HomeMy WebLinkAboutC22-399 Roaring Fork School District Family Resource Center_first amendmentFIRST AMENDMENT BETWEEN EAGLE COUNTY, COLORADO AND ROARING FORK SCHOOL DISTRICT FAMILY RESOURCE CENTER THIS FIRST AMENDMENT (“First Amendment”) is effective as of the ____________ by and between The Roaring Fork School District Family Resource Center, (hereinafter “Contractor”) and Eagle County, Colorado, a body corporate and politic (hereinafter “County”). RECITALS WHEREAS, the County, through its Department of Human Services (“DHS”) works to promote the health, safety and welfare of County residents of all ages; and WHEREAS, the County uses outside providers and professionals to enhance the ability of County to promote such health, safety and welfare; and WHEREAS, Contractor is authorized to do business in the State of Colorado and has the time, skill, expertise, and experience necessary to provide the Services as defined below in paragraph 1 hereof; and WHEREAS, County and Consultant entered into agreement C22-074 dated March 17, 2022 for certain Services (the “Original Agreement”); and WHEREAS, the term of the Original Agreement expires on the December 31, 2022 and the parties desire to extend the term and services of the Original Agreement for an additional year. WHEREAS, County and Contractor desire to continue Services as reflected in Exhibit A-1, compensate the Contractor for 2023 and extend the term of the Agreement for this First Amendment. FIRST AMENDMENT NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as set forth below, the parties agree as follows: 1. The First Amendment shall be amended to include Services as described in Exhibit A-1, which is attached hereto and incorporated herein by reference. 2. The term of the First Amendment is hereby extended to the 31st day of December, 2023. 3. The total compensation for 2023 shall not exceed $21,000. 4. Capitalized terms in this First Amendment will have the same meaning as in the First Amendment. To the extent that the terms and provisions of the First Amendment conflict with, modify or supplement portions of the First Amendment, the terms and provisions contained in this First Amendment shall govern and control the rights and obligations of the parties. Except as expressly altered, modified and changed in this First Amendment, all terms and provisions of the First Amendment shall remain in full force and effect, and are hereby ratified and confirmed in all respects as of the date hereof. 6. This First Amendment shall be binding on the parties hereto, their heirs, executors, successors, and assigns. The 2016 Eagle County Early Childhood Roadmap launched a series of investments in strategies to create and sustain a comprehensive early care and education system. Continuing this vision, Eagle County has identified key strategic priorities for the next two years, including Supporting our Workforce through investments that "Support accessible, quality early childhood care and education programming. For childcare and early learning to make a positive difference in child development and future educational success, children should have access to quality programs which: ● Support children’s health and safety, ● Ensure staff are well-trained and effective, ● Provide a supportive learning environment that teaches children new skills, ● Help parents become partners in their child’s learning, and ● Demonstrate good leadership and business practices. A healthy, supported workforce, adequate coaching supports, family engagement, child physical and mental health services, shared services (lower stress, increased financial viability) all contribute to a quality program, which means safer, more consistent support for children and families. CONTRACTOR SHALL PERFORM OR PROVIDE THE FOLLOWING SERVICES The Family Resource Center of the Roaring Fork School District’s Early Childhood Liaison will provide the following services in Western Eagle County: ● Provide oversight of family support services to children identified by preschools or health screenings ● Work with school district resources to identify younger siblings of enrolled students, determine if they are enrolled in early childhood programming, and outreach to family to encourage early childhood education ● Connect with vulnerable and isolated families with young children through targeted outreach activities in the community ● Work with key community stakeholders to identify and build trust with targeted populations ● Work with school- and community-based family liaisons, building trusting, equitable relationships with families and help them connect with resources to meet goals of family stability and self-sufficiency. ● Serve families on the western side of Eagle County, ensuring they have access to community, county, state and federal resources regardless of income, immigration status, home language or any other barrier. COMPENSATION Contractor shall be compensated for performance of the Services as follows: 1. Total amount not to exceed $21,000 2. Mid-year check-in with early childhood DHS team 2.
