This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened and closed public input, as there was none.
Commissioner Updates
Commissioner Scherr gave a thanks out to everyone who ran the election, specifically Regina O'Brien,the
Clerk and Recorder and her entire team as well as all the folks who stepped up to be election judges.
Commissioner Chandler-Henry congratulated Chairman McQueeney for winning reelection. In light of the
Thanksgiving holiday coming up, she spoke about how thankful she was for all the residents in Eagle County who
made this such a great place to live. She was very thankful for her colleagues and for all the county staff.
Chairman McQueeney gave a shout out to the Sheriff who also won reelection this past week. She
recognized the community in general for supporting the two ballot questions that were on the ballot, 1A-
Supporting the lodging tax and 1B - Supporting the Regional Transit Authority.
County Manager Updates
Kelley Collier stated that the ECO bus schedule would change Sunday November 27. She also reminded
folks that the county offices would be closed next Thursday and Friday however some operations would be working
as usual. If someone needed county services she encouraged them to check the county website.
Veterans' Appreciation Ceremony
1. Resolution 2022-087 Support of Eagle County Veterans in Honor of Veterans'Day November 11,2022

Executive Summary: This resolution honors Eagle County Veterans and their families.

Pat Hammon, Eagle County Veterans Service Officer stated that every county in the United States was
supposed to have a Veteran Service Officer. She was fortunate to serve in this position and work within the
Department of Health and Human Services. Eagle County had close to 2500 veterans in the county,and it was an
honor to help them out.
All three of the commissioners shared in the reading of the resolution.
Commissioner Chandler-Henry moved to approve the resolution supporting the Eagle County Veterans in
Honor of Veteranns' Day November 11, 2022.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Consent Agenda
1. Agreement for Procurement and Installation Services between Eagle County, Colorado and Star Playgrounds
for the removal and disposal of all existing playground equipment and surfacing, and the installation of new
playground and surfacing(the"Project")at the Freedom Park Playground located at 0450 Miller Ranch Road,
Edwards, CO 81632.
2. Resolution 2022-088 Concerning as Assessor Generated Petition for Abatement and Refund of Taxes Before
the Eagle County Board of County Commissioners R021376
3. Consent to Assignment and Assumption of Planned Unit Development Agreement for the Fox Hollow PUD

Commissioner Chandler-Henry moved to approve the Consent Agenda for November 15, 2022 as
presented.
Commissioner Sheen seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Air Terminal Board.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

Eagle County Airport Terminal (ECAT) Board
1. Third Amendment for Agreement for Ground Transportation Services with HyMountain Transportation
David Reid,Director
Mr. Reid stated that the original agreement was in 2017. HyMountain Taxi provided ground transportation
services from the terminal.
Jill Klosterman moved to approve the Third Amendment for Agreement for Ground Transportation
Services with HyMountain Transportation
Kathy Chandler-Henry seconded the motion. The vote was unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Air Terminal Board and reconvene
as the Eagle County Housing Board of County Commissioners.
Commissioner Scherr seconded the motion. The vote was unanimous.
