HomeMy WebLinkAboutMinutes 03/15/2022 PUBLIC HEARING March 15 , 2022 Present: Jeanne McQueeney Chairman Matt Scherr Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Chairman McQueeney mentioned that Commissioner Chandler-Henry sent her regrets for being unable to attend the meeting. Constituent Input Chairman McQueeney opened and closed constituent input as there was none. Commissioner Updates Commissioner Scherr stated that he had nothing to share. Chairman McQueeney stated that the legislative session was underway and there were two bills that she'd be testifying on, one was for a ban on flavored tobacco, and the other was to fully operationalize the Early Childhood Department that was created. She encouraged folks to weigh in. County Manager Updates / Jeff Shroll thanked the Communications team. Last week nched El Ojo Del Aguila,the first edition of an all Spanish news letter being sent out monthly. ,r Consent Agenda 1. Ratification of Contract between CDHS and Eagle County Colorado Community Response Program Tracey Branch,Human Services 2.Approval of the Minutes for the Board of County Commissioner Meetings for November 9,November 16, and November 17, 2022 Kathy Scriver, Clerk&Recorder's Office Commissioner Scherr moved to approve the Consent Agenda for March 15, 2022 as presented. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 1 03/15/2022 Work Session - Eagle County Room 1.Update on Eagle County Wildfire Strategic Goals,partnerships,and Eagle Valley Wildland 2021 accomplishments Birch Barron, Emergency Management Executive Summary: Eagle County Emergency Management and fire district leadership will brief the Board of County Commissioners on progress toward Eagle County's 2022 Wildfire Strategic Goals and funded activities, an update on collaborative wildfire mitigation partnerships in the county, and an overview of the Eagle Valley Wildland Program 2021 accomplishments. 2. Funding request for NWCCOG, Energy Services Operation Center in Gypsum Executive Summary: Northwest Colorado Council of Governments(NWCCOG)provides state and federally funded energy services for low income residents in a 13-county territory including Eagle County. Services are currently provided from two operations centers, in Silverthorne and New Castle. Beginning in 2019,Eagle County has partnered with NWCCOG to develop the Beneficial Electrification for Eagle County Housing(or BEECH) program which combines traditional weatherization(air-sealing and insulation)with electrification(replacement of gas appliances with high-efficiency electric) for income-qualified households. Benefits include reduced energy costs,reduced GHG emissions, and improved comfort,health and safety for county residents. As part of a strategy to expand BEECH and other energy service programs for residents,NWCCOG is requesting Eagle County funding support in the amount of$428,000 for the purchase of a warehouse building to develop an operations center in Gypsum.
