This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner Scherr reminded everyone that ballots had been mailed for the upcoming Primary Election.
He encouraged folks to be part of the process and vote. He suggested that folks go to www.GoVoteColorado.gov if
their ballot is not received or reach out to the County Clerk's Office.
Commissioner Chandler-Henry mentioned that last week the Colorado Counties Inc. (CCI)met in Eagle to
discuss best practices, thorny issues, and spend some much needed time together. She believed it was a good and
productive meeting of counties,and it was a pleasure to host the event in Eagle County.
Chairman McQueeney added onto Commissioners Chandler-Henry's comments and stated that a worksheet
was circulated at the conference about upcoming legislation. It was time to start talking to local representatives
about possible Colorado legislation for next year. She encouraged people to reach out if anyone had input or a
suggestion. She also reminded everyone that school was out and to be cautious on the roadways as the kids were
out and about and not always looking both ways.
County Manager Updates
Mike Nugent reminded everyone that Eagle County was just voted best place to work by Vail Valley
Partnerships and wanted to make folks aware that there was an array of job openings.

Commissioner Chandler-Henry moved to approve the Consent Agenda for June 7, 2022 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Business Item(s)
1. Resolution 2022-046 Declaring June 2022 Pride Month in Eagle County

Executive Summary: This resolution declares June 2022 Pride Month in Eagle County.
Shiloh Liska,Eagle County Animal Services Officer, spoke about the gay rights movement in the United
States. The movement for gay and transgender rights was still ongoing with several pieces of state legislation
passed throughout the country this year restricting the rights of gay and transgender people. Colorado had always
been forward-thinking in terms of rights for everyone. Approval of the resolution would show support for the
community especially in these difficult times where there was so much legislation against them.
Madison Partridge, Executive Director of Mountain Pride, a new non-profit in Eagle County dedicated to
improving the lived experience of the LGBTQ+communities believed the proclamation would ensure that the
community as a whole was seen,validated, and celebrated for who they were and were welcomed in a community
that accepted them.
Commissioner Chandler-Henry asked Ms. Liska if she wanted to share what she was heading up
internally at Eagle County.
Ms. Liska stated that she started the ECG Pride employee resource group which would provide resources
and be a social group for county employees. The county was sponsoring Mountain Pride's"Pride in the Park"this
year and would have a booth set up.
Commissioner Scherr added his thanks for everyone leading the charge. He believed it was important to
have a place for people to plug in. He appreciated all the work being done and encouraged folks to attend the
event on June 18th.
Chairman McQueeney added her appreciation for all of those that attended and expressed support for the
resolution.

Commissioner Scherr moved to approve the resolution declaring June 2022 Pride Month in Eagle
County.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
2. Agreement between Eagle County and NWCCOG,Energy Services for Eagle County Residents
John Gitchell, Resiliency
Executive Summary: This agreement between Eagle County and Northwest Colorado Council of Governments
(NWCCOG) supports the expansion of the Beneficial Electrification for Eagle County Homes(BEECH)program.
BEECH combines energy efficiency with beneficial electrification to provide energy cost savings, GHG
reduction, and improved health and safety for income qualified households. Through this agreement, Eagle
County will provide$428,000 upfront, and an annual budget consideration of supplemental payments as needed
to meet the target of 125 completed BEECH homes by December 31, 2027. This scope of work for 125 homes is
in addition to the services provided by NWCCOG through existing and ongoing federal and state Weatherization
Assistance Program funding.
John Gitchell, Climate Action Manager for Eagle County, introduced Doug Jones and John Stavney with
NWCCOG and shared information about the Beneficial Electrification for Eagle County Homes (BEECH)
program. The program provided a package of energy services. The benefits would provide cost saving, improve
health and safety, and reduce greenhouse gas emissions. He spoke about the work being done in the Dotsero
Mobile Home Park. Some of the groups supporting these efforts were NWCCOG, Eagle County, Holy Cross
Energy, Colorado Energy Office,Energy Smart Colorado,and the Mira Bus. The agreement would expand the
program.
Commissioner Chandler-Henry asked Mr. Jones how many homes in the Dotsero Mobile Home Park he
thought would be eligible.
Mr. Jones believed at least half of the households in the park were eligible.
Mr. Gitchell reviewed the funding agreement points. Eagle County would provide $428,000 to
NWCCOG as an upfront payment and an additional $100,000 in 2022,with adjusted amounts each year through
2027 depending on need, to be leveraged with State,utilities and other funding sources.
Commissioner Scherr believed the program covered some important health and safety needs.
Commissioner Chandler-Henry asked if there was a cost per unit and how would the $428,000 be used.
Mr. Gitchell stated that the cost per unit was approx. $25,000 per unit.
Chairman McQueeney added her appreciation for everyone's efforts.
Commissioner Chandler-Henry moved to approve the agreement between Eagle County and NWCCOG,
Energy Services for Eagle County residents.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Eagle County Housing and Development Authority
1. Third Amendment to Colorado Mountain College and Anderson Mason Dale Architect Agreement

Executive Summary: The Eagle County Housing and Development Authority is negotiating with Colorado
Mountain College to add a second building to the CMC Edwards campus that will be used by the Eagle County
Housing and Development Authority who will own and operate the second building. This building will give
alternating leasing authority to Eagle County and other public employees and CMC staff and students but will be
available for residents of Eagle County. This agreement launches the architectural work so the second building
can be phased with the construction of the first building by CMC. An agreement for operations and ownership is
being negotiated with CMC and the terms of the final agreement will be approved in a future meeting.
Ms. Klosterman stated that the agreement which would launch the architecture work. The project was still
in the early stages and this was step one.
Commissioner Chandler-Henry moved to approve the third amendment to Colorado Mountain College
and Anderson Mason Dale Architect Agreement.
Commissioner Scherr seconded the motion. The vote was unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and
reconvene as the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Public Hearing
1. Proposed Intergovernmental Agreement to Establish a Regional Transportation Authority

Executive Summary: Eagle County has joined with the towns of Avon,Eagle, Gypsum,Minturn,Red Cliff and
Vail; and Beaver Creek Metro District, as well as the business community and nonprofit partners,to consider the
formation of a Regional Transportation Authority(RTA)to enhance and expand transit and transportation services
for our residents,businesses and visitors. An RTA is a public entity that allows local governments—including
counties,cities,town and metro districts—to work together to address regional transportation issues. RTAs are
governed by a board of appointed elected officials representing the partner governments and must follow open
meeting and fiscal accountability and transparency laws. RTAs are allowed to seek voter approval to collect tax
revenue to provide transportation services,which may include transit, air,roadway and other services.
Setting up an RTA is a formal process defined in state law. The local governments involved in establishing the RTA
must work together to create an intergovernmental agreement(IGA)—a legal document that sets forth the
governance, service goals and other key operating provisions of the RTA. This charter document must be agreed
upon by the elected councils and boards in each community. Ultimately,voters must agree to the formation of the
RTA and any taxing or bonding requests made to provide funding for the RTA's services and operations. The IGA
process requires two separate public hearings to be held in each jurisdiction considering adopting the IGA. The
public hearings will provide details about the proposed RTA and the draft IGA for the creation of the Eagle Valley
Transportation Authority, and feedback from council and the public will be shared with the RTA formation
committee to help address local community needs and concerns.
Bill Ray joined the meeting remotely. He stated that this,the second hearing,was part of the continuing
process. There had been hearings in all the jurisdictions and each had passed resolutions in support. Today the
agreement would be forwarded to CDOT for a final review. Moving forward,they would be stepping up
community outreach.

Commissioner Chandler-Henry asked if the board was being asked to approve the IGA.
Tanya Allen stated that at this time,the review process could move forward.
Mr. Ray stated that Sept. 9th was the deadline for getting something on the November ballot.
Chairman McQueeney expressed appreciation for everyone's work and thought it might be helpful to use
"Balancing Act"software to show residents a model of the budget and collect their input.
Work Sessions - Eagle County Room
1. Community Input Review on CoronaVirus State and Local Fiscal Recovery Fund Projects

Executive Summary: We are meeting today to review U.S. Treasury guidance, the community input received and
discuss next steps regarding the CoronaVirus State and Local Fiscal Recovery Fund(CSLFRF)projects.
2. Arrowhead Property Owners Association Funding Request for Roundabout

Executive Summary: The Arrowhead Property Owners Association is requesting support and funding for a new
roundabout at the entrance to Arrowhead at Highway 6.
3. Building Code Resolution

Executive Summary: Discuss the proposed Building Resolution that amends the current adopted Building Code,
2015 edition,to include Solar Ready and Electric Vehicle Ready requirements.
