AMENDMENT NO. TWO (2) TO CONTRACT

The Sponsor and the Engineer agree to amend their contract for improvements to the Eagle County Regional
Airport, Gypsum, Colorado dated May 24, 2022 to add the additional services and the associated fees identified in
the Scope of Work for Eagle County Regional Airport dated, April 4, 2022, attached hereto as Exhibit A-2 and
incorporated herein by this reference.
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as set forth below,
the parties agree as follows:
The Original Contract shall be amended to include the following provisions:
FEES: The Sponsor agrees to pay the Engineer for the services relating to Instrument Approach Procedure
Development (the “Project”) according to the schedule under Exhibit A-2 in the following manner:

Method of payment shall be as follows:
The Sponsor agrees to make monthly payments based upon the work performed by the Engineer, up to
90 percent of the total contract. The final 10 percent of the fee shall be due and payable when the project
final documents have been completed and have been submitted to the Sponsor.
The FAA’s federal action is limited to airport layout plan (ALP) approval of only those portions of
projects that meet the criteria established in 49 U.S.C. §47107(a)(16)(B), commonly referred to as Section
163(d) of the FAA Reauthorization Act of 2018. If it is determined that the FAA does not have authority

over a portion of the project and associated work completed ahead of the determination is no longer
FAA eligible, the Sponsor will remain responsible for this portion of the work.
All other terms and conditions of the original contract shall remain in effect.

Dear Mr. Reid,
Jviation‐Woolpert, Inc. is pleased to present our proposal to support the continued enhancement of
the instrument procedure set for the Eagle County Regional Airport. The history of instrument
procedures at mountain airports shows procedures were initially limited to straight lines governed
by ground‐based electronic signals, current technology available to procedure designers and on‐
board aircraft allows for improved access.
Some airlines have already created proprietary instrument arrival procedures into Eagle in order to
match procedures to the best possible alignment with aircraft needs, and to improve the ability of
flights during low visibility conditions. A consideration of the overall modernization of equipment
within the private aircraft fleet indicates an increasing percentage can fly the most advanced
procedures.
The U.S. national airspace system is in transition from ground‐based navigational aids to procedures
defined by bringing multiple methods of space‐based navigation and flight deck automation
together. Mountain airports where terrain is a factor and weather is also dynamic are places where
the benefits of this new suite of technologies can provide positive effects. In some cases, legacy
ground‐based navigational facilities can be removed.
This project will assess the legacy utilization of the Snow VOR navigational facility and make a
recommendation for how it fits into the future of the Eagle Country Regional Airport.
This proposal reflects the opportunity for the Eagle County Regional Airport to provide a consistent
and thorough set of approach procedures that will optimize the application of current automation
and navigational technology. The full set of three procedures will provide a procedure that serves
airlines and the highest‐capability private aircraft, a second procedure that would be used by the
next tier of private aircraft, and a third procedure that provides the broadest level of access by the
remainder of the private aircraft fleet.
The common denominator of the three approaches will be to combine space‐based navigation and
flight deck automation for higher navigational precision. The primary benefit of this approach is
that aircraft will be able to more completely automate the trajectory planning and match aircraft
speed, engine thrust and descent rates for optimal flight control. This optimal flight control means
more predictable navigation and descents and those benefits can help during low visibility
conditions.

The reason three new approaches are needed are to provide the best possible coding in the
procedures so that the highest percentage of aircraft can benefit from the technology that matches
their level of on‐board automation.
While the FAA still develops public instrument arrival procedures at airports, their current backlog
of procedures due to Covid and long‐term staffing issues means their timelines are very uncertain
and extends out for several years. An FAA team approach to Eagle would likely be to develop a
single procedure with a large set of assumptions about what aircraft in the fleet would be served.
This would result in aircraft in the “most equipped” category having a procedure that doesn’t take
advantage of their full capabilities, or aircraft in the “least equipped” category would be left with
using the legacy ground‐based procedure.
The holistic nature of the three proposed approaches would result in serving the entire fleet and
then some of the legacy ground‐based procedures would become no longer necessary to support.
The scope of work proposed would include the development of the arrival procedures over 18‐24
months using the premier flight procedure designer Hughes Aerospace. During the development
time‐period, there would be coordination with the FAA to facilitate the publication of the public
procedures once they have been developed, and after they have been flight‐checked by the FAA.
Scope of Work
Woolpert’s scope of work includes teaming with Hughes Aerospace to create three instrument
arrival procedures. (See attached Hughes Aerospace “Instrument Flight Procedures Proposal” for
details)
Phase 1 Tasks:
1.1) RNAV (RNP) RWY 25‐Develop an arrival procedure to accommodate most airlines and the
highest capability private and charter aircraft.
1.2) RNAV (GPS) RWY 25‐Develop an arrival procedure to accommodate regional jet aircraft,
older airline aircraft and some private and charter aircraft.
1.3) RNAV (GPS) RWY 25—Develop an arrival procedure for the largest possible remainder of
the general aviation fleet.
1.4) Perform initial flight validation and airport night IFR certification
1.5) Support to Eagle County Regional Airport staff for informational presentations to pilot
groups
A second phase of the project is described below to provide the necessary support to ensure
periodic reviews and updates to the procedures occur.
Phase 2 Tasks:
2.1) Provide 540 day cycle periodic maintenance for all three procedures (consider
obstructions/towers/buildings)

2.2) Procedure amendment (as needed) if navigation rules change, runway alignment or length
changes, or if a new uncontrolled obstacle is built that affects the procedure
2.3) 540 day cycle inspections of all three procedures

Deliverables:
Three Instrument Approach Arrival Procedures for the Eagle Airport, relying on three
different levels of GPS/RNAV capabilities.
The inspections necessary to support FAA requirements over one 540 day cycle
Support materials explaining changes as identified by the Eagle County Regional Airport
Staff
Conditions
Timing of FAA publication and FAA approvals is within the purview of the FAA
Environmental status will likely be covered under Categorical Exclusions, should a detailed
environmental study be needed it would be a separate project
Project invoices will occur at 30%, 70% and 100% benchmarks for Task 1.
Phase 2 invoices will be generated on annual basis for recurring maintenance work.
Safe Flight contracted technicians will perform their work and be compensated for corrective
action under their existing contract with the Lake Tahoe Airport.
A single invoice will be generated after the scheduled week of work from Woolpert to cover the
combined services of Thales and Woolpert.
Lake Tahoe Airport personnel will file any necessary NOTAMs determined to be necessary
