Home My WebLink AboutC22-233 Modern Codecraft_First Amendment FIRST AMENDMENT TO AGREEMENT BETWEEN EAGLE COUNTY, COLORADO AND MODERN CODECRAFT, LLC THIS FIRST AMENDMENT (“First Amendment”) is effective as of ________________ by and between Modern Codecraft a Colorado Limited Liability Company (hereinafter “Consultant” or “Contractor”) and Eagle County, Colorado, a body corporate and politic (hereinafter “County”). RECITALS WHEREAS, County and Consultant entered into an agreement dated the 21 day of October, 2021, for certain Services (the “Original Agreement”); and WHEREAS, the Original Agreement contemplated that the Consultant would perform certain duties with compensation in an amount not to exceed $36,000; and WHEREAS, County and Consultant desire by this First Amendment to expand the scope of Services and compensation as set forth in the Original Agreement. FIRST AMENDMENT NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as set forth below, the parties agree as follows: 1. The Original Agreement shall be amended to include additional Services as described in Exhibit A-1, which is attached hereto and incorporated herein by reference. 2. The compensation for the additional Services set forth in Exhibit A-1 shall not exceed $35,850 or a total maximum compensation under the Original Agreement and this First Amendment of $71,850. 3. Capitalized terms in this First Amendment will have the same meaning as in the Original Agreement. To the extent that the terms and provisions of the First Amendment conflict with, modify or supplement portions of the Original Agreement, the terms and provisions contained in this First Amendment shall govern and control the rights and obligations of the parties. 4. Except as expressly altered, modified and changed in this First Amendment, all terms and provisions of the Original Agreement shall remain in full force and effect, and are hereby ratified and confirmed in all respects as of the date hereof. 5. This First Amendment shall be binding on the parties hereto, their heirs, executors, successors, and assigns. COUNTY OF EAGLE, STATE OF COLORADO, By and Through Its COUNTY MANAGER By: ______________________________ Jeff Shroll, County Manager Attest: By: _____________________________ Regina O’Brien, Clerk to the Board CONSULTANT Josh Morris CEO, Modern Codecraft LLC By: _____________________________________ Print Name: ______________________________ Title: ___________________________________ DocuSign Envelope ID: 04A8746A-BC2A-4F08-9846-8745DE46D9D9 CEO, Managing Member Josh Morris 3 Eagle County Am Scope and Comp Final 4/28/2022 EXHIBIT A-1 SCOPE OF SERVICES, SCHEDULE, FEES Consultant will update and improve Eagle County’s CBOE software so that the Software will provide or have the following functionality: CBOE v4.x Specifications ● Show submitter on review PDFs ○ If anonymous, show a user identifier ○ If not anonymous, show user name (typ. email address) ● Manage emails for evidence screen ○ Create UI to manage the users (emails) allowed to view and upload evidence for that appeal. ■ Send an email invite for evidence screen. ○ Secure the screen to only allow accounts/emails specified through management UI (above). ● Improve usability of the upload file functionality ● Improve usability of the reservation functionality ● Manage HOLD status ○ Visual indicator that does not disrupt process ○ If a user has the appropriate permission, their UI would provide an easy way to see the list of appeals with a HOLD status ● Add abandon application functionality ● Enforce multiple schedule numbers ○ If an application question is configured to require one or more than one schedule number, use application validation to enforce this rule ● Change configuration of message service to cause messages to timeout ● Warn of duplicate schedule numbers ○ Warn a user if they are choosing a schedule number that is already in an appeal. ○ Appeals should provide a visual indicator if they contain a duplicate schedule number. ○ Prevent a duplicate decision on any schedule number ● Add contact to search ● Force hearing officer accounts to only be created when their email is from a specific domain (ex: eaglecounty.us). ● Show start and end times of the hearings in the UI ● Allow hearing to be rescheduled ○ Provide a button in the appeal details screen to open the reschedule UI. ■ Not available if a decision has been made or finalized. ■ Will need to choose which calendar and which time. UI should show the calendar entries for a given calendar when it is selected. ■ Should require a specific permission. ○ Should send an email to all concerned parties notifying of update. DocuSign Envelope ID: 04A8746A-BC2A-4F08-9846-8745DE46D9D9 4 Eagle County Am Scope and Comp Final 4/28/2022 ○ A new calendar invite should be sent and the old invite deleted so the invited users' calendars are all appropriately updated. ○ A new notice of hearing should be issued (named Notice of Hearing - Revised). ○ The reschedule event should be recorded in the audit log. ● Make sure we can go from search results into an appeal and back again without having to start over from the home screen. ● Provide calendar view and navigation of appeals ● Appraisers ○ Include the appraiser on the appeal invite ○ Manage appraiser for the appeal ■ Any change to the assigned appraiser should update the appropriate invites ● Send nightly email to hearing officer of the next day’s schedule ● Include the pre-CBOE original and adjusted numbers in the property data. ○ Expose to templates and output attributes ○ Eagle County IT to provide these attributes in the imported data. ● Add a new application that would allow a county admin to request a stipulation. ○ Based on the existing stipulation application ■ Does not require the original land, improvement, and total values. They will be provided by the underlying property records as part of the PDF output. ■ Will not destroy the hearing appointment, worksheet, etc. It does not affect the normal appeal process in any way. ○ Application is not stored as a part of the appeal.
