Subject: Impact Assistance Grants to Counties —Tax Year 2003 (Section 30-25-302, C.R.S., as amended)
Application forms are enclosed for Impact Assistance Grants to Counties as provided in Section
30-25-302, C.R.S., as amended. These applications are for grants paid by the Colorado Division of Wildlife only.
Grants to be paid by the Division of Parks and Outdoor Recreation must be applied for through that agency.
Great Outdoors Colorado (GOCO) has provided funding to the Division of Wildlife for the purchase of certain
property(ies) in your county. As of tax year 2000 GOCO is paying their share of the impact assistance grant
for participating counties. Enclosed is further information which includes a table listing counties and properties
purchased with GOCO's assistance along with an application form to be completed for the GOCO portion of
property.
Also enclosed is a pamphlet which includes a copy of the applicable statutes, a sample application form and
instruction sheet. (Please keep the enclosed pamphlet for future reference.) If you have any questions concerning
the forms or the process, please give me a call (303-291-7269) or Linda Whittaker (303-291-7457).
Applications will be accepted for tax year 2003 beginning January 1, 2004 through April 4, 2004. Applications
received after that date will not be processed because of the time constraints in obtaining the necessary Wildlife
Commission approval and payment before the end of the Division's fiscal year.
Please forward this letter and the accompanying information to the appropriate party to be completed. A
complete set of application forms, with County Commissioners' signatures, should be returned to:

Please include a copy of the county's Abstract of Assessment or Certification of Levies, that will show taxing
entities, mill levies and values, with your application. This is needed to verify the information on the
application.
The Division of Wildlife, because of funding and approval requirements, is not able to pay impact assistance grants
prior to the usual deadline for property tax payments (April). Because the grants are not property tax payments,
even if the county is submitting tax notices in lieu of an application, this should not cause the Division's property
to become tax delinquent with its associated ramifications (late fees, interest charges, tax sale listing).

Impact Assistance payments will usually be sent to the counties in June or July each year. If the county has not
received payment by the middle of July, please call so the problem can be addressed.
The Division of Wildlife intends to pay the county an amount that equals the amount of property tax that would be
paid if the property were privately owned. If a charge would not be billed to a private landowner, please do not
include it on the impact assistance application. Also, any assessments that are not based on the value of the
property, e.g. ditch assessments, should be sent directly to the appropriate Division area office and not included in
the impact assistance application.
The county may submit tax notices in lieu of the enclosed application. If that is done, please attach the tax notices
to the application form, with the county commissioner's signatures, and submit with a copy of the county's
Abstract of Assessment or Certification of Levies. This enables the Division of Wildlife to differentiate impact
assistance grant notices from other, miscellaneous tax notices the Division may received.
The Impact Assistance grant payment will be sent to the County Treasurer along with a copy of the
application to assist them in disbursing the payment. Please remember, for all taxing entities included on the
application, the county must disburse the requested amount to that entity from the Division's payment. If you
would like the payment sent to another individual, please let me know when you return the application forms. A
copy of the letter will also be sent to you for your information.
The Division must report to the Department of Education, the amounts paid to counties, in the impact assistance
grants, on behalf of school districts. The school districts are also required to verify to the State Department of
Education the amounts received from the counties.
If you have already submitted an application for tax year 2003, please disregard this letter.
