AMENDMENT
TO
COLORADO MOUNTAIN COLLEGE AND GROUP 14 ENGINEERING’S
BLANKET PURCHASE ORDER
THIS AMENDMENT (the “Amendment”) is entered into by and between COLORADO MOUNTAIN
COLLEGE (the “College” or “CMC”) and GROUP 14 ENGINEERING (“Group 14”).
PURPOSE. This Amendment is intended to incorporate additional services commissioning work for
the College’s student housing project to add a second building at the Edwards Campus.
FACTUAL RECITALS
A. The College issued Blanket Purchase Order #14829 with associated Terms and Conditions for
Group 14 to provide services described in RFP #968-21P and Group 14’s proposal in response thereto
dated February 7, 2022 (the “BPO”). The BPO was subsequently increased to include additional
commissioning services for the CMC Spring Valley Campus geothermal relocation commissioning
pursuant to Group 14’s proposal dated July 18, 2022.
B. The parties now desire to amend the BPO to include additional commissioning services for the
Phase 2 building in Edwards; and
C. The commissioning services of the Phase 2 building are on behalf of and for the benefit of the
Eagle County Housing and Development Authority (“ECHDA”) and CMC is acting as the contracting
party and primary contact with Group 14.
D. Authority exists and funds have been budgeted, appropriated, and otherwise made available
and a sufficient unencumbered balance thereof remains available for payment.
NOW THEREFORE, it is hereby agreed that:
AGREEMENT
1. Consideration for this Amendment consists of the payments, which shall be made pursuant to
this Amendment and the promises, and agreements herein set forth.
2. It is expressly agreed by the parties that this Amendment is supplemental to the BPO, as
amended, which is by this reference incorporated herein, that all terms, conditions, and provisions
thereof, unless specifically modified herein, are to apply to this Amendment as though they were
expressly re-written, incorporated, and included herein.
3. It is agreed the BPO is and shall be modified, altered, and changed in the following respects
only:
a. Group 14’s scope of work shall be amended to add in the project scope described in Exhibit
A attached hereto and incorporated by reference as relates to the Edwards Campus.
b. Group 14’s fee shall be as described on Exhibit A and, specifically for the Edwards
Campus, shall be $27,246.00 to be paid by ECHDA.
c. Group 14 shall package all invoices specific to ECHDA each month and send to the
College. The College will then forward on to ECHDA stating they have been reviewed
and approved. ECHDA will then pay Group 14 directly.

d. The Parties hereby agree that payment of any fees under this Amendment are to be paid
exclusively from ECHDA funds and that ECHDA is third party beneficiary to the
Agreement and are the obligors to Group 14 with respect to payment of the additional fees
stated herein. CMC shall not be liable to Group 14 for payment of the additional fees stated
herein unless such funds have previously been received by CMC from ECHDA.

4. Except with respect to the “Special Provisions,” in the event of any conflict, inconsistency,
variance, or contradiction between the provisions of this Amendment and any of the provisions of the
Agreement, the provisions of this Amendment shall in all respects supersede, govern, and control. The
“Special Provisions” shall always be controlling over other provisions in Agreement or Amendments.
5. FINANCIAL OBLIGATIONS OF THE COLLEGE PAYABLE AFTER THE CURRENT
FISCAL YEAR ARE CONTINGENT UPON FUNDS FOR THAT PURPOSE BEING
APPROPRIATED, BUDGETED, AND OTHERWISE MADE AVAILABLE.
THE PARTIES HERETO HAVE EXECUTED THIS AMENDMENT
Persons signing for Group 14 hereby swear and affirm that they are authorized to act on Group 14’s
behalf and acknowledge that the College is relying on their representations to that effect. Principal is
not a recognized title and will not be accepted.

Group14 Engineering, PBC. (Group14) is pleased to submit this additional services proposal for the Phase 2
buildings in Breckenridge and Edwards. Group14’s proposal has been prepared based upon our recent
communication with Reilly O’Brien and the Dynamic PM team. The proposal herein includes commissioning of
additional projects using the same scope of services as the base contract, while excluding Design phase tasks.

SCOPE OF ADDITIONAL SERVICES
Cx Task Cx Task Description
Review 50% CDs
Provide one design document review and a back-check. Coordinate the appropriate
milestones for Cx design review and back-check with the Owner and Design Team
and shall update the Cx Plan accordingly. Each Cx Design Review shall be
followed-up with a conference call/web meeting (GoToMeeting or similar) to review
the CxA comments and design team responses.
Cx Specifications
Provide specification sections for equipment and systems being commissioned.
These specifications detail the contractual expectations, requirements, deliverables,
methods of communication and schedules associated with the Commissioning
process.
Provide Cx Plan
Develop and implement a project-specific commissioning plan (one per site) that
includes the Commissioning Program Overview, Commissioning Team, and
Description of Commissioning Process Activities.
Cx Kick-off Meeting
Lead one commissioning kickoff meeting with the construction team per project.
Conduct meeting, provide meeting minutes, and update the Cx Plan and distribute
to the Commissioning Team. The Commissioning Kick-off Meeting shall take place
prior to submittal review.
Note: Kick-off Meeting will be via web conference, i.e. zoom, teams or similar.
Review Contractor
Submittals
Review Contractor Submittals for equipment being commissioned. The review is
completed concurrently with the A/E review and written comments are provided to
the Designer of Record for inclusion or coordination with their comments.
Additionally, a sampling approach is utilized during the submittal reviews. The
commissioning submittal review does not replace the Designer of Record’s
submittal review and it is the responsibility of the Designer of Record to review and
incorporate the commissioning review comments as appropriate.
Construction Phase
Controls Meeting
Work with the design engineer and controls contractor to establish a fully detailed
Construction Phase sequence of operation for the building. Use the final sequences
of operation to write detailed testing procedures used to validate each required
operation and function.
Note: One (1) Building Automation Systems and one (1) lighting web conference
meeting per site is included in the proposal
Pre-Functional
Checklists
Create Pre-Functional Checklists for the installing Contractors to execute for the
equipment and components being commissioned. Pre-functional checklists verify
the physical installation. The forms serve as a supplement to the Contractors' own
Quality Control process and the manufacturer's startup forms.
Develop Functional Test
Scripts Write project specific functional performance testing scripts.
Site Observations Review a quality-based sampling of the Contractors’ installation and their executed
PFCs for completeness and thoroughness. Proposal includes four (4) site visits per

project with time included for on-site meetings and issuing a site observation report
within 2 business days of each site visit.
TAB Report
Review the TAB report and facilitate the turnover of the Testing, Adjusting and
Balancing Contractor’s report to the Owner. Review the report for completeness
and accuracy and include as identified installation deficiencies that prevented the
TAB process from being fully complete.
Maintain Cx Issues Log
Maintain a commissioning issues log to document our findings during the
commissioning process. It is the responsibility of the Contractors, Designers, and
Owner to review the log and to resolve all issues fully and completely.
Review corrective measures (often using sampling) and close items on the log
based on the reporting provided others, conditions we witness, and as directed to
by the Owner.
Items closed on the log do not absolve the Contractor or Designer of Record of their
contractual responsibility to provide a complete and functional design or installation
nor does it indicate that Group14 warrants or guarantees the performance of the
commissioned equipment or systems.
Functional Performance
Testing Verification and
Retesting
Execute functional performance testing to review that the installation and operation
of components, systems and system-to-system interfacing relationships. Testing
shall include all modes and sequences of operation included in the Construction
Documents.
Functional performance testing and verification may be achieved by direct
manipulation of system inputs, manipulation of system inputs with the building
automation system, trend logs of system inputs and outputs using the building
automation system or a supplemental software tool, or short-term monitoring of
system inputs and outputs using standalone data loggers. A combination of
methods may be required to test the sequences of operation. The CxA will
determine which method, or combination, is most appropriate.
• Our proposal includes one (1) testing and one (1) retesting effort per
Functional Performance Testing procedure.
• Testing Prerequisites: Testing, Adjusting and Balancing Report; Contractor
Executed Pre-Functional Checklists; Manufacturer’s Startup
Documentation; and 72 hours of Trend Data.
• Each open item on the commissioning issues log must be responded to
prior to Group14 starting a review or retesting effort. Responses must
include the specific corrective action(s) taken and who completed the
correction(s). Trend data, photographic evidence or similar proof of
completion are also equally acceptable responses to Cx issues.
Preliminary Cx Report
Provide the building owner with a report listing deficiencies found, tests that were
deferred because of climatic conditions and the climatic conditions required for the
performance of the deferred tests.
Final Cx Report
Provide the building owner with report listing the disposition of deficiencies found
during testing and the corrective measures suggested or used, results of the
functional performance testing, and copies of the functional performance testing
procedures.

At the conclusion of the testing and retesting effort, any open issues will be
submitted via the Final Cx Report to the Owner and General Contractor as warranty
items for resolution by others.
BUILDING ENCLOSURE TESTING
BECx Task BECx Task Description
Water Penetration
Resistance Testing
Provide limited performance verification in situ testing of the installed fenestration
systems for water penetration resistance. Field performance verification tests will
be conducted as described below:
a. Work will be completed over as many as two (2) additional mobilizations
(one building each at Edwards and Breckenridge) consisting of up to six
(6) hours on each site.
b. ASTM E783 air infiltration test and ASTM E1105 water penetration tests.
Our fees and scope of services assume the following:
a. Includes positive and negative chamber testing
b. The maximum specimen size shall not exceed 100 square feet
with no dimension greater than 10 feet.
c. Testing shall be completed utilizing a mobile elevated work
platform (MEWP) to be provided by the Client.
d. Document, evaluate and report the testing results.
c. Work with the Client and the design team to test specimens selected by
the design team, subject to the technical limitations of the tests (e.g.
access, interior construction, structural penetrations, HVAC/MEP and
other encumbrances, façade adornments, etc.).
Note: It will be the responsibility of the Client to arrange access for the
Consultant’s personnel to the areas to be tested. Group14 will have no supervisory
authority or responsibility over construction activities. Group14 will not authorize
any deviation from the contract documents or substitution of materials or
equipment; undertake any of the responsibilities of the Contractor, subcontractors,
suppliers, or contractor superintendent; advise on, issue directions relative to or
assume control over any aspect of the means, methods, techniques, sequences or
procedures of construction.
Building Thermal
Envelope Testing
Group14 will perform building thermal envelope testing per ASTM E779. Assumes
one (1) virtual coordination meeting and no more than one (1) mobilization and one
(1) whole-building air barrier test at each building (2 total) during regular business
hours. Assumes General Contractor will provide power and accommodation to
prepare for test(s) and keep building sealed as testing is in progress (no entrance/
egress, keep windows closed, etc.). Group14 to provide checklist of required
preparations for General Contractor to complete in advance of scheduled testing as
well as a report to summarize the completed testing.
Re-testing for failed test or as otherwise requested is considered Additional Scope
of Services and is not included herein.

Building Thermal
Envelope Diagnostics
If the measured air leakage rate exceeds 3 air changes per hour (ACH), or
otherwise as required by the authority having jurisdiction (AHJ), a diagnostic
evaluation using infrared imaging or smoke tracer shall be conducted while the
building is still pressurized and/or depressurized. A report identifying findings to be
provided by Group14. Contractor to provide documentation of corrective actions
taken to seal noted leaks.

PROJECT FEE
Group14’s fees for the items outlined in the Project Scope are detailed below. The fees are based on the original
project amounts with the design scope removed and expenses prorated. A significant amount of work goes into
the in-house setup for the project, since this was covered under the original scope we discounted those hours
from the fee.
