HomeMy WebLinkAboutMinutes 05/17/2022 PUBLIC HEARING May 17, 2022 Present: Jeanne McQueeney Chairman Matt Scherr Commissioner Jeff Shroll County Manager Jill Klosterman Chief Financial Officer Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Chairman McQueeney noted that Commissioner Chandler-Henry was not in attendance as she was representing the county at the Western States Conference to discuss all things public lands. Constituent Input Joanne Rock,Eagle resident, spoke. She read a brief policy perspective on the critical role that fire played in forest ecosystems from a book she was reading, Our National Forests by Greg Peters. Commissioner Updates Commissioner Scherr mentioned that the first opportunity for voting was coming up in June for the Primary Election. Regardless of one's party affiliation he encouraged folks to register to vote. Chairman McQueeney spoke about the Kaleidoscope Group's visit to the county last week to kick off the county's initiative around diversity, equity, and inclusion. She was feeling as if they could not come soon enough. She struggled with the horrific shooting in Buffalo,New York and wondered how it was possible to make the residents of Eagle County feel safe. She hoped the group could help to figure out how to work together as a diverse community. County Manager Updates Jeff Shroll acknowledged that Chip Talon was nominated and won for the Top Front Line Worker out at the airport. Also, Eagle County was voted as the top place to work by the Vail Valley Partnership. He introduced Marsha Gillus,the new Director of Natural Resources and Open Space. He ceded the remainder of his time to Birch Barron,Eagle County Director of Emergency Management. 1. 120-day Fire Outlook Mr. Barron took an opportunity to introduce Fernando Almanza,the county's new Deputy Emergency Manager. 1 05/17/2022 Mr. Almanza expressed excitement to be with the county and excitement to be working alongside Birch Barron. Mr. Barron presented a 120-day wildfire outlook. He showed a graph that provided a drought classification with Eagle County being in a moderate drought. The high wind warnings were up which created wind-driven fire events. The likelihood of fire in the upcoming four months was normal to above normal. However moving into June, above normal risk for significant fire was likely. As of now there was a lot of greenery,however the wind conditions were starting to dehydrate things west of Eagle County. They would be monitoring things weekly leading into the fire season. He stated that public safety information was available on the ECemergency.org. This was where updates would be posted during active incidents. Currently there were no fire restrictions in place in Eagle County. Wildlife Preparedness Month was an opportunity to create a plan ahead for fire or other emergencies. Consent Agenda 1. Resolution 2022-037 for SMA-9185-2021 Minor Type A Subdivision,JLT Valley LLC Katie Kent,Community Development 2. March 2022 Payment Report Jill Klosterman, Finance Commissioner Scherr moved to approve the Consent Agenda for May 17,2022 as presented. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item 1. Resolution 2022-038 Designating May 2022 as the Month of the Young Child in Eagle County Kendra Kleinschmidt, Human Services Executive Summary: Human Services respectfully requests the BoCC make a resolution declaring May 2022 as Month of the Young Child in Eagle County because children are fundamental to Eagle County,Colorado's future success,prosperity, and well-being and are our most precious residents. Following the resolution and work session,the Commissioners are invited to join a celebration in the courtyard with DHS team members and children and families enrolled in Early Head Start. Sam Markovitz,Eagle County Early Childhood Coordinator,presented the resolution and spoke about the county's investment in early childhood. Commissioner Scherr recognized Chairman McQueeneys for her leadership with early childhood. Commissioner McQueeny moved to approve the Resolution Designation May 2022 as the Month of the Young Child in Eagle County. Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. 2 05/17/2022 Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Golden Eagle Elderly Housing Corporation. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was unanimous. Golden Eagle Elderly Housing 1. Golden Eagle Elderly Housing Corporation and Comcast Win Back Sales Agreement-Grant of Easement Only Daniel Murray, Housing Executive Summary: Comcast Cable internet is coming to Eagle and Comcast would like to replace all of the home run wiring while their teams are in the area. This is free of cost to the property and to the residents. This feature will just allow residents the opportunity to take advantage of the high internet speeds provided by Comcast and all of the wiring will be up to date so residents will be actually achieving the speeds they are paying for on a monthly basis. Mr. Murray stated that Comcast had been installing the cable lines through Eagle and offered to set up the home run wires into the units at Golden Eagle free of charge. Commissioner Scherr moved to approve the Golden Eagle Elderly Housing Corporation and Comcast Win Back Sales Agreement-Grant of Easement Only. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner Scherr moved to adjourn as the Golden Eagle Elderly Housing Corporation and reconvene as the Eagle County Air Terminal Corporation. Commissioner McQueeney seconded the motion. The vote was unanimous. Eagle County Air Terminal Corporation 1. Agreement for On-Call Services Between ECAT and Neil Hajoglou D/B/A AV Solutions for On-call AudioNisual Services Josh Miller,Airport Executive Summary: Agreement for on-call services between ECAT and Neil Hajoglou d/b/a AV Solutions for on-call audio/visual services at the Eagle County Regional Airport Terminal Jodi Doney,Airport Terminal Operations Manager,reviewed the agreement. The agreement would allow services for paging services within the terminal. Jeff Schroll moved to approve the agreement for On-Call Services between ECAT and Neil Hajoglou DBA AV Solutions for On-Call Audio/Visual Services at the Eagle County Regional Airport Terminal. Jill Klosterman seconded the motion. The vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Air Terminal Corporation and reconvene as the Eagle County Board of County Commissioners. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 3 05/17/2022 Work Session - Eagle County Room 1. Vail Mountain Rescue Group annual update(2021/2022) Birch Barron, Emergency Management Executive Summary: Vail Mountain Rescue Group will give an update to the Eagle County Commissioners on their operations over the past year and preparations for the 2022 summer season.Vail Mountain Rescue Group provides backcountry search and rescue,as well as public education on backcountry safety,in Eagle County. The team is responsible for all search and rescue operations in the unincorporated areas of the County and works under the jurisdiction and with the authority of the Eagle County Sheriff's Office. Event - Eagle County Building Courtyard 1. Month of the Young Child Event The Eagle County Board of Commissioners will adopt a resolution proclaiming May as"The Month of the Young Child."The resolution underscores the fundamental impact of investment in early childhood for Eagle County and its families. The resolution will be considered on Tuesday,May 17 at 10:00 a.m. An event with the commissioners and local families is planned to follow at approximately 11:30 a.m. Public Hearing - Eagle County Room 1. Public Hearing on Proposed Intergovernmental Agreement to Establish a Regional Transportation Authority Tanya Allen&Bill Ray,ECO Transit Executive Summary: Eagle County has joined with the towns of Avon, Eagle, Gypsum,Minturn, Red Cliff and Vail; and Beaver Creek Metro District, as well as the business community and nonprofit partners,to consider the formation of a Regional Transportation Authority(RTA)to enhance and expand transit and transportation services for our residents,businesses and visitors. An RTA is a public entity that allows local governments—including counties,cities,town and metro districts—to work together to address regional transportation issues. RTAs are governed by a board of appointed elected officials representing the partner governments and must follow open meeting and fiscal accountability and transparency laws. RTAs are allowed to seek voter approval to collect tax revenue to provide transportation services,which may include transit, air,roadway and other services. Setting up an RTA is a formal process defined in state law. The local governments involved in establishing the RTA must work together to create an intergovernmental agreement(IGA)—a legal document that sets forth the governance, service goals and other key operating provisions of the RTA. This charter document must be agreed upon by the elected councils and boards in each community. Ultimately,voters must agree to the formation of the RTA and any taxing or bonding requests made to provide funding for the RTA's services and operations. The IGA process requires two separate public hearings to be held in each jurisdiction considering adopting the IGA. The public hearings will provide details about the proposed RTA and the draft IGA for the creation of the Eagle Valley Transportation Authority, and feedback from council and the public will be shared with the RTA formation committee to help address local community needs and concerns. 4 05/17/2022 Chairman McQueeney stated that at this time the county Attorney's office was working on finalizing the agreement. Commissioner Scherr moved to table the Public Hearing on the Proposed Intergovernmental Agreement to Establish a Regional Transportation Authority to June 7,2022. Chairman McQueeney seconded the motion. Of the two commissioners,the vote was unanimous. Event - Eagle County Room 1.Annual Earth Day Poster Contest Ceremony Morgan Hill, Environmental Health Executive Summary: This is the ceremony for our Annual Earth Day Poster Contest for fourth grade age children sponsored annually by our Environmental Health Department. The theme of this year's contest is"Do Your Part for Climate Action."This theme was selected to emphasize individual effort to mitigate the effects of climate change. Students might consider food,transportation,housing, and energy use when determining ways to reduce their carbon footprint.
