Commissioner Updates Commissioner McQueeney gave a shout out to the National Brotherhood of Skiers who had come to Vail for the first time in a very long time. Commissioner Scherr also spoke about the National Brotherhood of Skiers. They would be in Vail all week, so he encouraged folks to get out and say hello. He also mentioned that the commissioners would be heading to Washington D.C. to meet with the National Association of Counties. He encouraged folks to reach out if they had any thoughts about legislation or questions. Chairman Chandler-Henry gave a shout out to the Communications Department for their work on the State of the County presentation. The event will begin at 11:00 a.m. today. County Manager Updates Jeff Shroll stated that he had no updates. Consent Agenda 1. December 2022 Payment Report Jill Klosterman,Finance 2. Resolution 2023-010 Authorizing the Office of the Eagle County Clerk and Recorder, including the Motor Vehicle Office,to Close to the Public on the Date of the Odd Year Mail Ballot Coordinated Election: November 7, 2023 Regina O'Brien, Clerk&Recorder's Office 1 02/07/2023 3. Intergovernmental Agreement between Eagle County and Edwards Metropolitan District for Hillcrest Drive& Highway 6 Roundabout Maintenance Rickie Davies,Engineering 4. Resolution 2023-011 of Approval for LUR-009228-2022,Amendment to the Text of the Eagle County Land Use Regulations and Adoption of the Eagle County Engineering Criteria Manual Julie Pranger, Engineering 5. Approval of the Minutes for the Board of County Commissioner Meetings for October 17, October 25, November 9, and November 14,2022 Kathy Scriver,Clerk&Recorder's Office Commissioner Scherr moved to approve the Consent Agenda for February 7,2023 as presented. Commissioner McQtieeney seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution Recognizing 2023 as the 140th Anniversary of the Establishment of Eagle County Claire Noble, Communications Executive Summary: This resolution formally announces the celebration of Eagle County's 140th Anniversary. It highlights the county's unique personality and stellar attributes. Claire Noble,Eagle County Public Relations Manager, stated that on February 11th,Eagle County would turn 140,just a few years after Colorado became a state. The resolution before the board marked this year as a year of celebration. There will be an event tomorrow night at Colorado Mountain College in Edwards. Starting at 5:30 p.m. there would be remarks by the county commissioners as well as a presentation by Kathy Heicher, Eagle County Historian. Chairman Chandler-Henry stated that the resolution would be approved on the next meeting's consent agenda because the resolution was not attached in BoardDocs. 2. Agreement for Professional Services Between Eagle County and Walking Mountains Science Center Kate Kirkman, Resiliency Executive Summary: This agreement between Eagle County and Walking Mountains Science Center is for administering the Climate Action Collaborative,the Energy Smart Colorado program, and the Sustainable Business(formerly Actively Green)program for the benefit of Eagle County residents and businesses. The services detailed in this agreement support Eagle County's strategic plan objective to reduce community greenhouse gas emissions while reducing energy cost for low-and moderate-income households. John Gitchell, Eagle County Climate Action Manager introduced Kate Kirkman, a new member of their team. Ms. Kirkman would be going after some grant funding and engaging in the coordination of their programs. He also introduced Nikki Maline, Energy Programs Director with Walking Mountains. He reviewed the Strategic Plan goal to reduce community greenhouse gas emissions. In 2017, Eagle County contracted with Walking Mountains Science Center to develop the Climate Action Collaborative with the intent to implement the Climate Action Plan. In 2021,the Board of County Commissioners approved and signed a resolution which adopted the Climate Action Plan update which set some goals toward greenhouse gas emissions reduction: 25%by 2025, 2 02/07/2023 50%by2030, 70%by2045, and 80%reduction by2050. With this agreement,the desire was to retain a g � relationship with Walking Mountains Science Center to provide services. The main strategy was electrification of buildings and transportation. He provided an overview of the agreement before the board. There were three different programs covered in the agreement, Energy Smart Colorado,The Climate Action Collaborative, and the Sustainable Business Programs. The total budget in the General Fund for the three activities totaled$616,500; Energy Smart Colorado $72,500,Climate Action Collaborative $94,000, and Sustainable Business $50,000. The incentives were much higher for households that qualified based on income and priority participants such as deed restricted homes, fire fighting staff,police staff, first responders and those that lived in multifamily neighborhoods. Nikki Maline with Walking Mountains added that families with children could potentially qualify as well. Commissioner Scherr moved to approve the Agreement for Professional Services Between Eagle County and Walking Mountains Science Center Commissioner McQueeney seconded the motion. The vote was declared unanimous. State of the County - Eagle County Room Commissioner Chandler-Henry spoke about the celebration and plans for 2023. She introduced the Eagle County Elected Officials and identified other officials from neighboring municipalities as well as partners. She spoke about the strategic priorities and mission of"A Better Eagle County for All." The theme of today's State of the County was"Acceleration." She and her fellow commissioners would discuss several prime examples of work that had begun in 2022 that would accelerate on to the scene with major impacts in 2023. In addition,they would each introduce a strategic priority and share the most notable achievements from the past year to showcase how tangible actions and programs had already supported new initiatives. The Communications team had done an outstanding job in including photos and videos to help visualize the successes. County Manager Jeff Schroll spoke about Eagle County's 140th Anniversary and highlighted some of the improvements and achievements that had taken place over the years. Chairman Chandler-Henry highlighted the many accomplishments of 2022 Bold Housing Moves,Eagle Valley Trail,Fairgrounds Master Plan,Airport Master Plan, and Open Space. Commissioner Scherr highlighted the accomplishments of diversity,equity, and inclusion along with climate and resiliency and innovation in the workplace. Commissioner McQueeney highlighted the workforce strategies. She reviewed the Eagle Valley Regional Transportation Authority,the passage of the Lodging Tax to support local workforce, and increased wildfire and natural disaster preparedness measures.
