This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened public comment
Joanne Rock,Eagle resident, spoke and read some excerpts from a book she'd recently read called Our
National Forests, by Greg Peters. The book provided an engaging look at public lands and the history of the forest
service in the USA.
Chairmand McQueeney closed to public comment.
Commissioner Updates
Commissioner Scherr stated that he had nothing to report.
Commissioner Chandler-Henry reminded everyone that it was World Water Day. It started in 1993 to draw
attention to the need for clean water and having enough water. Club 20 was hosting a water summit this week
called"Before the Fire"in Grand Junction. She expressed concern that Lake Powell was below the level needed to
make power.
Chairman McQueeney gave a shout out to Representative Dillon Roberts who pulled together a town hall
meeting of all the representatives from the Western Slope. It was a bipartisan virtual town hall meeting to discuss
the bills that they were working on.
County Manager Updates
Jeff Shroll gave a shout out to Signature Aviation,the new buyers at the Vail Valley Jet Center for bringing
sustainable jet fuel to Eagle County Regional Airport. Last week they pumped their first gallon of sustainable
aviation fuel.

Commissioner Scherr moved to approve the Consent Agenda for March 22, 2022 as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Business Item(s)
1. Sweetwater Lake Recreation Development Project Cooperating Agency Agreement Between the White River
National Forest and the Eagle County Board of Commissioners

Executive Summary: This Cooperating Agency Agreement(CAA)establishes a cooperating agency relationship
between the White River National Forest(lead agency) and the Eagle County Board of Commissioners
(cooperating agency) for the purposes of preparing an environmental assessment(EA)for the Sweetwater Lake
Recreation Development Project. This CAA outlines the responsibilities and procedures agreed upon by the
White River National Forest(WRNF) and the Eagle County Board of Commissioners(EC).
Jeff Shroll stated that the agreement would allow the county to have a seat at the table.
Commissioner Chandler-Henry moved to approve the Sweetwater Lake Recreation Development Project
Cooperating Agency Agreement Between the White River National Forest and the Eagle County Board of
Commissioners.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2022-024 Approval of the 1st Supplemental Budget 2022

Executive Summary: Public notice will be completed on March 17, 2022, and the review and request for these
additional appropriations will be made in the March 22nd, 2022 public meeting.
Ms. Klosterman stated that the request before the board was for an additional $104 million dollars in
revenue. Due to the sale of Lake Creek Village Apartments the numbers were slightly inflated. She reviewed the
projects listed under the General Fund and highlighted some of the other requests. The projected fund balance at
year's end was expected to be near$259,504,129.

Commissioner Scherr moved to approve the 1st Supplemental Budget 2022
Commissioner Chandler-Henryseconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and reconvene as the Eagle County Housing and Development Authority.
Commissioner Scherr seconded the motion. The vote was unanimous.
Eagle County Housing and Development Authority
1. Xfinity Communities Service Agreement- Service Order- Senior Care Land Company LLC -Non-Exclusive
Grant of Easement

Executive Summary: Comcast internet and cable service is coming to Eagle,CO. Comcast would like to install
wiring to our Two 10 Apartment building so residents can have the option of choosing when they pick their
internet provider. Two10 is currently wired for CenturyLink service and this will open up options to the residents.
The Grant of Easement will authorize Comcast to install the necessary wiring while their teams are in the area.
This service will be done free of charge as it will open up the possibility of more business for Comcast overall.
Kim Bell Williams explained that with Xfinity coming to Eagle,they were requesting an easement to
install new lines. This would provide options for the tenants.
Commissioner Scherr moved to approve the Xfinity Communities Service Agreement-Service Order-
Senior Care Land Company LLC -Non-Exclusive Grant of Easement.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
2. Review and Approval of the ECHDA 1st Supplemental Budget 2022

Executive Summary: This ECHDA 1st supplemental request to the 2022 budget is being presented to the board
for review and approval.
Ms. Klosterman stated that the funds for ECHDA represented two properties that were not included in the
Eagle County Government financials because of the way they were structured. The only two properties here were
Riverview Apartments and Seniors on Broadway. The request was just a carryforward for work started in 2021.
Commissioner Chandler-Henry moved to approve the ECHDA 1st Supplemental Budget 2022
Commissioner Scherr seconded the motion. The vote was unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and
reconvene as the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
