Commissioner Updates Commissioner Chandler-Henry stated that Joanne Rock shared a message that tonight at Battle Mountain High School author Jessica Lahey would be speaking about kids learning and addiction. She also thanked the Air Alliance for partnering with other airline carriers. Commissioner Scherr stated that the Vail Valley Partnership and Vail Symposium would be hosting an annual event at Colorado Mountain College. The presentation would be about the Colorado economic outlook. He also mentioned Senate Bill 180. The bill would allow for a pilot program for Bustang to provide hourly service along our corridor and other transit options. Chairman McQueeney gave a shout out to the team at Beaver Creek who joined the ski day with elected officials. There were about 11 people who showed up. She encouraged the public to look for those opportunities next ski season. County Manager Updates Jeff Shroll stated that he had nothing to report. Approval of the Minutes for the Board of County Commissioner Meetings for January 4,January 11,January 18, and January 25, 2022 Kathy Scriver, Clerk&Recorders Office Commissioner Chandler-Henry moved to approve the Consent Agenda for March 29, 2022 as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Air Terminal Authority. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. Eagle County Air Terminal Authority • 1. Agreement Between Eagle County Air Terminal Corporation and Skyline Mechanical Inc. for Preventative Maintenance and General On-Call HVAC Services Koltin Howard-Talbott,Airport • Executive Summary: This agreement between Skyline Mechanical and Eagle County Air Terminal Corp is for HVAC preventative maintenance and on-call services on the airport terminal. Skyline will perform quarterly preventative maintenance on HVAC equipment and be on-call for any issues that arise between the quarterly work. Mr. Howard-Talbott reviewed the agreement. Jill Klosterman moved to approve the agreement between Eagle County Air Terminal Corporation and Skyline Mechanical Inc. for preventative maintenance and general on-call HVAC services. Jeff Shroll seconded the motion. The vote was unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Air Terminal Authority and reconvene as the Eagle County Board of County Commissioners. 2 03/29/2022 Commissioner Scherr seconded the motion. The vote was unanimous. Work Session - Eagle County Room 1. Eagle Valley Land Trust Joint Meeting Executive Summary: Eagle Valley Land Trust board and staff will meet with the Board of County Commissioners, the Open Space Advisory Committee and Eagle County Open Space staff to celebrate conservation successes, provide an update on projects and priorities and discuss the future of conservation in our community. Planning File - Eagle County Room 1. Planning File: 43 Borders Rd,AFP-9189-2021 Michael Sylvester, Community Development Executive Summary: The applicant is seeking approval for an amended final plat to adjust the platted building envelope located at 43 Borders Road. The amended final plat will allow the applicant to adjust the building envelope to include the existing south stone porch attached to the home, and remove the one car garage and front entry porch from the envelope. The total area of the proposed building envelope would be reduced from 5914 square feet to 5911 square feet. Mr. Sylvester introduced the applicant's representative Richard Dominick with Dominick Architects Inc. Mr. Dominick explained that the owner's goal was to expand the building envelope to allow for an exercise room to be built on the existing porch. Mr. Sylvester explained that the amendment would allow the patio area to be developed into a habitable area. The Beaver Creek Design Review Board reviewed and approved the application for the building envelope amendment on June 16,2021. He shared images of the proposed amended building envelope and photos of the exterior of the home. The proposal would not impact adjacent property owners or their views. There were no public comments or referral comments received: Staff conducted an extensive review of the application and concluded that the findings were positive and recommended approval for the Amended Final Plat. Chairman McQueeney opened and closed public comment, as there were none. Commissioner Chandler-Henry concurred with staff's recommendations. Commissioner Scherr believed the file was straightforward. Commissioner Scherr moved to approve the proposed Final Plat for 43 Borders Road,Eagle County File No. AFP-009189-2021, incorporating staff's findings,because this application, as conditioned,meets the standards for approval of an Amended Final Plat. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
