The purpose of our site visit was to observe the installation of the septic system. They installed the system in overall compliance.with the septic system design, Drawing No. 02118SD.DWG, revised Septemberl6, 2002: The system was installed as shown on the attached as -built sketch. They installed a 1500-gallon, two compartments, precast, concrete septic tank. The tank was installed at the northwest corner of the caretaker .building. A cleanout was installed between the building and the septic tank. Fifty-six Standard Infiltrator Chambers were installed in a bed configuration with eight rows of seven infiltrators each. The infiltrators were connected with serial distribution. In the first and last infiltrator of each row, inspection ports were installed. Horizontal distance from center to center of the trenches, was 3.5 feet. All piping was SDR-3 5, flinch PVC, except the effluent line frorn the tank to the leachfiield. This line was sch40 PVC. The depth of the trenches was no more than 12 inches. The distance to the creek was 50 feet or more. The septic system was designed to be constructed on a fill material in order to provide 4 or more feet separation from the ground water. Tl e area of the fill material constructed over the last several months is about 30 by 50 feet. The material used for the fill was excavated from the area for the proposed residence, about 30 feet south from the proposed leachfteld site. The material consisted of sUty-sandy gravel with cobbles. The on -site material, also, had boulders, but the boulders were not placed within the proposed leachfield site. This material matched the soil encountered in the profile hole to the 'vest of the leachfield. The placement of the fill material was done in thin (about 12-inch) lifts. Each lift was compacted with tree passes of the backhoe and one pass with a dump track. Also, after each lift was compacted, water was sprayed over the fill area and was left to stay for a couple of weeks. It took about six. -months to construct the fill area. The thickness of the fill varied from zero to about 3 feet. Most of it was filling -in natural depressions and leveling off the area. This also, provided the minimum separs. i-on from the ground water. The top of the fill was covered with screened topsoil, so that it can be revegetated. The septic system is not planned to be constructed until next summer, which will further help with that settlement of the structural fill. We do not anticipate much more settlemerxt to occur, since the material was very gravely, and the settlement in gravelly material is more or less instantaneous. Fill was placed on the site as described in the engineer's letter which follows this cover page. The plan is to dig into the fill material 1', place the chambers then cover with 12" of top soil. There is ground water at 59". The design consists of 63 chambers for a 4 bedroom home. The design required 57 chambers, but called for 63 chambers. The perc rate in the fill material averaged 15 mpi. Please note that the review of septic plans by Infiltrator Systems Inc. (ISI) is not. required; ISI does not approve plans, siring, or system design. The designing engineer is responsible for all design decisions. The septic system appears to be designed in compliance with the Colorado Department of Health guidelines and ISI installation recommendations. If the site allows, ISI recommends a minimum of 6 inches between the chamber rows to fully utilize sidewalk infiltration. Dear Mrs, Fawcett, On behalf of Colorado Paradise, LLC, I am hereby requesting a reasonable extension of time within which to proceed with the construction of the individual sewage disposal system as per ISDS Permit 2225-02. As you will mute in your records, the Permit is dated September 27, 2002 -- just before the onset of winter at this site -- almost 9000 feet at the heal of West bake Creek. Quite simply, conditions -- especially hard -freezing at night as well as significant snow accumulation -- have prevented (and will continue to prevent) me from proceeding with construction of the system withn the 120-day progress requirement of the ISDS Togs. If the past 43 years is any guide -- the earliest I can expect to proceed with this systein will be sometime in June after the snow melts and the ground warms up, Therefore, I am hereby requesting an extension of time within which to proceed with construction until June 30, 2003, by which time I will be able to proceed in a safe and proper manner. Accompanying this letter is the request I have made with Ms. Terri Biersdorfer of the Eagle County Building Department with respect to building permit no. BP-14460 for the same reasons.
