Permitted Construction / Details:
Install a 1,000 gallon concrete two compartment septic tank and 558 square feet of absorption area credit
via two shallow (2 to 3 feet deep) serially-connected trenches of 9 standard Infiltrator chambers per
trench for a total of 18 chambers.
Double encase the 4" effluent pipe within a 6" pipe where crossing driveways and protect from frost with
insulation board. Install inspection portals at both ends of each trench and rake any smeared soil ares
prior to placing the chambers.
Recommend an effluent screen be placed on the outlet tee of the septic tank and be sure to keep access
to the tank lids to within 8" of finished grade or at grade.
Contact Eagle County Environmental Health to conduct final inspections before backfilling any
component. All piping should be properly bedded prior to inspection.
Final approval is necessary from Eagle County Environmental Health and the receipt of a detailed as-built
drawing from the installer prior to using the system.

1. All installation must comply with all requirements of the County Individual Sewage
Disposal System Regulations, adopted pursuant to authority granted in 25-10-104,
C.R.S. 1973, as amended.
2. This permit is valid only for connection to structures which have fully complied
with County zoning and building requirements. Connection to or use with any
dwelling or structure not approved by the building and zoning departments shall
automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.21 requires any person who constructs, alters, or installs an
individual sewage disposal system to be licensed according to the Regulations.

Dear Mike:
We are in receipt of your application for an Individual Sewage
Disposal System Permit and associated $150 permit fee. However,
we cannot issue an ISDS Permit until a "percolation test" is per-
formed. This percolation test can be performed by a registered
professional engineer or for a $50 fee, a representative of this
office can perform the test.
Due to winter weather conditions, we cannot schedule a percolation
test until spring. Rather than delay the issuance of your Building
Permit, we will issue your Building Permit with the condition that
an ISDS Permit be issued and a final inspection be performed prior
to issuance of a certificate of occupancy.

FINDINGS OF THE STATE ENGINEER
APPLICATION FOR A PERMIT TO CONSTRUCT A WELL IN WATER DIVISION NO. 5, EAGLE
COUNTY, COLORADO

In compliance with Colorado Revised Statutes 1973, 37-92-602, Mike
Wolter, (hereinafter "applicant") submitted an application for a permit to
construct a well. The application was received by the State Engineer on March
14, 1983. On the basis of the information submitted by the applicant and
records in the State Engineer's Office, the State Engineer makes the following
findings:
1. The applicant proposes to construct a well as the only well on a 31
acre tract of land in the SE 1/4 of the SW 1/4, Section 3, Township 4
South, Range 86 West, of the 6th Principal Meridian, Eagle County,
Colorado.
2. The location of the proposed well is outside the boundaries of a
designated ground water basin.
3. The applicant proposes to apply the water diverted from the well to
the following beneficial uses: (domestic) household use for a home
and the irrigation of a garden.
4. The proposed maximum pumping rate of the well is 15 gallons per
minute.
5. The proposed average annual amount of ground water to be appropriated
is 1 acre foot.
6. At the proposed depth of 20 feet, using perforated casing in the
interval between 16 feet and 20 feet, the ground water diverted would
be hydraulically connected to the Colorado River.
7. The Colorado River is overappropriated. At some times of the year,
the water supply of said river is insufficient to satisfy all of the
decreed water rights senior to an appropriation by the applicant.
8. The proposed well will be on a tract of land less than 35 acres. The
presumptions of Colorado Revised Statutes 1973, 37-92-602(3)(b)(II)
do not apply. ---1

9. This permit must be evaluated pursuant to Colorado Revised Statutes
1973, 37-92-602(3)(b)(I) and the withdrawal of tributary ground water
at the proposed location for the proposed usage and annual
appropriation would cause reduction of stream flows in the Colorado
River at times when the system is overappropriated and other vested
water rights would thus be materially injured.
10. The proposed subject well will be located in a proposed subdivision
development whose water supply plan has not been submitted nor
recommended for approval by the State Engineer pursuant to Colorado
Revised Statutes 1973, subsection (1)(11) of Section 30-28-136.
Based on the above, the State Engineer finds that the vested water rights
of others will be materially injured. The application for a permit to
construct a well is hereby denied.
