HomeMy WebLinkAboutMinutes 06/14/2022 PUBLIC HEARING June 14, 2022 Present: Jeanne McQueeney Chairman Kathy Chandler-Henry Commissioner Mike Nugent Chief Strategy Officer Kathy Scriver Deputy Clerk to the Board Absent: Matt Scherr Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Chairman McQueeney noted that Commissioner Scherr was unable to attend the meeting as he was at a conference on behalf of the county. Constituent Input Chairman McQueeney opened public input. Krista Keiser from Eagle Vail spoke about her passion and love for her community and believed that all lives mattered. She expressed a concern that was brought to her attention while watching last week's meeting regarding the announcement of a Drag Queen show hosted at the Avon Town Park. She heard many comments that were rather shocking and the comments made by the commissioner"to come one come all"was disappointing to hear. Parents of young children should be appalled and ask the elected officials to keep drag queen shows be held at appropriate places and times. She expressed her concern about the encouragement for families and children to participate in an adult activity. Celina Olden from Eagle stated that she agreed with Ms. Keiser's comments but was present to speak on another topic which was the noxious weeds that were taking over the wildlands and town. If people valued the wildlife, it was important to protect their forage. She identified some weeds that were out of control and not being managed. As a taxpayer she wished to see the people in charge get on top of the problem before it's out of control. Chairman McQueeney closed public comment. Commissioner Chandler-Henry assured Ms. Olden that she would get more information from the county's weed management program. She was unsure what the Town of Eagle's program was, but she would check in on it. Commissioner Updates Commissioner Chanler-Henry stated that today was June 14th,Flag Day which was a good reminder of the values that everyone held dear-democracy, freedom, and love of community. Chairman McQueeney responded to Ms. Keiser's comments and apologized,and stated that she believed the event was intended to be inclusive of the community. County Manager Updates Mike Nugent stated that he had no updates. 1 06/14/2022 Consent Agenda 1. First Amendment to the Lease Between Eagle County and Community Health Services Incorporated for use of Room#7 in the Public Health office at the El Jebel Community Center Joan Dieter,Public Health&Environment 2. Contract Amendment#1 to the Agreement Between the Colorado Department of Early Childhood and Eagle County to Provide Colorado Community Response Services to Families in Eagle County Megan Burch,Human Services 3. April 2022 Payment Report Jill Klosterman, Finance Commissioner Chandler-Henry moved to approve the Consent Agenda for June 14,2022 as presented. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item(s) 1. Resolution 2022-048 Concerning Appointments to the Eagle County Citizens Open Space Advisory Committee Peter Suneson, Open Space Executive Summary: Resolution appointing 4 incumbents whose terms had expired and 3 new members to the Eagle County Open Space Citizens Advisory Committee. Mr. Suneson,Outreach and Stewardship Coordinator for the Eagle County Open Space Program,presented the resolutions. They solicited applications for the Open Space Advisory Committee starting in February and had a great response. Two of the three folks selected were present. Brian Lieberman,Town of Eagle Open Space Manager, spoke. He expressed excitement to be serving on the committee and helping to preserve the open lands into the future. Britney Parker spoke. She lived in Gypsum and was from Rifle Colorado. She was excited to be part of the committee. She was employed at the Eagle River Watershed Council working on restoration projects and developing their water efficiency program. Mr. Suneson stated that Brett Hooper, a financial advisor,was also selected but not in attendance. Commissioner Chandler-Henry moved to approve the resolution concerning appointments to the Eagle County Citizens Open Space Advisory Committee. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 2. Resolution 2022-049 in Honor and Recognition of Tom Edwards,Tom Henderson and Chupa Nelson's Service and Contribution to the Eagle County Citizens'Open Space Advisory Committee Peter Suneson, Open Space Executive Summary: Resolution in Honor and Recognition of Tom Edwards, Tom Henderson and Chupa Nelson's Service and Contribution to the Eagle County Citizens' Open Space Advisory Committee 2 06/14/2022 Mr. Suneson presented a plaque of recognition to Tom Edwards for his service. Mr. Edwards thanked the folks that voted, and he was pleased with the folks who had been selected to the committee. He thanked everyone for the opportunity to serve. Commissioner Chandler-Henry moved to approve the resolution honoring and recognizing Tom Edwards,Tom Henderson and Chupa Nelson's service and contributions to the Eagle County Citizens' Open Space Advisory Committee. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Work Session 1.
