1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or
both.

Enclosed is your ISDS Permit No. 1751-98. It is valid for 120 days. The enclosed copy of the
permit must be posted at the installation site. Any changes in plans or specifications invalidates
the permit unless otherwise approved.
Also enclosed is the ISDS Final Inspection Completeness Form. The items on this form need
to be completed before you call for your final inspection. Also, please note any special conditions
which may have been placed on the permit. If all items are not completed, a reinspection fee
of $42.50 must be paid before a reinspection is made.
Please call our office well in advance to allow for scheduling of final inspection. Your building
permit TCO will not be issued until final approval has been given for the ISDS Permit.
Permit specifications are minimum requirements only, and should be brought to the property
owner's attention.
This permit does not indicate conformance with other Eagle County requirements.

RE' Septic System Considerations for the Johnson Residence Addition located on Lot 5, Sever.
Castles Subdivision, Eagle County, Colorado,
Dear Doug,
As requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study and
percolation tests to evaluate the referenced site for an additional septic system for the proposed house
remodel and addition. We conducted this study in accordance with Section 4.05 of the Eagle County
Individual Sewa a Disposal System Regulation, We have based our recommendations on the
subsurface conditions encountered. Please furnish this letter to the Eagle County Environmental
Health Department at our earliest opportunity in order for you to obtain a permit to reconstruct this
individual sewage system.
Existing and Proposed Construction and Building Site:
The building tot is in the Seven Castles Subdivision, and is approximately 1.38 acres in size. As we
understand, the existing residence is a three bedroom and two bathroom house. An addition is
planned to expand the house to four bedrooms.. We believe that the original house was constructed
in the late 1970's.
The existing septic system, built at the time of the original construction, consisted of a 1250-gallon,
two -chamber concrete septic tank and a seepage bed, approximately 12 feet wide and 5 5 feet in length
(a total bed absorption area of 660 square feet). kn inspection of the sewage disposal system
indicated that the existing septic tank and seepage bed system was functionin roperly and remained___
serviceable. However, the existing concrete septic tank was located close' I a subsequent addition
foundation. This area appears to be a slab on grade construction and should not be impacted by the
existing septic tank location. Portions of the existing bed were carefully exposed and the gravel was
clean and drv.
The house site is located in a meadow with topography sloping at a 15% grade to the South toward
Frying Pan road and the Prying Pan Rivet'. Typical of developed lots in this area, the vegetation
pattern of grasses and weeds covered the property. There is an area of fill downhill of the residence
along the west property line.
Water to the residence is supplied from a shared well, located on the lot for the hous above his
property. This well is located a sufficient distance from obvious sources of contamination, suc as this
proposed septic system location.

Subsurface Conditions:
A soil profile was dug previously in conjunction with the initial house construction, This excavation
apparently revealed that there was no groundwater apparent or bedrock present within eight feet of
the surface of the ground.
The soils on the lot consisted of a surface layer of reddish brown fined loam aboui(Dtches thick.
Below that, the subsoil was a red fine sandy loam of unt orm consistency,
The subsurface soil conditions were evaluated with the standard percolation test procedures at the
approximate location shown on Figure 1, .After excavatin��1-1IM-Ugh the shallow frost line, the test
holes were excavated at the bottom of shallow, four-foot(�c - phand. Before the test, the
sidewalls were scraped and gravel was placed ir< the test holes to prevent scouring the soils off the
sidewalls of the percolation test holes when watet was added.
Percolation Testintz:
Percolation testing was performed in the proposed absorption area South of the existing seepage bed
and residence. This testing was performed in the three shallow holes excavated to a total depth of
between fifty four and sixty inches. An initial filling of the percolation test holes was done by adding
approximately 10 gallons of water to each hole the evening before the percolation test was actually
conducted, The percolation holes were then further pre-soaked by adding water to refill the test holes
to a depth of fourteen inches three times during a four hour period before beginning the percolation
test measurements.
The results of the percolation testing are presented in Table I. These results indicate the sandy loath
soil has an average percolation rate of 13 minutes per inch, a satisfactory percolation rate under Eagle
County criteria.
Minimum Ea le ,County Requirements,
The percolation rates in the sandy subsoils were measured at 13 minutes per inch at a depth of 4 112
feet.
It is our interpretation that the minimum Eagle County requirements for this installation will be based
on an average wastewater flow of 600 gallons per day, once the addition is finished. A peak flow of
900 gallons per day has been used for calculating absorption area requirements. This flow would

require a septic tank of 1250 gallons minimum volume, and a minimum of 1040 square feet of seepage
bed absorption area, as we anticipate will be specified in the individual sewage disposal system permit.
Recommended Can -site Wastewater Disposal Alternatives:
Under the regulations, the onsite sewage disposal system would need to be sized and built to treat an
average flow of domestic wastewater of 600 gallons per day. A septic tank with a minimum volume
of 1250 gallons is required and the existing tank, already in place meets this requirement. Possible
alternatives to address the sizing and configuration of the absorption area follow the Eagle County
Regulations, Therefore, the suggested layout incorporates suggestions for an additional seepage bed.
The original and existing absorption area was a seepage bed located as shown on the attached site
development plan. This seepage bed excavation is most likely constructed of standard gravels and
PVC distribution pipe, During this investigation, it was determined that the seepage bed was dry and
had no standing water ponded,
Using the percolation rate and soils information and applying the above criteria and the sizing formula
established in the regulations, it is our opinion that seepage bed construction can be used to provide
the supplemental minimum absorption area of 400 square feet. The additional absorption area to be
provided requires a bed excavated to a surface dimension of 10 feet wide and 40 feet long with six
inches of gravel placed below the inlet distribution pipes. Such an excavation provides an effective
sidewall and bottom absorption area to the minimum required under regulation. This excavation can
be located in an open area of the site below the existing seepage bed, and conform to all sizing criteria
and minimum setback requirements. The system would use gravity flow to the distribution line
networks. -->

distribution box is placed between the septic tank and the 6dsting and new seepage bed proposed.
The beds would be connected by three outlets, two to the existing bed and one connected to the new
bed. A piece of solid PVC pipe would deliver the sewage flow to each absorption area. This
arrangement will achieve a split of the effluent flow so that 2/3 of the wastewater is directed to the
existing bed and 1/3 flows to the newly constructed seepage bed below. In addition a serial
distribution drop box should be installed in the distribution network of the existing bed to connect and
divert any excess flow to the smaller new seepage bed.
Limitations- This report has been prepared according to generally accepted practices in this area for
use for sewage disposal design purposes. The conclusions and recommendations submitted in this
report are based upon data obtained from our site visits at the location indicated. There is some

possibility that the nature and extent of variations in the subsurface soils across the site may not have
been evident at the time of this investigation, and may treed additional evaluation, if further excavation
reveals conditions different from those described. This office should be advised of any unusual
situations as soon as possible so that we may reevaluate our recommendations.

I have research the existing individual sewage disposal system located at 318 Knight Road in the
Seven Castles Subdivision. I have enclosed a copy of the original permit and site plan issued to
Donald and Carol Veitch in 1978.
The file indicates that there is a 1250 gallon tank installed, this would be adequate for a four
bedroom residence provided that it is two compartments, water tight and in good working
condition. The permit also indicates that a 6' x 6' x 6' dry well for the laundry facilities and a 50'
x 12' absorption bed was installed. The current residence is three bedrooms which results in a
loading rate of 1.46 g/sf/day. If an additional bedroom is proposed the absorption area would
need to be increased. Additional soils investigation would be needed in order to determine the
exact amount of area needed.
