HomeMy WebLinkAboutMinutes 09/06/2022 PUBLIC HEARING September 6, 2022 Present: Jeanne McQueeney Chairman Kathy Chandler-Henry Commissioner Matt Scherr Commissioner Jeff Shroll County Manager Jill Klosterman Chief Financial Officer Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman McQueeney opened constituent input. Joanne Rock,Eagle County resident, spoke. She spoke about and a couple videos she recently picked up from the library,one was the Great Divide,which provided good historical information as well as current challenges. The other was called the Radium Girls, related to the topic of industrial toxins. She stated that she was a team leader for the annual Eagle River Clean Up which would be this Saturday and encouraged folks to join her team called, Friends of the Eagle River. Chairman McQueeney closed public comment. Commissioner Updates Commissioner Scherr spoke about an informational session at the Colorado Mountain College regarding the ballot measure related to public transportation. Commissioner Chandler-Henry gave a shout out to all the folks who were working on housing. A lot of the towns were creating new initiatives and citizens were stepping up to help fund some of that. Specifically,the Town of Eagle was doing a lot of good work with Habitat for Humanity on 3rd Street in Eagle to provide housing for teachers and support staff at the Eagle County Schools. Chairman McQueeney gave a shout out to the Rotary Clubs of the Vail Valley who put on the Duck Race this past weekend and to all the people who purchased ducks throughout the summer. It was a fun family event and took all three clubs to put on the successful event. She also spoke about the groundbreaking for the Healing Center-supporting mental health. She was excited for what has been achieved as a community. County Manager Updates Jeff Shroll stated that he had no updates. Consent Agenda 1 09/06/2022 1. Resolution 2022-073 Final Collateral Release for Public Improvements -Tree Farm PUD Phase I Rickie Davies,Engineering 2. Amendment No. 2 To Agreement Between Eagle County and Distinctive Design Build, LLC. for Contracting Services at Airport Josh Miller,Airport 3. Approval of the Minutes for the Board of County Commissioner Meetings for August 2,August 5,August 11, and August 15,2022 Kathy Scriver, Clerk&Recorder's Office Commissioner Chandler-Henry moved to approve the Consent Agenda for September 06, 2022 as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2022-074 Declaring September as National Suicide Prevention Month in Eagle County and Speak Up Reach Out Update Rhea Silverkorn,Administration Executive Summary: SpeakUp ReachOut will be here to present the resolution to declare September as National Suicide Prevention Month in Eagle County and provide a short update about the work they have been doing in 2022. Leslie Robertson,Awareness and Branch Manager with SpeakUp ReachOut presented a PowerPoint presentation that provided an overview of the services provided by SpeakUp ReachOut. Their goal was to prevent suicide in Eagle County and educate the community about suicide prevention. She recognized the partners,Your Hope Center, Eagle Valley Behavioral Health,Colorado Mountain Medical, Education Foundation of Eagle County (E•f(ec),Mountain Pride, and the Avon Police Department. She reviewed the statistics and stated that in 2021 there were 9 suicides, average age was 32, 7 males 2 females, 8 were residents of the county. The orgization offered community events, peer support groups, awareness events, and suicide prevention training. Since 2009 the organization has reached out to 11,500 individuals. All the training programs were held free of charge. She provided a list of resources and thanked the board for their support. pport. Joanne Rock asked about the opioid crisis and its connection to suicide. She wondered how many opioid and wondered if anyof the opioid settlement moneywould be accessible deaths were accidental versus intentional p to the county. Erin Ivie, SpeakUp ReachOut, Executive Director believed that Vail Health would have that data. In Eagle County there were more people showing up in the emergency room for overdoses but the suicide numbers had not increased. Health Harmon, Eagle County Public Health and Environment Director stated his office submitted a two year plan for the opioid settlement dollars. There were three goals in the first two years -education,harm reduction dollars, and a data dashboard. He was excited to put these funds to use. Paige Baker-Braxton,Director of Outpatient Behavioral Health at Vail Health. She supported Eagle Valley Behavioral Health Outpatient initiatives and supervised the Colorado Medical Therapist and integrated care team. She was a trauma therapist by training and has spent her career prior to coming to the valley working with the sickest most marginalized populations. She was proud to say that Colorado Mountain Medical was able to provide same day access to behavioral health interventions. She believed that the amount of intervention and prevention services had made a huge impact. She invited everyone in the room to celebrate and acknowledge all the incredible 2 09/06/2022 work that had been done. She was proud to be of this community and a part of this family that were making efforts to change the way suicide impacts the family. Greg Daly,Avon Police Chief and Board President of SpeakOut ReachOut spoke. He acknowledged the hard work of the staff. He believed this was a difficult battle and especially hard for the staff members working on this on a daily basis. He was proud to be a part of the team and thought it was important to keep the passion moving forward. Kerry Benway,Executive Director of Your Hope Center spoke. She believed that awareness and partnerships were key and she was grateful for their partnership with SpeakUp ReachOut. Commissioner Chandler-Henry thanked everyone for all the work they were doing. Commissioner Scherr believed it was critically important that the issue be addressed institutionally and providing resources in an institutional way. He recognized everyone's work approaching the matter from a perspective of love and compassion. Bringing awareness was tremendously important. Chairman McQueeny added her appreciation. She believed that the secret sauce was collaboration. She appreciated the data dashboard that was being created with the opioid settlement money. Commissioner Chandler-Henry moved to approve the Resolution Declaring September as National Suicide Prevention Month in Eagle County and Speak Up Reach Out Update. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Small Community Air Service Development Grant David Reid,Airport Executive Summary: EGE applied for, and was awarded the US DOT's Small Community Air Service Development Grant. The grant provides up to $1,000,000 in funding to assist with incentive packages for new, low-cost airline partners. As part of the program,the EGE Air Alliance will be providing a$1,000,000 match and EGE will match with$90,000 in marketing efforts. EGE has five years to utilize these funds,with the option to renew for one year if needed. Mr. Reid stated that the grant money would be used for recruiting a low cost carrier to build up year round services. The airport would receive the money by way of reimbursement. It was a competitive grant program so he was excited to be awarded the opportunity. Commissioner Scherr moved to approve the Small Community Air Service Development Grant Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Air Terminal Corporation. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Air Terminal Corporation 1. First Amendment to Agreement Between Eagle County Air Terminal Corporation and Acme Roofing/Umbrella Roofing David Reid,Airport Executive Summary: First amendment to on-call services agreement between Eagle County Air Terminal Corporation and ACME Roofing, DBA Umbrella Roofing 3 09/06/2022 Mr. Reid stated that the amendment simply extended the agreement. Commissioner Jeff moved to approve the First Amendment to Agreement Between Eagle County Air Terminal Corporation and Acme Roofing/Umbrella Roofing. Commissioner Scherr seconded the motion. The vote was declared unanimous. Executive session to discuss the County Manager and County Attorney's performance for mid year reviews Work Session - Eagle County Room 1. Mule Deer Herd Management Plan Revisions for D-13 (Maroon Bells) and D-43 (Sweetwater Creek)Herds- Colorado Parks and Wildlife Executive Summary: Colorado Parks and Wildlife(CPW)is updating several deer herd management plans throughout Northwest Colorado, including two herds that overlap Eagle County: D-13 Maroon Bells and D-43 Sweetwater Creek. We will discuss the current status of these herds and the proposed new population objectives and sex ratio objectives that will guide herd management for the next 10 years.
