HomeMy WebLinkAboutR94-029 Rural resort region policy on human needss Commissione In l h ,, , -, moved adoption of the followin esolution: COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 94- opq A JOINT RESOLUTION OF THE BOARDS OF COUNTY COMMISSIONERS OF PITKIN, EAGLE, GARFIELD, SUMMIT, AND LAKE COUNTIES RURAL RESORT REGION REGARDING A POLICY ON PROVISION OF HUMAN NEEDS WHEREAS, between 1980 and 1990, the population of the five - county region increased by 33%. WHEREAS, in 1992, of the 913 births in the Five County Region, 408 or 45 % were to low- income families. WHEREAS, the natural resource industry has been significantly reduced, resulting in the loss of many higher paying jobs that provided employee benefits and a decrease in assessed valuation and the region's historic agricultural base is in decline as well. WHEREAS, we have gone from a single season resort economy to nearly year -round resort economy. WHEREAS, the "ski bum" has been replaced with today's workers who are fathers and mothers working to support their families. WHEREAS, affordable child care is difficult to find sometimes and can be far away from work areas. WHEREAS, fifty -one percent of the total population in the Five County Region is employed in the service industry. WHEREAS, the cost of living is higher in resort areas. Service industry workers tend to have fewer benefits. These employees have greater difficulty obtaining fundamental necessities such as housing, food, clothing, insurance, and adequate medical care. WHEREAS,the average commute time to work is 30 minutes. The high cost of living in the three economic centers inhibits workers from living close to where they work. WHEREAS, traditional political boundaries and human service delivery systems may be barriers to adequately addressing the rapidly developing economic and social changes. WHEREAS, the Rural Resort Region economy has attracted a significant influx of multicultural workers creating new challenges in cultural diversity, public safety, education and public health. These challenges are complicated by the practice of some service industry businesses of hiring workers from foreign countries accompanied by family members who may be without legal immigration status. WHEREAS, there are insufficient and /or inequitably distributed resources to meet the growing human services needs in the Five County Region. These five counties are subsidizing the social costs of the resort industry. WHEREAS, all of these factors combine to create a significant strain on existing public systems for the provision of assistance through medical, educational, public safety and social services as a result of the growth in the working poor and under or uninsured. NOW, THEREFORE, BE IT RESOLVED, that the Boards of County Commissioners of Pitkin, Eagle, Garfield, Summit, and Lake Counties agree to the following policy statements: 1. Our five Counties are linked by the resort economy and rural nature. The Counties constitute a Rural Resort Region. 2. There is a basic level of service which should be provided to all members of the community regardless of where they live. 3. The regional health, human services and public safety issues related to providing a basic level of service are best analyzed on a regional basis. There are significant efficiencies that can be created by cooperation amongst the Counties. 4. Intergovernmental cooperation and public- private partnerships are needed to address the identified and common needs in the health and human services arena. NOW FURTHER BE IT RESOLVED, that the Boards shall create a public /private forum for discussions to identify issues, define the basic level of service and collectively address a course of action.
