A parcel of land situated in Tract No. 55. Section 4, Township 5
South, Range 86 West of the 6th P.M., lying Northerly of the
Northerly right-of-way line of U.S. Highway No. 6 & 24, said
parcel of land being described as follows:
Beginning at a point whence an iron post with a brass cap, found
in place and properly marked for Angle Point No. 1 of said Tract
55 bears N 34028120" E 400.70 feet; thence South 183.08 feet to a
point on the Northerly right-of-way line of said Highway; thence
594.24 feet along the arc of a curve to the left, hating a radius
of 5830.00 feet, the chord of which bears N 80004103" W 593.98
feet; thence 'North 171.03 feet; thence S 81013'00" E 592.00 feet
to the point of beginning.

Water Table is more than eight (8) feet below the surface.

5. Soil Classification:
A distinct topsoil layer is absent. The soil from the surface to
four feet is tan to brown, sandy, silt alluvium, with gypsum, lime
and a minor amount of clay. From four feet below the surface on
down, there is an increasing amount of medium and coarse
unconsolidated volcanic cinders. No bedrock was encountered. The
Dotsero Lava Flow, which outcrops the surface nearby, is probably
less than 20 feet below the surface at this hole.

6. Geologic Conditions:
There are no unusual or hazardous geologic conditions. Site is
located on an alluvial fan consistir_g of eroded material derived
from steep slopes just north of the site, principally from

SUPPLEMENT
FOR
BIG DOT ASSOCIATES
SITE APPLICATION
The Dotsero Motel is located in Eagle County near Dotsero, Colorado
and is just north of Highway 6 and 24. Present facilities consist
of 10 apartments or motel units, 4 mobile home spaces and laundry
facilities with two washing machines. Present wastewater treat-
ment and disposal facilities consist of a septic tank and leach -
field. This leachfield is located on property which has been pur-
chased by the Colorado Division of Highways (CDH) for the con-
struction of the north frontage road along Interstate 70.
The CDH will be making settlement with Big Dot Associates to pay
for the construction of a new system which will serve the existing
units. Thus this site application and the new system design is
only for the existing units described above. This new system will
be located in the southwest corner of Big Dot Associates property.
This will allow the use of the existing collection system.
Future Development
Big Dot Associates apparently does have plans to make application
to Eagle County for an additional 10 mobile homes spaces just east
of the existing units. It is not known at this time what the
developers propose in terms of wastewater treatment and disposal.
The only other proposed development in the area is Malpais Mobile
Home Park located approximately one half mile east of the motel.
Malpais has obtained all the necessary county and state approvals
for the construction of a 71 unit mobile home park and a 21,300
gpd RBD wastewater treatment plant.
At the time the Site Application for the Malpais wastewater treat-
ment plant was submitted to the Colorado Department of Health,
Big Dot Associates was contacted to see if they wished to construct
a lift station and force main to Malpais wastewater collection and
treatment facilities. Their verbal response was that because of
the costs involved they did not wish to connecti. is

Dear Rick:
I have reviewed the plans and specifications you submitted for the Dotsero Motel
and find they conform to the Colorado Department of Health Criteria. I am
authorizing construction of the waste water treatment facility to eliminate the
existing health hazard at the motel with the following conditions:
1) The system will service only the existing eight - one bedroom apartments,
two - two bedroom apartments, three - two bedroom mobile homes, one -
three bedroom mobile home and two washing machines.
2) A septic tank permit be obtained from the Eagle County Health Department
to insure proper maintenance of the waste water treatment system.

As a follow-up to our phone conversations today,
this letter serves as written confirmation of my
concurrence in approving the septic system plans
submitted for your review by Eldorado Engineering
Company.
I wc•,uld like to reiterate that approval is for the
proposed system to service only the existing units
at Dotsero Motel/Mobile Home Park.
The additional ten units for which a Sketch Plan is
anticipated cannot be served by any enlargement of
the system approved at this time, as the present
proposed system pushes the limit for septic tank -
type individual sewage systems.
The addition of ten more mobile home spaces will
require investigation into area -wide treatment.
The proliferation of septic tanks and package treat-
ment plants will be discouraged.

Inspection of the above captioned property on May 9, 1979, revealed
that the septic tank disposal field is saturated and sewage efflueR

broken out onto the ground surface creating a health hazard to persons in
the area.
An emergency repair permit was issued and repairs to the system were
made on April 28, 1979, to repair broken lines that had been damaged by
subcontractors working for the State Highway Department.
On the afternoon of May 9, LJ. John "Bud" Osmon informed the Eagle
County Environmental Health office that the system had again failed and
that sewage effluent was flowing onto the ground surface. Inspection at
approximately 4:00 p.m. on May 9 with Jim Neblick, State Highway Department,
and John Osmon revealed that, indeed, sewage effluent was erupting onto the
ground surface.
It was also evident that the entire area around the drain field was
saturated and that further attempts to make emergency or temporary repairs
in the existing drain field area would be pointless.
The existing septic tank and drain field were installed prior to the
establishment of the Eagle County Environmental Health office and prior
to the adoption of Eagle County Individual Sewage Disposal Regulations.
Therefore the existing system was considered to be an existing non -conforming
system and would be approved until it failed as determined by surface
contamination or contamination of adjacent water supply wells.
At this time, since the existing non -conforming system has failed and
emergency repair procedures have failed to correct the problem, notice is
hereby given that
(1) THE SURFACE SEHAGE EFFLUENT MUST BE CLEANED UP OR BURIED
WITHIN 48 HOURS' RECEIPT OF THIS NOTICE TO PREVENT A
PUBLIC HEALTH NUISANCE;
(2) Immediate steps must be taken to provide a new system that
conforms with County and State Health Department regulations
within 10 days' receipt of this notice. An additional
time for correction may be granted for just and reasonable
grounds. However, the sewage treatment tank must
pumped. on a regular basis to avoid the surface di ``e

of -sewage effluent;

(3) Any system designed to treat over 2,000 gallons per day
must be approved by the State of Colorado Health Depart-
ment. Please contact Roger Smades for further information
at the Colorado Department of Health, 4210 East llth Avenue,
Denver, CO 80220 - Phone 320-8333;
(4) For any system designed to treat less than 2,000 gallons
per day, a permit must be obtained from the Eagle County
Environmental Health office. Design flow shall be based
on the total number of bedrooms using a count of two persons
per bedroom and a flow of 100 gallons per person per day.
(Permit application #669 is enclosed for Big Dot Associates.);
(5) The Eagle County Individual Sewage code, Section 3.5, requires
that any system used for commercial, industrial, or business
purposes must be designed by a Registered Professional
Engineer;
(6) The new system must be installed on property owned by
the motel owner, Big Dot Associates;
(7) The property owner must complete the enclosed application
and include all engineer design information, percolation
tests, and appropriate site plan for review. This informa-
tion must be submitted prior to county issuance of a
sewage disposal installation permit.
The property was re -inspected on May 10, 1979. Fluorescene dye tests
were conducted on both the Block Plant and the Dotsero Motel. The dye tests
confirmed that the sewage effluent discharge was coming solely from the
Dotsero Motel complex, owned by Big Dot Associates.

2. A single 3712 gallon concrete septic tank may be substituted for the three 1250 gallon tanks
