Re: Approval for Early Head Start Cost of Living Adjustment
Eagle County Early Head Start (EHS) is requesting approval for the 2022 cost-of-living adjustment
(COLA) grant application to increase wages by 2.28% for the teaching staff who work directly with
EHS children at the Family Learning Center, Eagle Valley Elementary and Edwards Early Learning
Center.
On May 20, 2022 EHS Policy Council discussed, voted and approved the 2022 COLA application.
On May 24, 2022 the Eagle County Board of County Commissioners discussed, voted and approved
the 2022 COLA grant application.

2022 COLA Justification Narrative
The Eagle County Early Head Start (EHS) program includes Eagle County Government
employees and contracted staff who work directly with EHS children at the Family Learning
Center and at Eagle County Schools. EHS will permanently adjust the pay scale to ensure that
EHS employees and EHS teachers at contracted child care centers receive at least a 2.28% salary
increase. The Eagle County Government EHS employees received salary increases that took
place in March of 2022 and were retroactive to the beginning of the 2022 calendar year. These
EHS employees received salary increases with a minimum of 4.0%. However, only $1,353 of the
COLA funds will be used to offset this expense as the majority of the funds will go to the
contracted child care centers. The cost of administering the 2.28% salary increase for EHS
teachers at contracted child care centers is $27,880. Please refer to the attachment 2022
Contracted Centers COLA Schedule for details outlining staff salary and fringe before and after
the 2.28% COLA.
Employee Compensation Cap
The Head Start Act of 2007 Section 653 and the Head Start Program Instruction
ACF-PI-HS-08-03 prohibits the use of any Federal funds, including Head Start and Early Head
Start grant funds, to pay any part of the compensation of an individual employed by a Head Start

agency if that individual’s compensation exceeds the rate payable for Level II of the Executive
Schedule, currently $187,000. No Eagle County Early Head Start staff will have received more
than $187,000 in compensation during the Fiscal Year 2020, including the Director of the grantee
agency.
