Install exactly as designed by Glenn Palmer of Alpine Engineering as stamped, signed and dated June 13,
2012. Installation consists of an 1,800 gallon two compartment septic tank with Model 120C Eliminite Unit
with 2,760 sq. ft. of soil treatment area via 138 Infiltrator Q4 chambers in 6 shallow, gravity fed trenches.
Also, a 500 gallon tank will be installed to collect solids generated by the backwash of reverse osmosis
and water softening units, the wastewater from which are incorporated into the soil treatment unit. The
system is designed for a 5 bedroom residence. Abandon the old system as specified by the design
engineer.
Engineer certification of proper installation is required prior to occupancy of the residence and use of the
system.

Ray and Eagle County Health Dept:
The owner and design team understands the benefits of a secondary treatment system, and has agreed to
and approved the use of a secondary treatment system ("Eliminite") for the Precourt septic system.
I am revising the ISDS application to include it, and waiting for removal of the berm where the field goes
so I can verify the perctests/soil profile hole.
I'll re -submit plans when they are ready, as soon as reasonably practical.

That is great news, Glenn. Thanks to all who were involved in this discussion. Based on the preliminary soil
evaluation work, I don't anticipate having to do anything special with the soil treatment area, like mounding so
shallow, pressure -dosed trenches will function nicely.
was in a meeting yesterday wherein our development review team was reviewing their proposal to improve the
stream and riparian zone associated with Lake Creek. As we discussed, Lake Creek was recently listed as
impaired for not meeting the aquatic life standard so anything we can do to reduce impacts will improve this
situation. I think the restoration work indicates that we have a very environmentally conscience owner who is to
be congratulated for their actions.

I was just going to email you as I found the Palmerosa Ranch Preliminary Plan file and have pieced together what
transpired.
Concern over water quality protection was brought to the attention of the developer and in 2005 Kallenbach did
design work to mitigate impacts from the private wastewater systems being proposed. Advanced treatment was
proposed in their application as documented by Northwest Colorado Council of Governments 2006 referral
comments on the subdivision proposal along with a memo I wrote which is reiterated in the staff report. Of further
interest is the draft HOA covenants that describe the responsibility of the HOA to maintain and monitor these
systems - page 24 & 25.
Attached are these documents compiled into one pdf and keep looking for the design work which was supposed
to be attached to Kallenback letter.
I like the idea of dosing the soil treatment area so we can avoid the last trench over -excavation. With cleaner
effluent, the shallow soils should be able to accept at least 0.5 gal/2Nday.
We'll keep an eye on the building permit approval progress as to avoid holding them up.

Project Description
A 5 bedroom house is proposed to be built on Lot 1 Pahnerosa Ranch Subdivision. The location of
the house is in the same approx location of the Old Bud Pahner house, that was demo'd a couple of
years ago. There is an existing bam, stable, and equipment shed located on the property that are to
remain (no water or sewer service).
As part of the Palmerosa Subdivision, (2008), some landscaping berms were built on the property:
many are to be removed, including the mound that shows up on the topo where the absorption area is
proposed. (This berm has now been removed).
A water sample from the existing (drinking water well) source indicated very poor water
quality: (it would be difficult to treat and would add a lot of water treatment backwash to the septic
system). A new well was recently drilled, which preliminarily tests indicate is of good quality and
should require minimal water treatment. (A sample was been sent to the lab jor detailed tests, which
resulted in much better water quality. The Water sample test results are available upon request).
Setbacks for the new well location have required the proposed absorption area to be
shifted from it's original intended location, where last fall's percolation tests and soil profile hole
were taken. It is proposed to remove the berms down to original grade, and re -do percolation tests
and the soil profile hole in the area of the currently proposed septic system. (See attached updated
perc tests).
THe existing septic system is to be abandoned: fill the septic tank with sand.
Piping plan. In order to avoid a lift station, the sanitary sewer service from the mechanical room
(floor drains and water treatment backwash) is proposed to slope at 1.27% to a separate septic tank
(just for backwash). Since there shouldn't be any solids discharged from the mechanical room, the
slope less than 2% should be adequate.
Separate sewer lines are proposed for the domestic sewer, sloped at minimum 2% to the septic tank.
An Eliminite secondary treatment system has been added The water treatment backwash is to
bypass both the regular septic tank and the Eliminite tank.
THe Eliminite tank is to gravity,llow to the Absorption Field. The water treatment discharge is
planned to connect to the discharge line exiting the Eliminite Treatment Tank.
THe house is to have a swimming pool, which is not to drain to the septic system. Disposal methods
should be reviewed by Eagle Cc Health Dept.
Plumbing Assumptions:
I. Plumbing plans were not available at the time of septic system design. If any of the assumptions
below are not correct, notify Glenn at AEI (970-926-3373 x 226) prior to installing any part of the
septic system.
1. The swimming pool, pool mechanical, pool floor drains do NOT drain to the septic system.
2. The sewer pipe from the mechanical room is for mechanical room floor drains and water system
softener backwash only (no solids): the sewer is sloped at 1.27%, or less than 2%. This sewer
line nuns to the grey water septic tank.
3. Sanitary Waste lines from the main floor and upper floor should drain to the higher drain, sloped
at 2% minimum.
4. Verify pool disinfection method is compatible with the approved disposal method. For example,
if the pool is discharged to a lawn area sprinkler system, a saline disinfection system could harm
the grass.
5. All plumbing fixtures must be approved low flow water conserving type.
6. Water treatment methods and discharge amounts are as noted in this report: to be verified upon
receipt of new water sample.

It is possible that softener backwash can stir up the solids in the septic tank, potentially allowing
solids into the field, which is undesirable. A separate tank is to be provided for the water
treatment (R/O,softener,) backwash discharge. The Softener should not be set up on a timer
where it would backwash every day, regardless of whether the house is occupied or not. Daily

backwash events without other water use will cause the septic system (absorption area/leach
field) to fail. It could be set up on a flow switch such that 500 or more gallons must flow prior to
backwash, or other means to restrict backwashing only to times when the house is occupied.
Septic Tank Size:
Bedroom based size: (5 br) = 1250 + 1(250)= 1500 gallon
Flow based size: (including water treatment) 1240 gpd x 30/24 = 1550 gallons
Recommend next bigger size tank =1800 gallons.

Percolation Rate
3 perc tests were taken, about 60 feet from the proposed field location, at the original intended field
placement. New tests are to verify assumptions when the berm is removed.
The average percolation rate (see attached test) was 16 minutes per inch. THe slowest was 21 MPI.
The soil was noted as "Dark brown, silty sandy soils with scattered small rocks".
New Pere Tests were provided on May 18, 2012. 4 tests were taken, with an additional test at
4.09 feet deep to test for possible clays, as noted in the soils report bore logs. The 4 perc tests
ranged from 15 to 28 MPI. AEI took soil samples from the pits, and it sure doesn't look, feel, or
percolate like clay to me.
Sol] Profile Hole:
THe soil profile hole was provided by HP Geotech. (See attached soil boring #1, and Boring 8). The
sampling indicates that clay exists from a depth of 1 feet , to 6 to 7 feet deep, in the area of the
proposed absorption field. The percolation rates, soil sample for perc tests, do not indicate clayey
soil.Percolation rates were were (14, 14 and 21 MPI, Fall 2011; 16, 28,22,15 MPI May 2012). In
addition, I have discussed the system with the current ranch manager (also for Bud Palmer). He
noted that the existing absorption field is in the same general area as the proposed field, and
apparently in the same material, and worked fine for a number of years. It was only abandoned
because Bud's house was demo'd: it worked fine until then.
Lona Term Acceptance Rate:
Assume "sandy loam, loam"=0.6gal/sf/day
Absorption Area
It is proposed to use "Infiltrator" brand "Quick 4 Standard" gravel -less units, in a serial configuration.

Re: Precourt, Lake Creek Septic System.
On Thursday, October 24, 2013 and Monday Oct 28th, I visited the site for the purpose of reviewing
the septic system installation.
Summary: the septic system installation appears to have been installed per plans and
specifications .
November 21, 2013: I understand that the Eliminite system has been hooked up by Peter Petrovski.
An outlet filter was installed on the septic tank outlet, which should be rinsed off per manufacturer's
recommended frequency.
The following was observed:
1. Oct 25: Piping was being installed from the house to the septic tanks. The pipe material, size,
and bedding appeared to be consistent with the plans.
2. Oct 25": The location where the two sewer pipes(backwash and sewer) leaving the garage area
which was shifted south approximately 25 feet. (Added to As-Bilt).
3. The Number of Infiltrator units, depth and layout of the absorption area was reviewed.
4. The septic tank (grey and black water) internal piping was reviewed.
5. DIP sewer cleanout caps were on site, and to be placed on all infiltrator inspection portals and
cleanouts, to provide a better appearance cleanout in hndscape areas, and allow for (metal
detector location) in landscape areas). Reportedly done/completed by Edwards Exc.
6. THe access ports and lids to the septic tank are plastic, and are screwed into place. Oct 28 ":
Some re -bar or other metal was recommended to be placed around the outside of all tank lids, at
about 6" deep to allow for metal detector location.
Reportedly completed by Edwards Excavating, 11122113.
7. An Eliminite Filter was installed on the outlet to the septic tank. It is located in the OUTLET
TEE of the tank #1, and should be rinsed off/cleaned when the tank is pumped, or if it is clogged,
or at frequencies as recommended by the manufacturer.
A note was provided under the septic tank lid, " Clean filter in outlet tee when pumped". The
note was placed in a ziplock bag, along with the owners manual (for the filter), and taped to the
access lid.
8. The existing septic tank was removed from the site.
9.
a. Edwards ExcavatinglTed Johnson provided "as built" information to AEL• info is
also provided on the Attached "As•Bilt"plans.

10. The grey water pipe now has cleanouts located near the sewer pipe: I recommended that the caps
on the cleanouts be labeled and or colored. THe plastic caps, under the metal caps were marked
with a magic marker, to denote "greywater backwash" or `Blackwater"
11. Oct 24'": The Septic Tank, Eliminite Tank, and Greywater tanks were installed, and, and
reviewed prior to and during backfill. The tanks appeared to be consistent with the plans and
specs (size, material, location). The Eliminite tank was rotated 90 degrees, to more appropriately
line up with piping to and from the tank, and will be noted on the as -built.
12. Oct 2811: THe internal piping/tees were installed on Oct 28, and reviewed.

14. Oct 24'": Installation of piping from the septic tanks to the infiltrator units is next, which will be
observed at appropriate stages (per plan general note #17).
October 28, 2013:The piping from the tanks was installed from the septic tanks to the first row of
infiltrators, and then in a serial format (per plans). The depth of cover appeared to be a consistent
Ifoot depth on all infiltrator units. The number of rows and units conformed to the plan (6 rows
at 92 feet) with 6 It separation.

The Precourt Residence wanted to see if the pool backwash system could go to the septic system.
For now, I asked them to tell me 1) how much volume of backwash, 2) how frequently, and 3)what was in the
backwash.
The pool uses saline disinfection.
When I get info, I'll let you know.

A few things come to mind:

I think backwash water volume will be determined by pool volume and rate of water exchange which can be up to
5% of the volume.
If the wastewater in the septic tank becomes saline, solids may end up floating as opposed to settling in non -
saline water, causing pass -through of the solids and clogging of the soil treatment area.
I'm a little concerned about adding salinity to the Lake Creek alluvium. I don't think we know enough about
existing conditions to know if we'd be contributing salinity to Lake Creek over time but it is worth thinking about.
Maybe we could evaluate how the ions would beha\&-, when discharged into the soils on site and maybe an
argument could be made that the soils would attract and sequester the sodium and chloride ions?
We should probably have you contact Tom Kallenbach with Eliminite to see if the backwash water may cause
the aerobic microbes on the metarocks to become compromised.
It sounds like the sort of thing that may deserve evaporation, depending on the volume but what about the winter
months?
These are simply my preliminary thoughts to help brainstorm a feasible alternative.

APPROVAL OF THE TYPE A MINOR SUBDIVISION
FOR THE PALMEROSA RANCH SUBDIVISION
FILE NOS. SMA-00028
WHEREAS, on or about March 13, 2006, the County of Eagle, State of Colorado,
accepted for filing applications submitted by Palmerosa Development Company, LLC,
(hereinafter "Applicant") for approval of a Type A Minor Subdivision for the Palmerosa Ranch
Subdivision, File No. SMA-00028; and,
WHEREAS, the Applicant requested the approval of a Type A Minor Subdivision for a
proposed development consisting of 3 residential lots, on a 43.689 acre site generally referred to
as Palmerosa Ranch; and,
WHEREAS, notice of the Preliminary Plan was given to all proper agencies and
departments as required by the Eagle County Land Use Regulations, Section 5-210.E; and,
WHEREAS, at its regular public hearing of May 16, 2006, the Eagle County Board of
Commissioners (hereinafter "Board"), considered the proposed Subdivision; associated plans;
and the statements and concerns of the Applicant, the Eagle County Community Development
and Engineering Staff, and other interested persons.
BASED ON THE EVIDENCE BEFORE IT, THE BOARD FINDS AS FOLLOWS:
Pursuant to Eagle County Land Use Regulations Section 5-280.B.3.e. Standards for
the review of a Preliminary Plan for Subdivision:
Consistent with Master Plan. [Section 5-290.G. l .a.] - The Subdivision is
consistent with the Comprehensive Plan and the Future Land Use Map (FLUM).

2. Consistent with Land Use Regulations. [Section 5-290.G.1.b.] - The proposed
subdivision does comply with all of the standards of this Section and all other
provisions of the Land Use Regulations, including, but not limited to, the
applicable standards of Article 3, Zone Districts, and Article 4, Site Development
Standards.
3. Spatial Pattern Shall Be Efficient. [Section 5-290.G.1.c.] - The proposed
subdivision is located and designed to avoid creating spatial patterns that cause
inefficiencies in the delivery of public services, or require duplication or
premature extension of public facilities, or result in a "leapfrog" pattern of
development.
4. Suitability for Development. [Section 5-290.G. IA.] - The property proposed to
be subdivided is suitable for development, considering its topography,
environmental resources and natural or man-made hazards that may affect the
potential development of the property, and existing and probable future public
improvements to the area.
5. Compatible With Surrounding Uses. [Section 5-290.G.1.e.] - With the
recommended conditions of approval, the proposed subdivision is compatible
with the character of existing land uses in the area and should not adversely affect
the future development of the surrounding area.
6. Improvements Agreement. [Section 5-290.G.1.f.] - An adequate improvements
agreement has been provided.
7. Conformance with Final Plat Requirements. [Section 5-290.G.1.g.] - The
application does conform to the Final Plat requirements and other applicable
regulations, policies, standards, and guidelines.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, subject to the conditions set forth below, the application for the Type A Minor
Subdivision for the Palmerosa Ranch Subdivision be and is hereby approved:

1. The Applicant shall provide, prior to final approval of the plat for this subdivision,
a Detailed Landscape Plan per Section 4-220.C., Detailed Landscape Plan, of the
Land Use Regulations which is consistent with the conceptual landscape and
irrigation plans provided as part of the application, and the Applicant shall
provide a guarantee for the installation of the proposed landscaping and irrigation
systems pursuant to Section 4-240., Installation and Maintenance Requirements.
2. The Applicant shall fully implement all wildlife -related mitigation measures set
forth in the Wildlife Section of the Environmental Impact Report prepared by
Jerry Powell, Wildlife Specialties, LLC.
3. The Applicant shall provide, prior to approval of the final plat for the
development, complete engineering and construction drawings and other
engineering detail which are satisfactory to the County Engineer.
4. The developer shall fully implement the recommendations included in and based
upon the Revised Wetland Delineation Report, dated August 2005, prepared for
this site by Western Ecological Resource, Inc.; the Geologic Site Assessment,
dated September 28, 2005, and the Preliminary Geotechnical Engineering Study,
dated September 15, 2005, both prepared for this site by Hepworth-Pawlak
Geotechnical, Inc.; the Preliminary 100-Year Floodplain Study and Drainage
Report, dated September 2005, prepared for this site by Alpine Engineering, Inc.;
and the following recommendations of the Colorado Geological Survey in its
letter dated November 7, 2005:
a. The developer shall be responsible for constructing a diversion berm,
satisfactory to the County Engineer, to deflect potential debris and floodwater
away from the building envelope on Lot 1.
b. Since the land to be developed has been pasture for a number of years, the
developer shall inform contractors that any organic matter in the soil shall not
be used for structural fill and shall be removed prior to foundation placement.
c. Since evaporate soils in the region are typically found to be corrosive to
concrete, the developer shall inform contractors that any structures in contact
with soils that are found to be corrosive shall utilize Type II cement.
f. The final plat shall include notes which are substantially as follows:
i. A slope stability analysis may be required by the Chief Building
Official prior to the construction of any structures in this
subdivision.

ii. Due to one or more known sinkholes on this site, a site -specific
soils investigation, as well as direct observation of the foundation
excavation, shall be required in order to verify the soil conditions
for each building site.
iii. Due to shallow groundwater on the site, engineered septic systems
shall be required in areas of shallow groundwater. The bottom of
each leach field shall be at least 4 feet above the groundwater at the
high water mark, and below -grade construction, such as basements,
shall include foundation and perimeter drains.
iv. The potential exists for debris flow and/or sediment laden flooding
from the slopes above the property to the west of the building
envelope on Lot 1. A diversion berm, satisfactory to the County
Engineer, shall be required to deflect potential debris and
floodwater away from the building envelope on Lot 1.
V. Since the land to be developed has been pasture for a number of
years, any organic matter in the soil shall not be used for structural
fill and shall be removed prior to placement of any foundations.
vi. Since evaporate soils in the region are typically found to be
corrosive to concrete, any structures in contact with soils that are
found to be corrosive shall utilize Type II cement.
Notes shall be included on the final plat for this subdivision requiring the
following:
a. Noncombustible roofing materials shall be required on all structures.
b. In order to reduce wildfire hazard, the pasture shall be irrigated throughout the
summer months.
6. The Applicant shall provide, prior to approval of the final plat, evidence
satisfactory to the County Engineer that the private water system will be operated
and maintained on a sound organizational and financial basis and shall
demonstrate that the covenant restrictions in this regard will remain in effect and
will be adequately enforceable.
7. A satisfactory final plat, improvements agreement and other required documents
and payments necessary for final plat approval shall be presented for final
approval to the Board of County Commissioners on the Consent Agenda at the

first available regular Board meeting after which the documents, plat and
payments are available.
8. Based on the income and housing cost data current and available at the time,
payments in lieu to mitigate employee -linkage housing impacts shall be paid prior
to the time that building permits are issued for Lot 2 and Lot 3, respectively, and
the final plat shall include a note which reads as follows: "Workforce Housing
Guideline payments shall be subject to the conditions of approval adopted in File
Number SMA-00028".
4. Except as otherwise modified by these conditions, all material representations of
the Applicant in this application and all public meetings shall be adhered to and
be considered conditions of approval.
THAT, the Palmerosa Ranch Site Plan, attached hereto as Exhibit "A", be and is hereby
approved;
THAT, the Palmerosa Ranch Landscape Plan, attached hereto as Exhibit `B", be and is
hereby approved;
THE BOARD further finds, determines and declares that this Resolution is necessary for
the health, safety and welfare of the inhabitants of the County of Eagle, State of Colorado.

Operation
Input voltage must be supplied at all times for proper
operation. When a fault is sensed throughout the trip
delay, the output relay is energized. When the current
returns to the normal run condition, the output and
the delay are reset. If a fault is sensed and then

The ECS Series of single phase AC current
sensors is a universal, overcurrent or
undercurrent sensing control. Detects over
or under current events like locked rotor,
loss of load, an open heater or lamp load,
or proves an operation is taking place or
has ended.

Operation
Input voltage must be supplied at all times for proper
operation. When a fault is sensed throughout the trip
delay, the output relay is energized. When the current
returns to the normal run condition, the output and
the delay are reset. If a fault is sensed and then
corrected before the trip delay is completed, the relay
will not energize and the trip delay is reset to zero.
Adjustment
Select the desired function, over or under current
sensing. Set the trip point and trip delay to
approximate settings. Apply power to the ECS and the
monitored load. Turn adjustment and watch the LED.
LED will light; turn slightly in opposite direction until
LED is off. Adjustment can be done while connected
to the control circuitry if the trip delay is set at
maximum.
