WHEREAS, on or about -June 1. 1997 , the County of Eagle, State of Colorado, accepted for
filing an application submitted by Webb Crane Inc
(hereinafter "Applicant ") for approval of the
PUD Combined Sketch and Preliminary Plan of the Webb Crane Planned Unit Development, File
Numbers 2DSP -00003 & -0000 , and,
WHEREAS, approval of the Application would allow for the development o F-

WHEREAS, pursuant to Section 2.06.13(9) (Minor Planned Unit Development) of the Eagle
County Land Use Regulations, Sketch Plan and Preliminary Plan may be combined.

WHEREAS, at its public hearing held July 16. 1997 , the Planning Commission, based on its
findings, recommended approval of the proposed Combined Sketch and Preliminary Plan of the Webb
Minor Planned Unit Development, with certain conditions, and,
WHEREAS, a public hearing was held by the Board of County Commissioners of the County
of Eagle, State of Colorado, on July 28. 1997, and,
WHEREAS, based on the evidence, testimony, exhibits, study of the Master Plan for the
unincorporated areas of Eagle County, comments of the Eagle County Department of Community
Development, comments of public officials and agencies, the recommendation of the Planning
Commission, and comments from all interested parties, the Board of County Commissioners of the
County of Eagle, State of Colorado, finds as follows:
1. That proper publication and public notice was provided as required by law for the
hearing before the Planning Commission and the Board of County Commissioners.
2. That all criteria of Section 2.06.13(4) (PUD Sketch Plan Application) and Section
2.06.13(5) (PUD Sketch Plan Review) of the Eagle County Land Use Regulations have
been considered.
3. That there is conceptual evidence that the land has access and can be serviced with water
and sewage disposal systems appropriate with the zone district being sought.
4. That the land included in the proposed Sketch Plan is suitable for subdivision.
5. That comments and recommendations from the agencies listed in Eagle County Land
Use Regulations, Section 2.17.02(1), have been considered.
6. That the evidence shows that access which is capable of servicing the development from
the state highway system to the parcel of land proposed for subdivision can be built by
the Applicant.
7. That an environmental impact statement is not required.
8. That the proposed PUD control document is satisfactory (see Exhibit A attached).
That an appropriate zone change application has been received.
10. That the proposed Sketch and Preliminary Plan is in conformance with the Master Plan,
policies, guidelines, zoning and other applicable regulations.
11. That the area in question possesses the geological, physical and other environmental
conditions compatible with the characteristics of the use requested.

12. That the advantages of the use requested outweigh the disadvantages.
13a. That the area for which the rezoning is requested has changed or is changing to such a
degree that it is in the public interest to encourage a new use of density in the area;
or
13b. That the proposed rezoning is necessary in order to provide land for a demonstrated
community need.
14. That for the above stated reasons, the proposed rezoning is in the best interest of the
health, safety, convenience, order, prosperity, and welfare of the citizens of Eagle
County, Colorado.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the
County of Eagle, State of Colorado:
THAT, subject to the conditions set forth below, the application submitted by Webb Crane
Inc. for approval of a Zone District Amendment and of the combined Sketch and Preliminary Plan for
the Web Crane Planned Unit Development be and is hereby approved for the following described
parcel of land:
A parcel of land situated in Tract 60, in Section 9 & 10, Township 5 South, range 85 West of
the Sixth Principal Meridian, County of Eagle, State of Colorado; being more particularly
described as follows:
Commencing at angle point No. 6 of said tract 60, a USGLO brass cap found in place thence S
89 °49'10" E along the southerly line of Carlin Minor Subdivision 818.16 feet to a rebar and cap
L.S. 19598 in place, the true point of beginning; Thence continuing along said southerly line S
89049'10" E 507.26 feet to a rebar and cap L.S. 5933 also being a point on the westerly right -of-
way of Spring Creek Road; Thence S 00'13'09" W along said westerly right -of -way 429.40 feet
to a rebar and cap L.S. #19598 in place; Thence leaving said westerly right -of -way N 50 °50'44"
W 507..32 feet to a rebar and cap L.S. #19598 in place; thence N 00'13'36" E 429.63 feet to
true point of beginning. Said parcel containing 5.002 acres more or less.
THAT, the following conditions are hereby placed upon this approval:
A Storm Water Management Plan and fugitive dust controls shall be submitted
utilizing Best Management Practices.
2. All material representations made by the Applicant in the application and public
meetings shall be adhered to and considered conditions of approval, unless otherwise
amended by other conditions.

THAT, the Combined Sketch and Preliminary Plan submitted under this application and hereby
approved, does not constitute a "Site Specific Development Plan" as that phrase is defined and used in
C.R.S. 24 -68 -101, et seq.
THAT, the zoning for the parcel is changed to PUD as defined in the PUD Control document
attached hereto as Exhibit A.
THAT the Board of County Commissioners directs the Department of Community
Development to enter its amendment on the appropriate page(s) for the Official District Map and record
the change in the Office of the Eagle County Clerk and Recorder.
MOVED, READ, AND ADOPTED by the Board of Coun Commissioners of the County of

PLANNED UNIT DEVELOPMENT
GUIDE
Revised: July 10, 1997

Purpose:
The purpose of the Webb Planned Unit Development is to create a parcel of land with land use
controls designed to accommodate a business involved in large trucks, heavy equipment, storage
and or maintenance. The plan, through the use of building envelopes, landscape, yard and access
requirements allows this kind of higher impact use of the property to occur while maintaining a
presentable image along Spring Creek Road.
Permitted Uses: The following uses shall be permitted:
Heavy construction equipment leasing and sales
2. Heavy construction/automotive parts sales
Heavy construction equipment repair and maintenance
4. Trucking operations related to heavy construction
Interim storage of materials related to heavy construction
6. Construction related office space
Housing
8. Contractor's storage yard relating to heavy construction
Floor Area: A maximum of 52,000 square feet of floor area shall be permitted on the
property.
Setbacks: The location of the building will be controlled through the use of a
building envelope. The building envelope maintains a minimum setback
from the easterly lot line of 110 feet. (Spring Creek Road)
Lot Coverage: Maximum of 75 %for impervious surfaces.
Maximum of 20% for buildings
Building Height:
Maximum of 32 feet.
Building Envelopes: All principle buildings will be located within the building envelope
included in the Planned Unit Development Drawing.
Parking:
Parking will be provided in accordance with parking standards as required
by Eagle County Land Use Regulations.
Lighting:
Security lights are permitted on the building. Four security lights are
permitted in the yard /parking area. The maximum height of light poles is
20 feet. Lighting fixtures will provide shields to prevent glare and light
projecting to the residentially zoned property to the west. .411 lighting will
be downcast. -
Signage:
One monument sign is permitted along Spring Creek Road at the entrance
to the parking lot. The monument sign is permitted a maximum of 32
square feet. This sign will provide project identification: and include a list
of firms located within the building. A sign not to exceed 32 square feet is
permitted on the facade of the building fronting Spring Creek Road.
Signage not exceeding 24 square feet is permitted on the facade of the
building facing north. One of these wall signs will advertise the parts
supply store and the other will advertise Webb Crane. Directional signs
are allowed provided the sign area of each sign does not exceed 6 square
feet nor eight feet in height.
Building Facade
Materials:
Predominantly concrete /masonry. Architectural details in wood, glass, and
metal.
Fencing: Fencing is permitted. Fence height will either be low enough to allow
deer and elk to jump over them or high enough to prevent deer and elk
from jumping over them. Security fencing must be a minimum of 7 ft.
high and is not permitted to enclose the entire facility. Other fencing on
the property must be a maximum of 42 inches high with a 12 inch kick
space.
Landscaping/
Open Space: A minimum of 14,300 square feet of landscaped area will be required to
be provided along Spring Creek Road. In addition, a minimum of 4,150
square feet will be provided around the building and in the parking lot.
Total open space provided on site will be a minimum of 43,560 square
feet. Required open space / landscaping along the perimeter of this parcel
is shown on the Planned Unit Development Drawing. The remainder will
be located within the parking lot and in front of the building.
Landscape materials will be provided at the rate of 1 tree and 3 bushes for
each 375 square feet of landscaped area along Spring Creek Rd. except in
front of the display area. Tree size shall be 2" caliper or 6 feet for
evergreens. Bushes shall be 5 gallon size. Native grass seed mix will be
used. A drip or spitter irrigation system will be provided for the trees and
bushes. The remaining open space on the site will be reseeded with native
grasses.
Yard Area: The yard area is proposed to be surfaced primarily with road base gravel.
The areas in the vicinity of the building will be an asphalt surface. The
parking lot east and north of the Parts Store will be asphalt.
Access: Access will be limited to occur within the entrance zones shown on the
Planned Unit Development Drawing.
Affordable Housing: Three apartments each containing a maximum of 1,000 square feet are
permitted to be included in the building.
Wastewater Disposal: An Individual Sewer Disposal System will be required to be designed by a
licensed engineer to accommodate the wastewater from the project.
