BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 95- - -, 7 -
IN RE THE MATTER OF AMENDING THE AIRPORT RULES
AND REGULATIONS WITH RESPECT TO SECURED
IDENTIFICATION DISPLAY AREA BADGES
WHEREAS, pursuant to Sections 30- 11- 107(1)(j) and 41 -4 -106 of
the Colorado Revised Statutes the Board of County Commissioners of
the County of Eagle, State of Colorado (hereinafter "Board "), has
the power and jurisdiction- to provide rules and regulations
governing the use of the Eagle County Regional Airport and facili-
ties thereto; and
WHEREAS, the Board adopted Airport Rules and Regulations by
Resolution 82 -87, which have been amended and re- adopted from time -
to -time; and
WHEREAS, pursuant to FAA rules, certain areas of the airport
are designated as Secured Identification Display Areas, requiring
the wearing and display of security badges for access; and
WHEREAS, the Airport Department has recommended an amendment
to the Airport Rules and Regulations to provide for the regulation
and issuance of security privileges in the Secured Identification
Display Areas and to ensure compliance with Airport Rules and
Regulations and the Airport Security Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the "Rules and Regulations Governing the Operations of
the Eagle County Airport" are hereby amended to add Section VII.G.
as attached hereto, which amendments shall go into effect immedi-
ately.

VII. Unauthorized Activities
G. No person shall be in the Secured Identification Area
without wearing a security badge in a clearly visible area on his
or her person. Security privileges shall be granted, suspended and
revoked as follows:
1. Employers /Concessionaires are responsible for per-
forming required background security investigations with
respect to each employee /person for whom they seek
security clearance. A $15.00 deposit is required before
issuance of a SIDA badge. The deposit is refundable
upon the return of the badge to the Airport Manager's
Office.
2. Security privileges will be approved at the Airport
Manager's discretion based upon the security investiga-
tion and the need of the employee to be in the Secured
Identification Display Area in the routine performance
of his or her duties. Privileges will not be granted to
persons not having a regular, day -to -day need to be in
the Secured Identification Display Area to perform his
or her job duties.
3. Security badges will not be issued to any person
until he or she has completed a security and Airport
Rules indoctrination by the Airport Manager's Office.
4. If at any time a person is in the Secured Identifi-
cation Display Area without wearing a SIDA badge in a
clearly visible place he will be required to immediately
leave the Secured Identification Display Area and his
security privileges will be immediately suspended for 24
hours.
5. If at any time a person is in the Secured Identifi-
cation Display Area without wearing his or her SIDA
Badge in a clearly visible place on a second occasion
during the flight season (Winter 1995: December 10,
1994 - May 15, 1995), he or she will be required to
immediately leave the Secured Identification Display
Area, will be fined $50.00, and his or her security
privileges will be suspended for 24 hours or until the
fine is paid, whichever is the longer period. In
addition, his employer will be fined $50.00 for this
second offense.
6. If at any time a person is in the Secured Identifi-
cation Display Area during a period of temporary suspen-
sion of privileges, or without wearing his or her SIDA
Badge in a clearly visible place on a third occasion
during the flight season, he or she will be required to
immediately leave the Secured Identification Display
Area, his or her security privileges will be immediately
and permanently revoked and the badge must be returned
immediately to the Airport, and he or she will not be
granted any form of security clearance by the Airport
thereafter.
7. A violation or multiple violations of the Airport
Rules and Regulations or of the Security Plan will
result in the same penalties as apply to the failure(s)
to wear a SIDA badge in the Secured Identification
Display Area.
8. The security privilege is granted solely for my
work in a specific job. A person with security privi-
leges shall return his or her badge to the Airport
Manager's Office immediately when he or she leaves the
job for which the security privileges were granted, even
if he or she is just changing jobs with the same employ-
er and even if he or she needs security clearance for
the new job.
9. Any person seeking security privileges, and his or
her employer, must acknowledge in writing the rules with
respect to his or her security privileges.
