This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner Chandler-Henry stated that the COVID numbers were below 20 cases per 100,000. This
was so exciting, and she thanked everyone for their continued diligence. She mentioned that today was
International Women's Day and recognized all the women locally and all the strong women in Ukraine.
Commissioner Scherr mentioned that due to the low COVID numbers,the Education Foundation of Eagle
County was able to hold their fundraiser,Project Funway. He expressed appreciation for all the volunteers that
made the event happen, everyone who attended, contributed, and helped the Education Foundation contribute to
public education.
Chairman McQueeney spoke about two opportunities for the public. First,the Town of Vail was having a
community gathering and would be providing some input about what's going on and what was planned in Vail.
Second,the U.S. Forest Service had the authority to divest of a piece of property in the Roaring Fork Valley near
the Crown Mountain property and was soliciting community feedback in terms of the environmental impacts.

Commissioner Scherr moved to approve the Consent Agenda for March 8,2022 as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

1. Agreement for Professional Services between Eagle County and Catholic Charities and Community Services of
the Archdiocese of Denver, Inc. for Homeless Stability Services

Executive Summary: In 2021,Eagle County was awarded$637,650 from the State of Colorado through the
Division of Housing Office of Homeless Initiatives for homeless response services. After putting out an RFP for
partners to assist in spending these funds on approved homeless initiatives,we will be partnering with different
organizations across Eagle County to begin assisting individuals in need. We are looking to work with Catholic
Charities and utilize their expertise in providing Temporary Emergency Shelter and Rapid Re-Housing to
individuals and families who are experiencing homelessness. Catholic Charities already works in this area and
will be a great partner in expending these funds. We plan to spend this allocation by the end of 2022 and will
begin applying for future funding to continue these programs beyond this grant award.
Kim Bell Williams,Eagle County Housing Director, introduced a new member to their team,Monica
Brutout,Housing Program Manager. Ms. Brutout would be coordinating this effort in Eagle County.
Ms. Brutout provided a brief overview of the program being developed in partnership with MIRA,
Catholic Charities, and Recovery Resources. This was a collaborative effort in assisting this vulnerable
population. The grant was specifically for preventing homelessness and enabling individuals on a path towards
permanent housing. The fund came from the CARES Act.
Ms. Bell Williams stated that the homeless numbers in Eagle County were low. The Roaring Fork Valley
already had some established services and a lot of partners working together. In the Eagle River Valley it was
important to start building a collision to insure a property point in time count in the county. The grant was in
place,but the program needed to get up and running for additional funding opportunities.
Commissioner Chandler-Henry moved to approve the Agreement for Professional Services between
Eagle County and Catholic Charities and Community Services of the Archdiocese of Denver, Inc. for Homeless
Stability Services.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

Commissioner Chandler-Henry moved to approve the Agreement for Professional Services between
