The Environmental Health Division would like to notify you to
make a formal request to extend your Individual Sewage Disposal
System(ISDS) Permit the 1996 construction year. The
Environmental Health Division discontinued percolation tests on
November 15, 1995 and final inspections on December 2, 1995 due
to climatic conditions.
ISDS permits are active for 120 days after the date of issue if
no Building Permit has been issued for the same property. If a
Building Permit has been issued for the same property the ISDS
will expire at the same time as the building permit.
If you still plan to apply for a Building Permit this year or in
the early months of 1996 you will need to have a percolation test
conducted before your Building Permit will be released. You will
have to contact a Registered Professional Engineering(RPE) firm
to conduct your percolation test.
If you have had your permit issued and have not had your final
inspection completed, but plan on constructing the system in the
next few weeks, please give our office a call and we will
evaluate your permit on a case by case situation.
Please give the Environmental Health office a call at 328-8755,
if you have any questions regarding your permit extension
process.

It has come to our attention, that your company has begun
installation of an Individual Sewage Disposal System (ISDS) on the
above referenced property. This particular ISDS has not yet been
permitted for alteration/construction.
4.03.29, Eagle County Land Use Regulations states: "Any person who
commits any of the following acts or violates any of the provisions
of this Article commits a Class I Petty Offense as defined in
Section 18-1-107, C.R.S. 1973 as amended:
1. Constructs, alters, installs, or permits the use of any
individual sewage disposal system without first having applied for
and received a permit as provided in these Regulations
2. Constructs, alters, or installs an individual sewage
disposal system in a manner which involves a knowing and material
variation from the terms or specifications contained in the
application or permit...."
Consider this your only warning. Any further violations will be
turned over to the attorney's office for civil and/or criminal

We strongly recommend that a representative of our office observe and test the
placement and compaction of structural fill. Fill placed below foundations or slab -on -
grade floors is considered structural. It has been our experience that without engineering
quality assurance, poor construction techniques and habits occur which result in poor
foundation and slab performance.
PERCOLATION TEST
The percolation soil profile pit was dug on May 23, 1995 with a backhoe at the
locations shown on Fig. 2, Locations of Exploratory Test Pits. A field engineer from our
office was on the site to supervise the digging of the percolation soil profile pit and
visually classify and document the subsurface soils and ground water conditions. The
subsurface conditions are shown in Fig. A-1, Log of Percolation Soil Profile.

The subsurface conditions encountered within the percolation soil profile pit
consisted of 2 feet of topsoil underlain by a moist to very moist, loose, tan, grey, clayey,
gravelly, sand and silt to a depth of 4 feet. Below 4 feet, to the maximum depth explored
of 6 feet, the subsurface conditions consisted of a moist, hard, tan, grey, weathered
sandstone.
Because bedrock was encountered at a depth of 4 feet below the ground surface,
alternatives to a standard leach field design needs to be considered.
The percolation tests were performed on May 26, 1995 by digging 3 shallow
percolation holes by hand. The location of these holes can be seen in Fig. 2, Locations of
Exploratory Test Pits. The holes were located approximately 30 feet from each other.
The tests were then performed by a representative from our office by filling each hole
with water and allowing the subsurface soils to become saturated. Once the soils were
saturated, the water levels were measured at constant time intervals and percolation rates
were calculated for each interval. The results are shown in Appendix A, Percolation Test
Results. The last column of the table provides the water percolation rate for each time
interval. The water percolation rate varied between 2 to 40 minutes per inch. We
recommend designing the leach field for at least 40 minutes per inch.
LIMITATIONS
Although the exploratory test pits and the percolation holes were located to obtain
a reasonably accurate determination of foundation and leach field conditions, variations
in the subsurface conditions are always possible. Any variations that exist beneath the
site generally become evident during excavation for the structure. A representative from
our office should observe the completed excavation to confirm that the soils are as
indicated by the exploratory test pits and percolation soil profile pit and to verify our
foundation and floor slab recommendations. The placement and compaction of fill, as
well as installation of foundations, should also be observed and tested. The design
criteria and subsurface data presented in this report are valid for 3 years from the date of
this report.
