Joanne Rock,Eagle resident, spoke. She reminded folks that there was only a week before the election. She gave a shout out to the Eagle County Clerk's office for the behind the scenes work to make this a safe, secure, and convenient election. She suggested that folks review the blue book and exercise their right to vote. Mac Slingerlend,Beaver Creek homeowner, spoke on behalf of many homeowners in Beaver Creek that were concerned for a proposed development by the Vail Corporation in a wildlife habitat within the Beaver Creek PUD. The land was never posted for sale and none of the homeowners had been contacted. The residents were asking for full transparency and clarity on how to participate in a meaningful way going forward. The proposed development included 16 living units on a 2.5 acre parcel. Chairman McQueeney closed public comment. Commissioner Updates Commissioner Chandler-Henry stated that she'd be leaving this afternoon to go on a tour of the lower basin states along the Colorado River; the tour was sponsored by the Colorado River District. She will report back next week. Commissioner Scherr highlighted the Brazilian presidential election. He spoke about the importance of the Brazilian rainforest and the new president's interest in protecting it. He believed that elections had consequences and often global consequences. He encouraged folks to get out and vote. Chairman McQueeney spoke about the first"Ask Me Anything" session recently held. The topic was on housing. The meetings were topic specific and would be held every couple of months. County Manager Updates Jill Klosterman stated that she had nothing to add. 1 11/01/2022 Consent Agenda 1.Agreement Between Colorado Health Foundation and ECPHE for Campeones del Sistema Maria Gonzalez, Public Health&Environment 2. Resolution 2022-083 Proclaiming December 6, 2022 as Colorado Gives Day in Eagle County Dani Moore,Administration Commissioner Chandler-Henry moved to approve the Consent Agenda for November 1, 2022 as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2022-084 -ECO Transit Fare Policy Adoption and Fare Schedule for 2022-2023 Winter Season Tanya Allen, ECO Transit Executive Summary: The BoCC is being asked to approve a resolution 1) adopting a formal fare policy for ECO Transit,and 2)approving ECO Transit's fare schedule for the 2022-2023 Winter season. The purpose of adopting a fare policy for ECO Transit is to establish a process and guidelines for regularly evaluating ECO Transit fares. The Fare Policy, crafted with input from ECO Transit's Advisory Board, highlights the priorities that need to be weighed when considering future fare changes. These include community objectives such as increasing ridership and financial objectives such as maintaining an acceptable revenue stream. The policy also supports a transition to more modern fare collection technologies and recommends public input for future fare changes. The resolution also includes approval of ECO Transit's fare schedule for the 2022-2023 Winter Season.Notable changes include the following: 1)Reclassification of the Vail/Beaver Creek Express service as a regular$4 route. We offered this service at the$4 price point last winter season on a pilot basis and saw a 41%increase in ridership and a doubling of route productivity. With this fare resolution we will be making that reclassification permanent. 2) Several adjustments designed to better align our current fare structure with our new mobile fare technologies, encourage quicker adoption among key groups, and help us phase out legacy technologies that are no longer well-supported. The major changes in this area include simplifying the range of pass types available, increasing the on-board cash prices for Youth and Senior fares,and adding a$5 surcharge for printed Youth and Senior passes. The price for all Youth and Senior passes purchased on the mobile app will remain unchanged. 3)The introduction of a new 50%military discount for Active Duty and Veterans. These changes will be implemented with the start of the Winter 2022-2023 season on November 27. 2 11/01/2022 Tanya Allen joined remotely and stated that the winter season schedule would look very much like last year. The fare adjustments were intended to incentivize the shift to mobile fares. They would also be simplifying some of the fare structures. The Vail/Beaver Creek Express would be a$4.00 ride. Commissioner Scherr moved to approve the resolution approving the ECO Transit Fare Policy Adoption and Fare Schedule for 2022-2023 Winter Season. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 2. Resolution 2022-085 Concerning an Appointment to the Eagle County Fair and Rodeo Advisory Council Tanya Dahlseid, Fair&Rodeo Executive Summary: Council recommends the reappointment of Hanna Albertson,Loyd Gerard, and Ern Mooney to the Fair and Rodeo Advisory Council. Ms. Dahlseid spoke about the re-appointments. She was excited to have Hanna, Loyd, and Ern on the team. Commissioner Chandler-Henry moved to approve the resolution concerning an appointment to the Eagle County Fair and Rodeo Advisory Council. Commissioner Scherr seconded the motion. The vote was unanimous. 3. Resolution 2022-086 Eagle County Financial Policies -Adopting the Eagle County Financial Policies Manual Jill Klosterman,Finance Executive Summary: The finance department,with assistance from the County Attorney's office, department heads and elected officials, and staff have drafted updated financial policies. The policies were drafted with input from the Government Finance Officers Association best practices and attempt to give transparent and easy to read financial policies for staff to follow and the public to understand. Ms. Klosterman presented the resolution and highlighted the changes. An emergency spending authorization policy was added as well as a signature authorization policy allowing the County Manager's office to sign certain documents. Commissioner Chandler-Henry moved to approve the Resolution Adopting the Eagle County Financial Policies Manual. Commissioner Scherr seconded the motion. The vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Airport Terminal Board. Commissioner Chandler-Henry seconded the motion. Eagle County Airport Terminal (ECAT)Agreement with Enterprise Leasing Company of Denver,LLC Jodi Doney,Airport 3 11/01/2022 Executive Summary: ECAT Lease Agreement with Enterprise Leasing Company of Denver,LLC as rental car concessionaire in the airport terminal. Jodi Doney, Terminal Operations Manager stated that there were a series of contracts for rental cars. Sixt was a new entry. Beth Oliver,Deputy Eagle County Attorney, explained that there were five agreements that were on the agenda. The Avis Budget Car Rental LLC agreement had not been signed as of yet, so it would be pulled. The Sixt Rent A Car, LLC agreement had been signed but they had not submitted their bond yet, so she recommended approving the agreement conditioned upon receiving the bond. Commissioner Chandler-Henry moved to approve Eagle County Airport Terminal(ECAT)Agreement with Enterprise Leasing Company of Denver,LLC Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Eagle County Airport Terminal (ECAT)Agreement with The Hertz Corporation Jodi Doney,Airport Executive Summary: ECAT Lease Agreement with The Hertz Corporation as rental car concessionaire in the airport terminal. Commissioner Scherr moved to approve the Eagle County Airport Terminal(ECAT)Agreement with The Hertz Corporation. Commissioner Chandler-Henry seconded the motion The vote was declared unanimous. 3. Eagle County Airport Terminal(ECAT)Agreement with Avis Budget Car Rental,LLC Jodi Doney,Airport Executive Summary: ECAT Lease Agreement with Avis Budget Car Rental, LLC as rental car concessionaire in the airport terminal. Commissioner Chandler-Henry moved to approve the Eagle County Airport Terminal Agreement with Sixt Rent A Carr, LLC conditioned upon receipt of the proper bond prior to November 21, 2022. Commissioner Scherr seconded the motion. The vote was declared unanimous. 5. Eagle County Airport Terminal (ECAT)Agreement with Frontier Rental Inc. DBA Dollar Rent A Car Jodi Doney,Airport Executive Summary: ECAT Lease Agreement with Frontier Rental Inc. DBA Dollar Rent A Car Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle Airport Terminal Board and reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion.
