proclaiming One Book One Valley,A Valley-Wide Community Read 2023. Commissioner McQueeney seconded the motion. The vote was unanimous. 2. Memorandum of Understanding for Planning for State Land Board Community Housing Project Jill Klosterman,Finance Executive Summary: This Memorandum of Understanding("MOU") formalizes the agreement reached by the State Land Board; County of Eagle; Towns of Vail, Minturn and Avon; Eagle-Vail Metropolitan District, Traer Creek Metropolitan District, The Village Metropolitan District and EMD Limited Liability Company to conduct a cooperative planning effort for the development of community housing and other uses on State Land Board property situated adjacent to the Town of Avon and the Eagle-Vail and Traer Creek Metropolitan Districts. The State Land Board desires to plan and develop approximately 40-acres of State Land Board property to coordinate the participation by nearby municipalities and adjoining metropolitan districts and land owners. The only obligation for Eagle County within this agreement is to participate in the planning process. Ms. Klosterman, Eagle County Chief Financial Officer, stated that the MOU was related to some land owned by the state in Dowd Junction that was related to Colorado Senate Bill 23-001 which authorized public private partnerships related to housing. The state would have some authority and dollars behind it to work on planning an underutilized parcel. The intent was to build some workforce/community housing. The MOU did not obligate the county to anything other than participating in the planning process. Commissioner Scherr moved to approve the Memorandum of Understanding for Planning for State Land Board Community Housing Project. Commissioner McQueeney seconded the motion. The vote was unanimous. 3. Resolution 2023-012 Recognizing 2023 as the 140th Anniversary of the Establishment of Eagle County Dani Moore,Administration Executive Summary: This resolution formally announces the celebration of Eagle County's 140th Anniversary, and was approved on February 7th,2023. This item has the signed resolution attached. Commissioner McQueeney moved to approve the Resolution Recognizing 2023 as the 140th Anniversary of the Establishment of Eagle County. Commissioner Scherr seconded the motion. The vote was unanimous. 2 03/14/2023 Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Airport Terminal Board. Commissioner McQueeney seconded the motion. The vote was unanimous. Eagle County Airport Terminal (ECAT) Board 1. Eagle County Regional Airport Terminal Use Permit-Delta Airlines David Reid,Airport Executive Summary: At the January 3, 2023 Board of Commissioners Meeting, Resolution 2023-002 was passed updating/establishing the Schedule of Airline Rates and Charges for EGE. In conjunction with these rates, each airline is required to sign a Terminal Use Permit to operate into EGE. The attached permit has been signed by the Delta Airlines representative, Derrick Denny, and requires ECAT approval and signature as well. David Reid,Aviation Director, stated that the permit for Delta Airlines would allow the airline to operate through the year and would be auto-renewed moving forward. Jeff Shroll moved to approve the Eagle County Regional Airport Terminal Use Permit-Delta Airlines. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner Scherr moved to adjourn as the Eagle County Airport Terminal Board and reconvene as the Eagle County Board of County Commissioners. Commissioner McQueeney seconded the motion. The vote was unanimous. Work Session 1. 2022 Eagle County Wildfire Collaborative End-of-Year Report Birch Barron, Emergency Management Executive Summary: Eagle County Emergency Management,the Eagle County Wildfire Collaborative, and the Eagle Valley Wildland Team will provide a report-out to the Eagle County Commissioners. Information will include notable wildfire mitigation accomplishments in 2022 and efforts to support the Board of County Commissioners' Strategic Goal to reduce the impacts of wildfires in Eagle County. Executive Session - Holy Cross Room 1. Annual Review-County Manager Eagle County Housing and Development Authority 1. West Eagle Affordable Housing Development update Tori Franks,ECHDA(Resiliency) 3 03/14/2023 Executive Summary: Provide the ECHDA board an update on the West Eagle Affordable Housing Development and discuss the Town of Eagle's annexation and land use approval process and timing. Work Session - Eagle County Room 1.
