Commissioner Updates Commissioner Chandler-Henry wished everyone a happy summer solstice. Commissioner Scherr stated that he had nothing to share. Chairman McQueeney reminded people to be on high alert for children out and about as we swung into summer. She also stated that there was no meeting next week for the BoCC because of the Primary Election. County Manager Updates Mike Nugent stated that he had no updates. Consent Agenda 1. Second Amendment to Tree Farm Phase 2 Subdivision and Off-Site Improvements Agreement(SIA)-Time extension and split of SIA Rickie Davies. Engineering 2. Approval of the Minutes for the Board of County Commissioner Meetings for May 17 and May 24,2022 Kathy Scriver, Clerk&Recorder's Office Commissioner Chandler-Henry moved to approve the Consent Agenda for June 21, 2022 as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2022-050 Adopting the Eagle County Equal Employment Opportunity related to Transportation Planning, Improvements, and Transportation Services Jared Barnes,ECO Transit Executive Summary: This Resolution adopts the Eagle County Equal Employment Opportunity(EEO)Program for Transportation Planning, Improvements and Transportation Services. The EEO Program is required by federal grant program compliance given the number of employees employed by ECO Transit. ECO Transit has prepared the attached Abbreviated EEO Program in compliance with the federal guidance and Eagle County Government policies and procedures. This program will be updated and amended as necessary to continue to comply with federal guidance and local policies. Jared Barnes, ECO Transit Planning Manager, stated that the plan was a federal requirement for ECO Transit to continue receiving federal grant funds. The plan included a policy statement and appointed a specific EEO officer, Greg Barrett,who was ECO Transit's Safety and Training Supervisor. They worked closely with the County Attorney's Office and HR Department to ensure they were in compliance with all the processes and procedures. Commissioner Scherr moved to approve the resolution adopting the Eagle County Equal Employment Opportunity program related to transportation planning, improvements, and transportation services. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. 2. Resolution 2022-051 Providing for the Submission to the Registered, Qualified Electors of Unincorporated Eagle County and the Town of Gypsum,Colorado,A Question Authorizing the Levy of a Lodging Tax of 2%on the Rental Fee, Price or Other Consideration Paid or Charged for the Leasing, Rental, Sale or Furnishing of a Room or Accommodation for a Short-Term Period in Order to Provide Additional Childcare and Affordable Housing for Local Workers, Said Question to Be Submitted at the Election to the Held November 8, 2022; Prescribing the Form of Ballot Question for Submission at Said Election and Providing For Certification of the Election Question to the County Clerk and Recorder. Executive Summary: This resolution, if approved,will certify to the Eagle County Clerk and Recorder the ballot language of authorizing a lodging tax of 2%in Un-Incorporated Eagle County and the Town of Gypsum on the November 8,2022 ballot. Brian Treu,Eagle County Attorney explained that counties had always had the ability to collect up to a 2%charge on lodging tax and room rentals. All the towns in Eagle County except the Town of Gypsum which 2 06/21/2022 does not have any hotels have passed their own lodging tax. This year the legislature passed a bill that broadened the uses of the revenue and it could now be used for housing and childcare for tourism related workforce and enhancing the visitor experiences. This would allow for a revenue source,paid for by visitors,to support the workforce that supported those visitors. The county's tax would not apply on top of the town's lodging taxes, it would only apply in the municipalities that don't have their own tax. This would be a countywide question,only voted on by unincorporated Eagle County voters and Town of Gypsum voters. Commissioner Chandler-Henry moved to approve a resolution providing for a lodging tax of 2% Commissioner Scherr seconded the motion. The vote was declared unanimous. 3. Resolution 2022-051 Approval of the 2nd Supplemental Budget 2022 Jill Klosterman, Finance Executive Summary: Public notice will be completed on June 16th, 2022 and the review and request for these additional appropriations will be made in the June 21st, 2022 public meeting. Ms. Klosterman stated that currently there was more money coming in than going out. She highlighted that sales taxes were coming in at significantly higher rates than what was budgeted last year. This revenue of $1,823,013 million dollars had been included in this supplemental. A couple of the expenditures she highlighted included a transformer at the fairgrounds and a detention center camera system upgrade. ECO Transit was able to purchase a townhome in Gypsum that would be used for staff housing. The airport had some projects and improvements planned for this year; those included an air traffic control tower, HVAC upgrades,ARFF bay heater replacement,Echo house roof replacement, garage door repairs, and an instrument approach procedure update. Josh Miller, Deputy Director of Aviation,provided additional information on the projects. Ms. Klosterman stated that the Public Health Fund was working on a new program called"Family Connects International"related to connecting folks to resources. This program was mostly grant funded. There were just over 560 FTE positions in the 2022 adopted budget,there were an additional 10 positions being requested in this supplemental. These were positions that the FTE committee had vetted. As of last week,there were 47 open positions. She reviewed some of the open positions. In summary, there was cash and strong reserves that complied with existing policy. The General Fund had$37 million dollars, and the board could rest assured that the county was in a good position. She expected to end the year with $277 million dollars of fund balance. Chairman McQueeney believed the supplement request was very clear and precise. Ms. Klosterman stated that if folks had any questions about the budget, they could reach out to her via email or phone. Commissioner Scherr moved to approve the resolution adopting the resolution approving the 2nd Supplemental Budget of 2022. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Housing and Development Authority 3 06/21/2022 1. Review and Approval of the ECHDA 2nd Supplemental Budget 2022 Jill Klosterman,Finance Executive Summary: The review and request for these additional appropriations to the ECHDA 2022 budget will be made in the June 21 st, 2022 public meeting. Ms. Klosterman stated that there were two housing properties that did not get consolidated into the Eagle County financials, those were Riverview Apartments and Seniors on Broadway. They were both low income housing tax credit projects. This supplemental would correct some staff funding that was miscalculated at the time of the adoption of the 2022 budget at both locations. In addition, it would cover the costs of some plumbing work and associated ADA retrofitting of the kitchen and bathrooms in four ground floor units at Riverview. Commissioner Scherr moved to approve the 2nd Supplemental ECHDA Budget 2022. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Air Terminal Authority. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Air Terminal Authority 1. Agreement for On-Call Services and Preventative Maintenance between SKYCON and ECAT Koltin Howard-Talbott Executive Summary: This on-call services and preventative maintenance agreement with SKYCON is for quarterly service on the four terminal passenger boarding bridges. This service is required to keep the PBBs operating efficiently and safely. SKYCON will also be on-call should there be any issues that arise to limit the downtime and negative impact on passengers. Josh Miller stated that SKYCON was the contractor that built all the jet bridges. The agreement was written for up to $100,000 for maintenance. Commissioner Scherr moved to approve the agreement for on-Call services and preventative maintenance between SKYCON and ECAT. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board Air Terminal Authority and reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. The vote was unanimous. Work Session - Eagle County Room 1. Eagle Valley Wildland Mid-Year Progress Report Birch Barron Executive Summary: The Eagle Valley Wildland team will provide a 2022 mid-year report on the wildfire mitigation projects made possible by partnership and funding from the Eagle County Commissioners, Gypsum Fire Protection District, Greater Eagle Fire Protection District, and Eagle River Fire Protection District. 4 06/21/2022 Site Tour - Various Eagle County Locations Eric Lovgren,Emergency Management-Wildfire Mitigation Executive Summary: Site-visit(s)by the Board of County Commissioner to completed landscape level wildfire mitigation projects in Eagle Ranch, Eby Creek Mesa, Wolcott, Cordillera and Bachelor Gulch.
