QI Justification Narrative
Eagle County Early Head Start (EHS) is grateful for an opportunity to apply for QI funds
equal to $10,000, or the maximum amount allowed per EHS funded enrollment. EHS proposes to
use QI funds to increase the number of weeks of operations in our contracted child care centers
at the Eagle County School District to include six weeks of summer programming which have
not been previously available. The QI funding will primarily be used to pay for the costs
associated with summer programming, including staff salaries, staff training and professional
development, child and family counseling and other services necessary to address the challenges
faced by children from immigrant families and families in crisis. These investments will be
ongoing. Increasing the opportunity for ongoing summer care is directly related to supporting the
following school readiness goals and meeting community need for year round child care
programming:
● EHS will recruit and retain highly qualified staff who meet the needs of enrolled
children and families; and
● Children will demonstrate growth in forming positive attachments and
relationships with adults and peers.

According to the Administration of Children and Families (ACF) Head Start Act Sec. 640
(a)(5)(6) QI funds can be used to increase hours of program operation, including conversion of
part-day programs to full-working day programs; and increasing the number of weeks of
operation in a calendar year.
In summary, the QI funding available for Eagle County Early Head Start will be utilized
to expand our program calendar year for families enrolled in an early childhood program in an
Eagle County Schools location. Our commitment to strengthening families will be better
supported by this funding opportunity.
