HomeMy WebLinkAboutMinutes 07/19/2022 PUBLIC HEARING July 19, 2022 Present: Jeanne McQueeney Chairman Matt Scherr Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman McQueeney opened and closed constituent input, as there was none. Commissioner Updates Commissioner Scherr noted that Commissioner Chandler-Henry was absent because she was attending a River District Meeting where her representation was critical. He announced that the Eagle County Fair and Rodeo was beginning next week. Folks could purchase their tickets online. Chairman McQueeney noted that this was the last meeting for a number of weeks. The three commissioners would be attending the NACo conference(National Association of Counties)in Adams County. The next BoCC meeting would be held on August 16th. County Manager Updates Jeff Shroll stated that if there was any need from the public over the next few weeks they could contact the county manager's office. He also gave a shout out to the Eagle County Regional Airport for adding flights to and from Austin,Texas for the upcoming ski season. Resolution 2022-061 Approval for 77 Bellyache Ridge Minor Type A Subdivision SMA 9154-2021 Matt Peterson,Attorney's Office 7.Approval of the Minutes for the Board of County Commissioner Meetings for June 6, June 7,June 14, and June 21, 2022 Kathy Scriver, County Clerk's Office Commissioner Scherr moved to approve the Consent Agenda for July 19,2022 as presented. Chairman McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item(s) 1 CDOT Discretionary Aviation Grant Resolution David Reid,Airport Executive Summary: In conjunction with the Federal Aviation Administration's Airport Improvement Program (AIP),which covers up to 90%of eligible airport projects,the State of Colorado contributes up to 5%. Approval of this resolution with the State will allow Eagle County/EGE to request the 5% share for the already FAA-approved Master Plan Update, and Taxiway B Phase 1 Earthwork. The total State share from this resolution is $107,500(5%),with EGE covering $107,500 (5%), and the FAA covering$1,935,000(90%). Koltin Howard-Talbott,Airport Operations Manager, explained that approval of the resolution would allow CDOT to match the 5%. Commissioner Scherr moved to approve the CDOT Discretionary Aviation Grant Resolution Chairman McQueeney seconded the motion. Of the two voting commissioners,the vote was unanimous. 2. Resolution 2022-060 Proposed Temporary Regulations for Land Use File Processing Bill Gibson, Community Development Executive Summary: Due to short-staffing and the anticipated time necessary to onboard new employees, and the ongoing motivation to provide a more predictable and transparent process,the Director of Community Development is recommending approval of temporary regulations impacting file processing timelines as outlined 2 07/19/2022 in the Eagle County Land Use Regulations,which will allow existing staff to provide a thorough and professional development review services while allowing an appropriate onboarding process for new employees. Bill Gibson,Eagle County Director of Community Development, explained the county's regulations had specific timelines in the administrative processes. Due to staffing transitions,the timelines may not be feasible at this time. Approval of the resolution would allow some flexibility and provide adequate customer service. The resolution would remain in effect for 30 days,and at such time, they could re-evaluate it if an extension was needed. This was an effort to be transparent with customers about the current situation. Commissioner Scherr moved to approve the resolution approving a temporary regulation for land use file Chairman McQueeney seconded the motion. Of the two voting commissioners,the vote was unanimous. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Chairman McQueeney seconded the motion. Eagle County Housing and Development Authority 1.Agreement for Services between Riverview Apartments Preservation LP and Alpine Painting Custom Finishes, Inc. Daniel Murray,Housing Executive Summary: The Riverview Apartments were remodeled in 2010 with new stucco and wood paneling that was installed on the exterior. In 2015,the wood paneling was re-stained with the stucco being in very good shape at that time. Today,both the stucco and the wood panels need to be refinished and painted in order to preserve and extend their overall life. Due to the large scope of the project,ECHDA obtained three separate bids for the work. Alpine Painting Custom Finishes not only came in as the lowest bid,but they also have experience making past exterior repairs on the property. With these repairs the life of the exterior will be extended, and stand up to the elements of weather we have in the Eagle Valley. Mr. Murray stated that the contract was for$179,460.00,which was the lowest bid. Commissioner Scherr moved to approve the agreement for services between Riverview Apartments Preservation LP and Alpine Painting Custom Finishes Inc. Chairman McQueeney seconded the motion. Of the two voting commissioners,the vote was unanimous. 2.Agreement to Administer Eagle County Housing and Development Authority's Aid For ADUs Program with Impact Development Fund Kim Bell Williams &Meghan Scallen Executive Summary: The Eagle County Housing and Development Authority(ECDHA) is working with a longtime partner,Impact Development Fund, to administer the new program called Aid For ADUs. This program will provide Eagle County homeowners with a loan up to $100,000 for the addition of an Accessory Dwelling Unit. The ADU unit will then be rented by an Eligible Household at a rental rate of no more than 100%of area median income. The loan will be interest free for the first 36 months,then a low 2%thereafter. The loans will be repaid into the fund and available for future owners looking to add an ADU,and administered by IDF. 3 07/19/2022 Meghan Scallen,Broker Associate with Eagle County Housing and Development Authority, stated that this had been a successful partnership for many years, and she was pleased to work with a trusted group. There was a$5,000 fee for their services. Commissioner Scherr moved to approve the agreement to administer Eagle County Housing and Development Authority's Aid for ADUs Program with Impact Development Fund. Chairman McQueeney seconded the motion. Of the two voting commissioners,the vote was unanimous. Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of County Commissioners. Chairman McQueeney seconded the motion. Edwards Eagle County Building Kristin Degenhardt,Project Management Executive Summary: The team looks forward to discussing three possible schemes for a new Eagle County Building on the Edwards Freedom Park site with rough order of magnitude estimates. Presentation of the 2021 Eagle County Audit Jessica Clark,Finance Executive Summary: McMahan&Associates,L.L.C.,the county's independent auditor,will present the audited 2021 Eagle County Comprehensive Annual Financial Report to the BoCC.
