Resolution 2022-064 Regarding the Extension of Temporary Regulations Modifying the Development Review Process for a Period Not to Exceed Five Months During Period of Transition in the Community Development Department Bill Gibson,Community Development Executive Summary: To discuss the matter requiring the Temporary Regulations and may extend the duration of the Temporary Regulations for a period not to exceed six months. Staff is requesting an extension of five months to allow sufficient time to hire new employees for vacant positions and to onboard and train new employees. Bill Gibson, Eagle County Community Development Director, explained that back in July of this year. the board discussed the specific timing deadlines for applications contained in the development code. Due to the current low staffing situation and the high volume of permit applications being received,he was requesting some flexibility with the time lines outlined in the code, essentially doubling the time lines except for the sufficiency process,which would be tripled. Colorado statute allows the commission to adopt regulations for up to 30 days; with public notice and a public hearing,they could extend the temporary regulations for up to six months. This request was for a five month extension. Since the last meeting,they hired a deputy director and had been advertising planning positions; several candidates recently applied. Commissioner Chandler-Henry asked if this covered building permits or applications for new building projects. Mr. Gibson stated that this would cover the land use regulations and would not apply specifically to building permits. Commissioner McQueeney supported taking a proactive approach was the responsible thing to do. Commissioner Chandler-Henry moved to authorize the Extension of Temporary Regulations Modifying the Development Review Process for a Period Not to Exceed Five Months During Period of Transition in the Community Development Department.
