This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened and closed public comment, as there was none.
Commissioner Updates
Commissioner Scherr stated that he would be working remotely due to the weather and road conditions.
Commissioner Chandler-Henry gave a shout out to all the snow plow and facility crews who were working
diligently to remove the snow from roads and sidewalks. She also reminded folks to sign up for the Highway Clean
Up on April 30th. People could go to the Eagle River Watershed Council website to join a team.
Chairman McQueeney mentioned not having an update.

Jeff Shroll congratulated the new elected officials in Gypsum in the Town of Redcliff.

Commissioner Chandler-Henry moved to approve the Consent Agenda for April 12, 2022 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

1. Mental Health Advisory Committee Recommendation for Additional Contract Funding for 2022 -Your Hope
Center

Executive Summary: In 2018 the people of Eagle County voted to approve a tax on marijuana to be collected by
Eagle County for the purpose of addressing behavioral health needs in our community. The Mental Health
Advisory Committee has recommended approval for additional funding for Your Hope Center(formerly Eagle
Valley Hope Center) in order to increase clinicians responding to crisis-level needs of children within the schools of
the Eagle River Valley as the demand this school year has exceeded current capacity and is not expected to decrease
next year.
Joan Dieter, Eagle County Healthy Families Manager,presented the proposal. The reason for the meeting
today was to talk about a recommendation to increase funding for youth crisis response. A mental health advisory
committee meeting was held on March 22nd to discuss the proposal.
Mandy Ivanov, Eagle County Public Health Policy&Partnerships Manager, stated that their goal was to
reduce overall distress/crisis by providing therapy services to youth before it got to the crisis level. They
understood that a large segment of students'crises were related to many reasons and therapy could not prevent all
the difficulties from arising. However, clinicians could still be there to support the aftermath.
Ms. Dieter explained that earlier intervention and addressing the needs of families was critical. Having
clinicians in elementary schools was key.
Carrie Benway,Your Hope Center Executive Director, emphasized the significant increase in case
management services being provided to support the families. Adding the elementary schools would mean an earlier
intervention.
Ms. Dieter showed a graph that identified the increase in mental health services between school year 20-21
and 21-22. The total interactions in school year 2020-21 was 4,103, and total interactions in school year 2021-22
8,083.
Commissioner Scherr asked about the data and wondered if there was a potential increase or if there was
already a need that had not been served.
Health Harmon,Eagle County Public Health Director, stated that there were indicators that there was a
significant increase in the need for crisis services across the nation.
Ms. Ivanov believed there was a need for more services overall. She presented a graph that identified Eagle
County School District behavioral and emotional risk index with 7%of students at extremely elevated risk,20%at
elevated risk, and 72%at normal risk.

Commissioner Chandler-Henry wondered if there were any theories,about why the data looked like this in
our area compared to others.
Ms. Ivanov believed the issues were across the nation. The RoaringFork Valley was seeing similar trends.
Ms. Dieter stated that currently there was not a clinician in every ol,but with this proposal,they would
add five new positions. The request was for$200,000 over the next three chool years.
Mr. Harmon added that while the Eagle County School District was not contributing to this specific
proposal,they were contributing in other ways.
Commissioner Scherr asked if the county was providing support to the Roaring Fork Schools.
Mr. Harmon stated the county was contributing service dollars to public and private schools in the Roaring
Fork Valley and were implementing the model on both sides of the county. There were just different partnerships
implementing the services.
Chairman McQueeney wondered if the children attending private schools were being supported.
Mr. Harmon stated that there were some private schools that benefited from the work of the Hope Center in
the Roaring Fork Valley. Some schools may have denied the services.
Ms. Benway indicated that they were happy to partner with any independent or private schools,however,
some schools did not support having a clinician on site.
Hannah Ross, Your Hope Center Lead Clinical Supervisor,was present virtually. She stated that the
supervision piece was important in order to provide the best quality care for students.
Commissioner Chandler-Henry asked where the money was coming from.
Mr. Harmon stated that money was coming through the Mental Health Advisory Committee Fund from the
marivana tax revenues.
Chairman McQueeney believed Your Hope Center was doing great work.
Commissioner Scherr commented on the need for additional services and the School District's
responsibility to help fund these mental health services. He questioned if this was a function of Public Health or a
function of the School District and should there be more of a responsibility on Public Health regardless of the
partnerships as Colorado was one of the worst states in education funding. If thought it may be a time to think
differently about how we provide these services both operationally and critically from a funding perspective.
Commissioner Chandler-Henry moved to approve the Mental Health Advisory Committee
Recommendation for Additional Contract Funding for 2022 -Your Hope Center
Commissioner Scherr seconded the motion. The vote was unanimous.

including Design and Construction of the Eagle Valley Trail, Fundraising and Marketing.
2. Open Space Updates and 2022 Priorities

Executive Summary: Open Space completed many projects during 2021 and is preparing for another busy
summer season. We'd like to share with the Board of County Commissioners some successes from the past year
and discuss current and upcoming projects.
