Permitted Construction / Details:
Replacement of the existing tank exactly as design in the CBO Inc design dated February 20, 2020, stamped, signed,
and dated February 26, 2020 by Romeo A Baylosis, PE. The replacement tank is sized for the primary treatment of
sewage from a three bedroom residence, which will then gravity flow to the existing seepage pit, original permit
IS-39. The design report notes the seepage pit to be dry, in working condition, and outside of the 100 foot well
setback.
The tank specified is a 1,000 gallon two-compartment Valley Precast septic tank, however if site conditions are not
favorable for delivery of a concrete tank, the engineer's consultant has approved substitution for a 1,000 Infiltrator
poly septic tank. Be sure to install an effluent filter on the outlet tee and bring access to grade. The existing tank is
to be abandoned in place in accordance with ECPHA OWTS Regulation 43.9.C.
The design engineer is responsible for conducting all inspections necessary to certify the installation and assure
functionality of the system. System certification, along with photos and a record drawing is required to be
submitted to, and approved by, Eagle County Environmental Health prior to the use of the system.

Be aware that changes in the use of your property or alterations of your building may require
commensurate changes to, or relocation of, your septic system. Landscape features, trees with tap
roots, irrigation systems and parking areas above the soil treatment area can cause premature
system failure. It is equally important that you notice and immediately repair dripping faucets and
hissing toilets as this will certainly cause the system to fail.

Onsite Wastewater Treatment System Design (Septic Tank Replacement)
3-Bedroom Residence

CBO Inc. has completed an onsite wastewater treatment system (OWTS) design for the subject
residence. The 1.21-acre property is located outside of Basalt, in an area where OWTSs and wells are
necessary. The legal description of the property is Lot 11, Seven Castles Estates Subdivision. Parcel ID:
2467-013-01-002
SITE CONDITIONS A 3-bedroom single-family residence is currently developed on the property. The residence is served by
an existing OWTS. The permit and record drawing were provided by Eagle County Environmental Health
Department (Parcel ID # 2467-013-01-002). The subject OWTS consists of one 1250-gallon, three-
compartment concrete ‘Jet’ Aeration septic tank. Effluent gravity flows to a drywell, or seepage pit.
Eagle County Department of Environmental Health Permit No. 39 documents this system. The system
was sized to accommodate 3 bedrooms. The permit was issued on August 11, 1975. It does not
appear the permit received final approval.
An inspection was conducted by CBO Inc. on November 21, 2019. The septic tank was found to be
empty at the time of the inspection and with no reports of recent pumping, we determined the septic tank
was leaking. Recommendations resulting from the inspection included the following:
• Explore cast iron sewer line from house to septic tank.
• Locate drywell/seepage pit to determine location and condition.
• Replace septic tank.
All recommendations have been completed and are addressed in this design.
The residence is served by a well, located south of the residence and looped driveway. This well is
located greater than 50-feet from the proposed septic tank.
Table 1 describes the minimum required setback of OWTS components to physical features on the
property compared to approximate, proposed setback distances.

DESIGN SPECIFICATIONS
The existing septic tank will be abandoned in place. The septic tank must be collapsed and remaining
void filled with compacted on-site soils.
The existing sewer line from the cleanout in the lower level of the residence (pictured below) is cast iron.
We brought the camera in through this access point. There is a slight dip in the line at approximately 25’
from the entry point (holds water) and approximately 31’ 4” from our entry point there is an additional
cleanout (does not appear to be accessible from grade) and the line turns to PVC. We located the
camera at the point the cast iron transitions to PVC and found it to be approximately 4 to 4.5-feet below
grade. Working with existing conditions, our septic tank may be slightly deeper than 4-feet. The new
septic tank will be set closer to the residence than the existing septic tank, which is currently located in a
berm with landscaping and trees. The existing septic tank has 5-feet or more of risers because of its
location in the berm. By moving the septic tank closer to the house and outside of the berm, we are able
to minimize the height of the risers required to bring access to grade.
Starting point for camera work / located in lower level of house
It should be noted that cast iron is prone to deterioration and clogging. While the sewer line appeared to
be clear at the time we did our camera work, deterioration and clogging will worsen over time.
Consideration should be made to address the cast iron pipe. Replacement may not be feasible due to its
location under the slab and decking. Cast in-place pipe lining (CIPP) may be considered.
For the purposes of this OWTS design, Benchmark Elevation has been established as 100’ as the
existing sewer line, which was located off the south corner of the stairs to the deck approximately 4 to
4.5-feet below grade, as indicated on W1.0 Site Plan. CBO Inc. should be notified of any discrepancies
or problems with grade elevations of proposed components during installation of the OWTS.

A new, double-sweep cleanout must be installed before the new septic tank. The system installation will
include a 1000-gallon, two-compartment concrete septic tank1. Risers must be installed to bring the
manhole lids accessible from grade. An effluent filter must be installed on the outlet tee of the septic
tank. A handle extension must also be added to the effluent filter. There is an existing effluent filter in
the existing septic tank. This filter, housing, and handle extension may be re-used if full size and found to
be in good condition.
A new, 4-inch diameter SDR 35 sewer line must connect to the existing sewer line that leads to the
seepage pit. We ran a camera through this section of sewer line and found it to be in good condition.
We were also able to partially view the seepage pit, which appeared to be dry and made of perforated
concrete rings. The location of the camera as it entered the septic tank was approximately 21-feet from
the existing septic tank outlet and approximately 6-feet below grade at the inlet of the seepage pit.
We strongly recommend gaining access to the seepage pit and brining access to grade for future
inspection and monitoring. It should be noted that access to the seepage pit with equipment may not be
feasible from the subject property. The neighboring property to the south has a driveway that appears to
offer a more feasible access. Permission from the neighboring property owner should be obtained for
access. Without knowing how the seepage pit is constructed, we are unable to provide component
specifications to bring access to grade.

CBO Inc. must approve alternative components prior to installation of the OWTS. Requests must
be submitted, in writing, to our office for approval prior to installation. Component technical data
sheets are available upon request.

Alternatives may be considered or recommended by contacting our office. Construction must be
according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided
by Eagle County Environmental Health Department, and this design.
INSTALLATION CONTRACTOR
CBO Inc. expects that the installer be experienced and qualified to perform the scope of work outlined in this
design. The installer must review this design thoroughly and coordinate with our office in advance of
installation. Any additional conditions in this design or county permit must be completed and documented
prior to final approval of the OWTS installation. Communication between the installer and this office is
expected throughout the installation.
INSTALLATION OBSERVATIONS CBO Inc. must view the OWTS during construction. The OWTS observation should be performed before
backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing
siphons, and other plumbing, as applicable, must also be observed. CBO Inc. should be notified 48 hours
in advance to observe the installation.
In an effort to improve the accuracy of the record drawing, we request that the installer provide a
sketch of the installation, including path of the sewer lines, water line installation (if applicable),
septic tank location, STA location, and measurements from building corners or another fixed
objects on the property. This sketch is most easily provided on Sheet W2.0 of the OWTS Design
Packet. Photographs of the installation and final cover are also requested to supplement our installation
documentation.
REVEGETATION REQUIREMENTS
An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire
disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing
characteristics (but without taproots), provides a maximum transpiration rate, and competes well with
successional species. No trees or shrubs, or any vegetation requiring regular irrigation shall be placed over
the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented
and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation
cover.
OPERATION INFORMATION AND MAINTENANCE
The property owner shall be responsible for the operation and maintenance of each OWTS servicing the
property. The property owner is responsible for maintaining service contracts for manufactured units,
alternating STAs, and any other components needing maintenance.
Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials
should be placed on the backfilled STA. Machines with tracks (not wheels) should be used during
construction of the STA for better weight distribution. Livestock should not graze on the STA. Plumbing
fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a
running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA.
If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned
annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be
flushed annually, or as needed.

The homeowner should pump the septic tank every two years, or as needed gauged by measurement of
solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not
be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener
should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS.
Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste
only.
ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of
freezing. The pump shall have an audible and visual alarm notification in the event of excessively high
water conditions and shall be connected to a control breaker separate from the high-water alarm breaker
and from any other control system circuits. The pump system shall have a switch so the pump can be
manually operated.
Extensions should be placed on all septic tank components to allow access to them from existing grade.
Backfill over the STA must be uniform and granular with no material greater than minus 3-inch.
LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions
described in report, CBO Inc. should be notified. All OWTS construction must be according to the county
regulations. Requirements not specified in this report must follow applicable county regulations. The
contractor should have documented and demonstrated knowledge of the requirements and regulations of
the county in which they are working. Licensing of Systems Contractors may be required by county
regulation.

Onsite Wastewater Treatment System (OWTS) Installation Observations

CBO Inc. observed the installation of the onsite wastewater treatment system (OWTS), septic tank
replacement, on March 24, 2020 for the subject property. Hagist Excavation installed the system.
The original OWTS was designed to accommodate a 3-bedroom residence.
It should be noted that the existing sewer line from the cleanout in the lower level of the residence
(pictured below) is cast iron. We brought the camera in through this access point. There is a slight dip in
the line at approximately 25’ from the entry point (holds water) and approximately 31’ 4” from our entry
point there is an additional cleanout. This is the point where the new septic tank ties into the existing
sewer line. Cast iron is prone to deterioration and clogging. While the sewer line appeared to be clear
at the time we did our camera work, deterioration and clogging will worsen over time. Consideration
should be made to address the cast iron pipe. Replacement may not be feasible due to its location under
the slab and decking. Cast in-place pipe lining (CIPP) may be considered.

The existing septic tank was abandoned in place. The septic tank was pumped and collapsed, and the
remaining void filled with compacted on-site soils.
A new, double-sweep cleanout was installed before the new septic tank, just past the existing deck stairs.
The system installation included a 1500-gallon, two-compartment poly Infiltrator® septic tank
(specifications enclosed). Approximately 4.5-feet of risers were installed to bring the manhole lids
accessible from grade. An effluent filter was installed on the outlet tee of the septic tank. This filter
must be cleaned annually, or as needed.
Access to the seepage pit was gained and risers installed so it is accessible for future inspection and
monitoring. The seepage pit was dry at the time of the septic tank installation, with the depth extending
approximately 6.5-feet from the inlet pipe to the bottom of the pit.
Water was run from the house into the new septic tank. Photos from the inspection are provided below.
Additional photos will be available from the contractor and provided upon request.
The OWTS was generally installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. CBO Inc. should be notified if changes are made to the OWTS
in the future. Any additional OWTS construction must be according to the county regulations.
LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must
have documented and demonstrated knowledge of the requirements and regulations of the county in
which they are working. The quality of the installation is dependent of the expertise of the installer, soil
type, and weather conditions.

Permitted Construction / Details:
Replacement of the existing tank exactly as design in the CBO Inc design dated February 20, 2020, stamped, signed,
and dated February 26, 2020 by Romeo A Baylosis, PE. The replacement tank is sized for the primary treatment of
sewage from a three bedroom residence, which will then gravity flow to the existing seepage pit, original permit
IS-39. The design report notes the seepage pit to be dry, in working condition, and outside of the 100 foot well
setback.
The tank specified is a 1,000 gallon two-compartment Valley Precast septic tank, however if site conditions are not
favorable for delivery of a concrete tank, the engineer's consultant has approved substitution for a 1,000 Infiltrator
poly septic tank. Be sure to install an effluent filter on the outlet tee and bring access to grade. The existing tank is
to be abandoned in place in accordance with ECPHA OWTS Regulation 43.9.C.
The design engineer is responsible for conducting all inspections necessary to certify the installation and assure
functionality of the system. System certification, along with photos and a record drawing is required to be
submitted to, and approved by, Eagle County Environmental Health prior to the use of the system.

Onsite Wastewater Treatment System (OWTS) Inspection

As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) inspection at 163
Castle Lane, Basalt, Colorado on November 21, 2019. The legal description of the 1.21-acre property is
Lot 11, Seven Castles Estates Subdivision.
The permit and record drawing were provided by Eagle County Environmental Health Department (Parcel
ID # 2467-013-01-002). The subject OWTS consists of one 1250-gallon, three-compartment concrete
‘Jet’ Aeration septic tank. Effluent gravity flows to a drywell. Eagle County Department of Environmental
Health Permit No. 39 documents this system. The system was sized to accommodate 3 bedrooms.
The permit was issued on August 11, 1975. It does not appear the permit received final approval.
An inspection of the system was conducted by D&D Septic Services (now Altitude Septic) on July 1,
2015. The inspection report is enclosed. Additionally, work was done to the system in 2016 including
riser installation to bring manhole lids to grade for access, installation of an inlet tee, installation of an
effluent filter, and replacement of the ‘Jet’ Aeration component. An email dated July 20, 2016 documents
some of this work.
We looked in the lower level of the residence and new plumbing ties into an existing cast iron sewer line.
Cast iron is prone to clogging and deterioration. We recommend this sewer line be explored to verify the
condition of the pipe.
The septic tank is located to the west of the residence. All three lids were accessible from grade. We
arrived with Altitude Septic with the intent to pump and inspect the septic tank; however, the tank was
empty with the exception of some sludge on the bottom of the septic tank. We ran water from the kitchen
sink, and it flowed normally into the septic tank. The sludge on the outlet side of the tank appeared to be
very dry (see photos below). With no reports of recent pumping, we believe the septic tank is leaking.
The septic tank must be replaced.
According to a sketch provided with the Eagle County documents, the drywell is located approximately
20-feet from the septic tank on the hillside farther to the west. There appears to be inconsistencies
between the sketch with OWTS component locations and the survey and county GIS map. We
recommend running a camera through the outlet sewer line to determine the location of the drywell. It is
possible that the drywell encroaches on the neighboring property; however, this can only be determined
with camera locates and survey stakes locating the property line.
We observed the area west of the septic tank in the approximate location of the drywell, which is a
relatively steep hillside, and found no evidence of surface saturation or failure at the time of our
inspection. There was no access to the drywell, so this component could not be inspected. This
evaluation is not a guarantee of future system performance. This inspection is good for one year.
Recommendations:
• Explore cast iron sewer line from house to septic tank.
• Locate drywell to determine location and condition.
• Replace septic tank.
Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

Hi Claire,
Thanks for taking my call earlier. I spoke with Tim Hagist and the current status of the road is VERY slushy and muddy. So much so that the truck they used to
deliver concrete tanks may not be practical this time of year. The owner is wanting to do the work asap, so we may be looking at a poly tank rather than the
concrete tank. I would specify an infiltrator tank. They are state approved and most of my installers prefer them. They are easy to install and work well with the
full size effluent filter.
Attached are some photos of the soils nearby, for your information and Tim's. This would be good backfill for a poly tank. Of course it may vary site to site, but I
think it should be consistent.

From the report and design, this needs more than the replacement of the septic tank. With repairs of systems that include
seepage pits, the seepage pit is only approved to remain in place if a traditional OWTS soil treatment area cannot be
accommodated due to space, which must be demonstrated. Further, if the seepage pit must remain in place because of
size restrictions, the Public Health Agency must determine if there is a risk to public health or water quality. I would
determine that based on review of information provided about setbacks, both vertical and horizontal to all features,
especially wells, ground water, water features, and bedrock. That information has not been provided. If the risk is not
determined to be low, then the pretreatment in the tank must provide for higher level treatment, and long term operation
and maintenance permitting. The information I am providing is form 43.10.1.1,2, & 6, table 7-2 footnote 2.
The design must be complete as I cannot permit these items piecemeal. It seems as if there is a STA replacement or an
O&M solution the permit fee may be an additional $400 fee as well.

I would agree that if the seepage pit were new or being repaired, or if the use were being expanded (addition of
bedrooms), that the section in the regulations regarding to seepage pits would apply. The only component we are
addressing here is the septic tank. The system was previously permitted by Eagle County and nothing aside from the
septic tank is in disrepair, which is why I don't think that the section under 43.10.I applies.
If this is Eagle County's interpretation, would that mean that with all septic tank replacements, the STAs would need to
meet current code requirements? I'm just trying to put this into perspective, as sizing and designs over the years vary
with whatever then -current regulatory requirements applied... Let me know your thoughts as I'd like to discuss this
further. I left you a phone message, as well.

Hi Carla,
With any repair we request a statement of functionality, because we cannot repair half a functioning system, whether it is
replacing a tank or the field we want to know that it is supportive or public safety and water quality on the other end, and
frequently with progressive failure of age the case is that with one failing the other part does too, or it's not far off. With a
seepage pit, what is a functioning seepage pit, since it is essentially a hole where partially treated effluent is dumped? Out
of sight out of mind? The only way we can presume that it is functioning, not going to affect the safety of the well or
groundwater through contamination, is that it meets the horizontal and vertical setbacks for safety, so that is why we need
that information, to make that determination.

In this case, we were successful in identifying the location AND condition of the seepage pit. That's often not possible,
so I was pleased when we were successful in obtaining that information to provide with the design letter. Currently, the
seepage pit is dry. My letter states "We were also able to partially view the seepage pit, which appeared to be dry
and made of perforated concrete rings. The location of the camera as it entered the septic tank was
approximately 21-feet from the existing septic tank outlet and approximately 6-feet below grade at the inlet of the
seepage pit. "
Measuring from my scaled drawing, the existing seepage pit is 133.5' from the well on the property. Both the 50-foot and
100-foot setbacks were provided in my drawings.
The property sits substantially higher than the river. If I had to venture a guess, it is at least 30-feet+ higher elevation
than the river. I did soil evaluations on a nearby property to the east recently and soils were very good (Sandy Loam)
with no groundwater.
