Home My WebLink AboutC23-070 Modern Codecraft_first amendmentFIRST AMENDMENT TO AGREEMENT BETWEEN EAGLE COUNTY, COLORADO AND Modern Codecraft, LLC THIS FIRST AMENDMENT (“First Amendment”) is effective as of ________________ by and between Modern Codecraft, LLC a Colorado Limited Liability Company (hereinafter “Consultant” or “Contractor”) and Eagle County, Colorado, a body corporate and politic (hereinafter “County”). RECITALS WHEREAS, County and Consultant entered into an agreement dated the 7th day of February 2023 for certain Services (the “Original Agreement”); and WHEREAS, the Original Agreement contemplated that the Consultant would perform certain Services with compensation in an amount not to exceed $30,750 and WHEREAS, the County desires to have Consultant perform additional Services for additional compensation as set forth below; and WHEREAS, the term of the Original Agreement expires on the 7th day of February 2023 and the parties desire to extend the term for an additional year. FIRST AMENDMENT NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as set forth below, the parties agree as follows: 1. The Original Agreement shall be amended to include additional Services as described in Exhibit 1, which is attached hereto and incorporated herein by reference. 2. The compensation for the additional Services set forth in Exhibit 1 shall not exceed $16,500 or a total maximum compensation under the Original Agreement and this First Amendment of $47,250. 3. The term of the Original Agreement is hereby extended to the 1st day of March 2023. 4. Capitalized terms in this First Amendment will have the same meaning as in the Original Agreement. To the extent that the terms and provisions of the First Amendment conflict with, modify or supplement portions of the Original Agreement, the terms and provisions contained in this First Amendment shall govern and control the rights and obligations of the parties. 5. Except as expressly altered, modified and changed in this First Amendment, all terms and provisions of the Original Agreement shall remain in full force and effect, and are hereby ratified and confirmed in all respects as of the date hereof. SCOPE OF CHANGES ๏ Comparison Tool UI Enhancements ๏ Enhance Comparison UI ๏ Add a button to Create Adjustment that will create and open a Google Sheet Adjustment Grid with the appropriate information ﬁlled out and calculated. (see Google Sheet Grid Integration for details) ๏ Clicking the button will open a dialog that allows the user to change the name. The name will already be ﬁlled out using the subject account number and tax year. These options will not appear if the user does not have the appropriate permissions. ๏ Enhance Sale/Property Details UI ๏ Add a button to open a Google Drive search for Adjustment Grids for that subject property. ๏ Provide ability to launch Data / Rule Management UI ๏ Enhancements are only available to the users with the appropriate permissions. They are not generally available to the public. ๏ Google Sheet Grid Integration ๏ System will use a template Google Sheet to generate a new Adjustment Grid Google Sheet for the speciﬁed comparison. It will create columns for the subject and comparables, similar to the provided PDF. ๏ System allows, but does not require, a different template to be used for each classiﬁcation, i.e. Single Family Residence or Commercial. ๏ The system will push data from the Comparison Tool into the appropriate locations within the Google Sheet. ๏ Multipliers for each super neighborhood in the comparison ๏ Multipliers for each neighborhood in the comparison ๏ Factors or base data values, i.e. what is the relative value of a bathroom ๏ Values of the properties/sale, i.e. how many bathrooms ๏ The system will preserve the formulas and formatting in the sheet. ๏ The system will inject the values into the appropriate locations to render the ﬁnal sheet as an interactive, formula-driven worksheet. The ﬁlename will be provided by the Comparison Tool, but default to Account - Tax Year - Adjustment Grid. ๏ For example, a comparison that uses the subject R010240 would be saved to the Adjustments / 2022 / Single Family Residence folder. The ﬁlename would be R010240 - 2022 - Adjustment Grid, unless changed by the user to something different. ๏ The saved ﬁle would have information encoded in its Drive description so it could be found using the built-in Drive search functionality by providing its subject account number, comparable account number, or tax year. This should work regardless of the ﬁlename. ๏ A sample base template will be provided that uses every value available in the comparison. This base template can be copied and modiﬁed as desired by the assessor’s ofﬁce to create new templates to be used by the system in creating adjustment grids. ๏ Data / Rule Management ๏ The system will provide a mechanism to manage its rules and data. ๏ The available subject properties and comparable sales will be provided by the existing data in the Comparison Tool. ๏ The new rules and data will be managed within the Comparison Tool through a new management UI. ๏ The system will provide a mechanism to manage both the Ofﬁcial and the Experimental data and rules. ๏ Experimental data allows the user to work on new rules, values, and templates without impacting the current, ofﬁcial set of rules, values, and templates on the same deployed system. ๏ The system will provide a mechanism to promote the experimental data or templates to become the new ofﬁcial data or templates. ๏ New Management UI ๏ Ability to manage the multipliers for the super neighborhoods ๏ Provide an input table to change the values. ๏ Provide a ﬁle import capability that will replace all the existing values with the values provided in the CSV ﬁle. ๏ Ability to manage the multipliers for the neighborhoods ๏ Provide an input table to change the values. ๏ Provide a ﬁle import capability that will replace all the existing values with the values provided in the CSV ﬁle.
