Merry, REHS Environmental Health Re: Failing Septic System Of f ice On or near May 16, 1991, a complaint was received from Bambi Kuehn (resident of Squaw Creek) regarding what she had observed during a horse back ride on Cordillera property. She said the septic system for the Lodge at Cordillera was failing and that surfacing sewage was observed. I informed her that this department would investigate as soon as possible. Due to weather constraints, an investigation was not performed over the next two days. After the weekend on May 20, 1991, Suzie Shepard called to check on the status of the investigation. I informed her that weather conditions needed to be dry in order to detect surfacing effluent and assured her we would investigate as soon as possible. On May 21, 1991, I went to Cordillera to investigate the complaint. I observed effluent surfacing from the bottom line of one of the leach fields and accumulating in a trench that appeared to have been dug for that purpose. It appeared as if all the lines had effluent in them and that the soil was not accepting any effluent. Conversation with Debbie Duley immediately after the site visit indicated that they were aware of a problem with the septic system and had checked lines to try and identify the problem themselves. They discovered an incorrectly connected grease trap and had steam - cleaned the lines in an effort to restore proper operation of the system. I informed Ms. Duley that they needed to obtain a repair permit from my office immediately and that their engineering consultant would need to design the repair. The magnitude of the problem did not appear to be severe and since the area is not generally accessible to the public, and since the lodge is in off-season use with low flows, I did not find it necessary to pursue a cease and desist order. I did tell Ms. Duley to place a construction fence around the impacted area for the time N being. On May 22, 1991, I received a call from Jerry Sandberg, investigator for the District Attorneys Office who was following up on a complaint he received from Suzie Shepherd on that day. I told him the status of the complaint. Later that day I called Ms. Duley to remind her she needed to apply for the repair permit on behalf of the owner\operator within two business days. On May 23, 1991, Ms. Duley did make application on behalf of Kensington Land Investment Partners. Environmental Health Officei' Re: Failing Septic System/Discussion ith Engineers. On May 28, 1991 Sean Scuras of RTW Engineering called to discuss the status and potential solutions to Cordillera's septic problem. He initially wanted to design a system to address the problem temporarily, counting on eventual public sewerage. I informed him not to approach the problem from that standpoint since the extension of the public sewer line was not currently permitted and may not be a given. I suggested they approach the design to permanently handle the wastewaters through individual sewage disposal system for now. I also explained to Sean what was said to me regarding the grease problem. We agreed it would be advantageous to probe the soils within the leachfield areas as well as check a few lines internally to see if the problem was with line clogging or soil saturation. I suggested he research bacterial grease treatment if the lines were clogged and the soils were not saturated. Meanwhile, he is going to search for other areas on the property for leachfield suitabilities. Percolation tests are to be done on May 30, 1991 by RTW. I reiterated the need for fencing around the surfacing sewage and discouraged the trenching to colle-ct outfall since this may disturb the soils near the areas they may choose to extend line to. .
