1. All .installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or

The Environmental Health Division would like to notify you to
make a formal request to extend your Individual Sewage Disposal
System(ISDS) Permit #1343-94 into the 1995 construction year.
The Environmental Health Division discontinued percolation tests
on November 15, 1994 and final inspections on December 2, 1994
due to climatic conditions.
ISDS permits are active for 120 days after the date of issue if
no Building Permit has been issued for the same property. If a
Building Permit has been issued for the same property the ISDS
will expire at the same time as the building permit.
If you still plan to apply for a Building Permit this year or in
the early months of 1995 you will need to have a percolation test
conducted before your Building Permit will be released. You will
have to contact a Registered Professional Engineering(RPE) firm
to conduct your percolation test.
If you have had your permit issued and have not had your final
inspection completed, but plan on constructing the system in the
next few weeks, please give our office a call and we will
evaluate your permit on a case by case situation.

INTRODUCTION
The Creamery Gulch Ranch Subdivision is located east of Lake Creek Road and south
of the Homestead Subdivision, near Edwards, Eagle County, Colorado.
A drainage channel which is normally dry drains in an east to west direction, on the
south edge of the lot. The drainage channel has the potential to carry a significant amount of
runoff during major snowmelt or rainfall events.
PROPOSED USE
A two (2) bedroom caretaker unit is proposed to be constructed on the site.
QUANTITY OF SEWAGE

PERCOLATION TESTS, SOIL PROFILE HOLE
Percolation tests and the soil profile were performed by H-P Geotech, per attached test
results. The average percolation rate was (20+ 15+45)/3 = 27 min/in. It is proposed to use 33
min/in for the percolation rate. Soil profile holes were completed by H.P. Geotech; the report
is attached.

HORIZONTAL DISTANCES
The subdivision is served by a public water system, so there is no well. The volume of
use per day is under 1000 gpd, so that standard setbacks to dry gulches, steams, etc are required.
ALTERNATE ABSORPTION TRENCH LOCATION
If a sewage pump is located downstream of the septic tank, many options are available to
locate an absorption trench within Tract D.

Subject: Subsoil Study for Foundation Design, Proposed Caretaker Residence,
Creamery Gulch, Eagle County, Colorado.
Dear Mr. Treat:
As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study for
foundation design and conducted percolation testing for leach field design at the subject
site. The study was conducted in accordance with our agreement for geotechnical
engineering services to you dated March 14, 1994. The data obtained and our
recommendations based on the proposed construction and subsurface conditions
encountered are presented in this report.
Proposed Construction: The proposed residence will be single story above crawl
space and slab -on -grade in the garage. The building will probably be partly cut into the
natural slope. Cut depths are expected to range between about 3 to 8 feet. Foundation
loadings for this type of construction are assumed to be relatively light.
If building conditions or foundation loadings are significantly different from those
described above, we should be notified to reevaluate the recommendations presented in
this report.
Site Conditions The building site is located just inside the entrance gate to Creamery
Gulch between the main access road and an ephemeral stream on the south. The
building area has been disturbed by past grading for filling and flattening of the area
and adjoins natural hilly terrain to the east. The stream is several feet lower than the
graded area and was dry at the time of our field work. The graded area is generally
non -vegetated and was muddy from recent snow melt. The hillsides are sagebrush
covered and the stream area has cottonwood trees.
Subsurface Conditions: The subsurface conditions were observed in one exploratory
pit excavated in the proposed building site and in a profile pit excavated in the proposed
Teach field area. The logs of the pits are presented on Figs.1 and 2. The subsoils
observed, below about 1 to 3 1/2 feet of man -placed fill, consist of relatively dense
sandy gravel with cobbles and boulders in the building site and stiff clay underlain by
the gravels at about 6 feet in the profile pit. The fill consisted of a mixture of sandy
clay and gravel and was generally organic and poor quality for building support.
Results of a gradation analysis performed on a sample of the underlying gravel (minus
5-inch fraction) obtained from the site are presented on Fig. 3. No free water was
observed in the pits at the time of excavation and the soils were slightly moist to moist.

Foundation Recommendations: Considering the subsoil conditions encountered in the
exploratory pits and the nature of the proposed construction, we recommend spread
footings placed on the undisturbed natural gravel designed for an allowable soil bearing
pressure of 2,500 psf for support of the proposed caretaker building. Footings should
be a minimum width of 16 inches for continuous walls and 2 feet for columns. Existing
fill, clay soils and loose disturbed soils encountered at the foundation bearing level
within the excavation should be removed and the footing bearing level extended down
to the undisturbed natural gravels. Exterior footings should be provided with adequate
cover above their bearing elevations for frost protection. Placement of footings at least
42 inches below the exterior grade is typically used in this area. Continuous foundation
walls should be reinforced top and bottom to span local anomalies such as by assuming
an unsupported length of at least 10 feet. Foundation walls acting as retaining
structures should be designed to resist a lateral earth pressure based on an equivalent
fluid unit weight of at least 50 pcf for the on -site soil as backfill. The completed
building excavation should be observed by us to evaluate suitability of the bearing soils.
Floor. Slabs: The natural on -site soils, exclusive of topsoil and existing fill, are suitable
to support lightly loaded slab -on -grade construction. To reduce the effects of some
differential movement, floor slabs should be separated from all bearing walls and
columns with expansion joints which allow unrestrained vertical movement. Floor slab
control joints should be used to reduce damage due to shrinkage cracking. The
requirements for joint spacing and slab reinforcement should be established by the
designer 'based on experience and the intended slab use. A minimum 4-inch layer of
free -draining gravel should be placed beneath below grade slabs to facilitate drainage.
This material should consist of minus 2-inch aggregate with less than 50 % passing the
No. 4 sieve and less than 2 % passing the No. 200 sieve.
All fill materials for support of floor slabs should be compacted to at least 95 % of
maximum standard Proctor density at a moisture content near optimum. The existing
fill and any topsoil should be removed. Required fill can consist of the on -site soils
devoid of vegetation, topsoil and oversized rock. The existing fill may be too wet and
organic for reuse as structural fill.
Underdrain System: Although free water was not encountered during our exploration,
it has been our experience in mountainous areas that local perched groundwater may
develop during times of heavy precipitation or seasonal runoff. Frozen ground during
spring runoff can create a perched condition. We recommend below grade

construction, such as the uphill retaining side of the building and crawl space areas, be
protected from wetting and hydrostatic pressure buildup by an underdrain system.
The drains should consist of drainpipe placed in the bottom of the wall backfill
surrounded above the invert level with free -draining granular material. The drain
should be placed at each level of excavation and at least 1 foot below lowest adjacent
finish grade and sloped at a minimum 1 % to a suitable gravity outlet. Free -draining
granular material used in the underdrain system should contain less than 2 % passing the
No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of
2 inches. The drain gravel backfill should be at least 1 1/2 feet deep.
Surface Drainage: The following drainage precautions should be observed during
construction and maintained at all times after the building has been completed:
1) Inundation of the foundation excavations and underslab areas should be avoided
during construction.
2) Exterior backfdl should be adjusted to near optimum moisture and compacted to
at least 95 % of the maximum standard Proctor density in pavement and slab
areas and to at least 90 % of the maximum standard Proctor density in landscape
areas. Free -draining wall backf*11 should be capped with at least 2 feet of the
on -site, finer graded soils to reduce surface water infiltration.
3) The ground surface surrounding the exterior, of the building should be sloped to
drain away from the foundation in all directions. We recommend.a minimum
slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of
3 inches in the first 10 feet in pavement and walkway areas. A swale will be
needed uphill to direct surface runoff around the building.
4) Roof downspouts and drains should discharge well beyond the limits of all
backfill.
Percolation Tests: A profile pit and three percolation tests were made to evaluate the
suitability of an infiltration septic disposal system at the site. The exploratory pit logs
are presented on Figs. 1 and 2 and the percolation test results are presented in Table L
The information shows that an infiltration septic system should be feasible at the tested
location.

Limitations: This report has been prepared in accordance with generally accepted
geotechnical engineering principles and practices in this area at this time. We make no
other warranty either expressed or implied. The conclusions and recommendations
submitted in this report are based upon the data obtained from the exploratory pits
excavated at the locations indicated on Figs. 1 and 2, the proposed type of construction
and our experience in the area. Our findings include interpolation and extrapolation of
the subsurface conditions identified at the exploratory pits and variations in the
subsurface conditions may not become evident until excavation is performed. If
conditions encountered during construction appear different from those described in this
report, we should be notified at once so re-evaluation of the recommendations may be
made.
This report has been prepared for the exclusive use by our client for design purposes.
We are not responsible for technical interpretations by others of our information. As
the project evolves, we should provide continued consultation and field services during
construction to review and monitor the implementation of our recommendations, and to
