The Northwest Region Counties have all invested homeland security grant funds towards this project. DHSEM allows allocation of Homeland Security Grant funds towards license renewal and track app renewals. Currently the Counties and the City of Grand Junction (105) Salamander Live Track Apps and the (12) Salamander Live Rapid Tag subscription are valid through August 31, 2023. This application is to renew the 105 Live Track Apps and the 12 Salamander Live Rapid Tag subscriptions from September 1, 2023 to August 31, 2024. 2 DocuSign Envelope ID: B37518D0-97F3-4B13-BB56-75385AEC5199 Each county and the City of Grand Junction have five (5) Track Apps paid through the SHGP grant currently. Each county has one (1) Salamander Live Rapid Tag Subscription, and the City of Grand Junction has two (2)subscriptions paid through the SHGP grant currently. DHSEM is committed to funding these subscriptions until DHSEM secures funding from the state legislators. Counties and the City are responsible for supplies, equipment replacement (printers, scanners, computers) and any addition subscriptions or applications. Applicant’s Regional Historical Information How are the project’s results evaluated and who evaluates the results? Describe the overall results that the project is expected to accomplish in qualitative and/or quantitative terms. This project was identified as a priority project for the region in 2014. To get the program going, funding from 2011, 2012, 2013 and 2014 were allocated to the initial investment into the credential system. 2015 and 2019 for supplies and card stock. 2016- 2019 Maintenance Agreements and Apps. At that time, all executive committee members agreed to fund this project every year to help the locals in each county be able to print ID’s that would be compatible with most jurisdictions in the State. The Northwest Region was the first region in the State to commit to this project and has supported the State since the beginning. The ten Counties and the City of Grand Junction have purchase credentialing equipment, supplies, licenses, and software through the SHGP. The City of Grand Junction also bought into the credentialing system. Additionally, the City of Grand Junction provides mobile response for the region and statewide. The executive board agreed to cover the maintenance cost for the City of Grand Junction. The credentialing and resource management system allows emergency response agencies, county emergency managers the ability to credential personnel, provide information on the availability of assets and personnel prior to and during an emergency. The region goal is to improve and enhance resource management and accountability. Establish and improve a system for developing and deploying specialized resources. Credentialing provides accountability for personnel and resources on- scene at an incident. The goal is to improve response time, and situational awareness of local and state resources and to type all personal and provide id cards with qualifications (experience, licensure, certification.) all responders for law enforcement, fire, verified medical personnel, any county or local government employee not included in other disciplines, schools and hospital, pre- identified industry responder (gas, electric) 3 DocuSign Envelope ID: B37518D0-97F3-4B13-BB56-75385AEC5199 The City of Grand Junction and the IMT have also invested in the credentialing project. Both have received funding from the SHGP. Each of these agencies is required to plan, replace, and sustain its credentialing equipment, supplies and licenses. On-scene Security, Protection, and Law Enforcement: Ensure a safe and secure environment through law enforcement and related security and protection operations for people and communities located within affected areas and for response personnel engaged in lifesaving and life-sustaining operations.
