To: Ray Merry, Environment@EagleCounty.US CC: Scott Davis Excavating; Ron Davis, Owner From: Glenn Palmer AEI, 970-926-3373ph. 970-926-3390(fax); Palmer@alpinecivil.com Date: October 28, 2013 Re: Lot 14 Creamery Ranch Septic System, To; Eagle County Health Dept. The purpose of this memo and septic system (minor repair) application is to replace an existing septic tank on the septic system Iocated at 350 OId Creamery Road, Edwards, Eagle County, History: The existing septic system was installed circa 1997.1 believe the original plans were prepared by J&K, but I do not a copy of the original permit. I have partial plan set showing the proposed installation. The existing 5 bedroom house gets domestic water from the ERWSD water distribution system (not a well). I understand that a recent leak in the irrigation system was discovered, which appears to have temporarily saturated the soils around the septic tank. The septic tank is fairly deep (8 to 9 feet to the top of tank, and up to 16 feet deep to the bottom of tank), where Crater pressures and buoyancy forces can become significant. During the irrigation leak, it was noticed that the septic tank was leaking water into it. There is concern that the temporary saturated conditions has compromised the integrity (water -tightness) of the septic tank. It is also possible that the pipe connections in and out of the tank could have settled or moved, so that the septic tank may no longer may be water -tight. Existing conditions: The sewer line exits from the residence's basement level, and drains to a ( deep) 1500 gallon septic tank, then to a lift station which pumps effluent up (higher) to shallow infiltrators which appear to have been installed with I to 3 feet of cover. An existing lined irrigation ditch drains along the south side of the property. I understand that during the original site -work, excavations near the irrigation ditch were reasonably dry, indicating that the liner appears to be preventing ditch leakage. Recommendations: 1. It is my understanding that the irrigation system has been repaired. 2. Provide a new 1500 gallon septic tank, adjacent to the existing lank. The existing tank could possibly be repaired, however it is located very near the driveway(and is very deep) , so that providing a new tank is axpected require less site disturbance, be faster, be less expensive, and allow for new materials, including new gasketed (watertight) pipe penetrations. 3. Provide a stronger, HS 20 traffic rated septic tank, with pre -installed gasketed (or "Calder" Style) pipe ports/portals at the inlet, outlet, and two( top) access ports. 4. The Septic tank supplier is to verify that the tank is structurally rated to support 10 feet of saturated soil above the tank, thus the HS-20 traffic loading (the tank is not subjected to traffic loads). October28, 2013 5. Alpine Engineering is to observe the excavation, to see if the cause of the leak can be determined and what other improvements to the new tank should be provided to address it. 6. All tank knockout areas are to be grouted (unless a Calder Type coupling is used, which has the benefit of remaining water -tight and flexible). 7. If it is found that the existing pipes are damaged near the entry or exit to the tank, provide soil - shear (and settlement) resistance pipes for 6 feet away from the tank (see detail). 8. After the new tank is installed, the existing tank should be pumped, and filled with sand or flow fill, and left in place. 9. Provide 4" SDR 35 PVC sewer pipe in and out of the tank, and 8" SDR 35 PVC for the Access ports to the tank. 10. Provide adequate on -site bedding material for the new sewer piping, or 3/V road base bedding if needed. 11. Replace existing cleanouts adjacent to the septic tank (within work area) with new material, to their approximate existing locations. This repair permit was approved for a 5 bedroom dwelling. Additional information about the maintenance your septic system needs as well as information about private wells can be accessed through web site links provided on the Environmental Health Department’s home page at http://www.eaglecounty.us/envHealth/ Be aware that changes in the use of your property or alterations of your building may require commensurate changes to, or relocation of, your septic system. Landscape features, trees with tap roots, irrigation systems and parking areas above the drain field can cause premature system failure. It is equally important that you notice and immediately repair dripping faucets and hissing toilets as this will certainly cause the system to fail. By following a few simple guidelines, like avoiding grease or other additives down the drain and making sure your septic tank is on a pumping schedule, your system has been designed to last for many years. If you have any questions regarding this information, please contact us at (970) 328-8755 and reference the OWTS septic permit number. He understands that with the residence empty, inspections were performed on the indoor fixtures to assure they were tight and not causing entry of water into the tank but when the tank was inspected, water from the saturated ground, presumable caused by leaking landscape irrigation pipes (which are connected to the public domestic drinking water system and resulted in huge water bills) continued to enter the tank, causing the pump in the dose chamber to kick on periodically, dosing water into the drainfield. Glenn will get back to us after consultation with the installer. Raymond P. Installed a new 2000 gallon H2O traffic rated septic tank. (Copeland Concrete) 2. 4 It diameter concrete mh risers were provided to within 8" of grade. 3. THe old septic tank was filled with flow fill. 4. Sched 40 pvc pipe was used, with an 8" pvc half -pipe installed above it (within 8 ft of the septic tank) to address possible backfill settlement (if the ground settles a bit next to the tank, it won't immediately load/stress the sewer pipe) Other: It appears that the existing septic tank had a side port that was not completely grouted, or had developed a crack. THe new tank was grouted at all side ports not used. THe sewer service pipe was televised, to look for leaks or pipe issues (none observed). THe sewer pipe was jetted, (cleaned). THe 4 ft manholes came with (standard) septic tank concrete lids. They are to be replaced with standard sewer manhole lids, so they can be found with a metal detector. Swing ties to the new septic tank lids, as well as the adjacent cleanouts is attached.
