COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 97 -_
A RESOLUTION ENDORSING HOUSE BILL 1250
CONCERNING THE ESTABLISHMENT OF THE LOCAL GOVERNMENT
GROWTH ASSISTANCE PROGRAM TO PROVIDE FINANCIAL ASSISTANCE
TO GROWTH IMPACTED LOCAL GOVERNMENTAL ENTITIES
WHEREAS, House Bill 97 -1250, which has been introduced to the
General Assembly, concerns the establishment of local government
growth assistance programs to provide financial assistance to
growth- impacted local governmental entities; and
WHEREAS, Eagle County is a rapidly growing county, which
growth is having a profound impact on neighboring municipalities
and counties; and
WHEREAS, Eagle County is working as part of the Rural Resort
Region made up of Eagle, Garfield, Lake, Pitkin and Summit Counties
to collaboratively address those issues of growth which cause
impacts across traditional political boundaries;
WHEREAS, Summit, Pitkin and Eagle counties are the top three
per capita producers of sales tax revenues to the State of
Colorado; and
a a
WHEREAS, Lake and Garfield counties contribute works to those
counties generating high sales tax revenues to the state and also
bear a disproportionate share of the impacts of the growth in those
counties while not being able to benefit from higher revenues; and
WHEREAS, House Bill 97 -1250 provides the mechanism and funding
to help high growth counties and their neighbors address common
issues, therefore, the Eagle County Board of County Commissioners
supports the enactment of House Bill 97 -1250 for the following
reasons:
1. Local governments will be able to work together on a
regional basis to address the impacts of growth;
2. State revenues will be distributed in a more balanced
manner between jurisdictions;
3. The cooperating jurisidcitions will be able to dictate
how the revenues are used, which ensures that critical
needs in the region are being addressed.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUN'T'Y
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board hereby find that House Bill 97 -1250 is a
advantageous piece of legislation which will enable jurisdictions
to cooperatively address the consequences of growth.
THAT, the Board hereby endorses the enactment of House Bill
97 -125 and encourages its adoption by the General Assembly.
THAT, the Board hereby finds, determines and declares that
this Resolution is necessary for the public health, safety and
welfare of the residents of the County of Eagle, State of Colorado.

of the County of Eagle, S ate of Colorado, at its regular meeting
