This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Joanne Rock from the town of Eagle spoke. She stated that today was the 150th anniversary of the
announcement of the formation of Yellowstone. It was established by the US Congress and was considered the
world's first National Park. She expressed appreciation for a recent article in the Vail Daily,written by Regina
O'Brien. The article was thorough in the timetable of the local upcoming election. She also shared an article
related to world peace. And lastly, she stated that she was a recovering alcoholic and had 30 years of continuous
sobriety. She believed it was important to acknowledge Public Health and support groups.
Tom Harried, Region 12 Vice-Chair, Club 20 spoke. He spoke on behalf of the current Chairman Merrit
Linke and Executive Officer Christian Reese -he expressed appreciation for having the Eagle County
Commissioners at the table. It was a dream come true and he looked forward to future opportunities together.
Commissioner Updates
Commissioner Scherr stated that the political party caucuses begin this week. The Republicans had their
caucuses on March 3,Democrats on March 5th. The Eagle County Clerk's website had a lot of information. He
also reminded folks about Project Funway,this Saturday at the Dobson Arena in Vail.
Commissioner Chandler-Henry reminded folks about the Habitat for Humanity Carpenters Ball coming up
on March 12th. She also acknowledged the sunflowers provided by Claire Noble. Sunflowers were the national
flower of Ukraine and at this time the Ukrainian people were in everyone's hearts and minds.
Commissioner McQueeney spoke about the Ukraine crisis and hoped that the devastation would end.
County Manager Updates
Jeff Shroll stated that he had no updates.

Commissioner Chandler-Henry moved to approve the Consent Agenda for March 1,2022 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
State of the County
Planning File - Eagle County Room
1. ZS-9194-2021: 664 Neilson Gulch Rd-High Speed Internet

Executive Summary: The purpose of the Special Use Permit is to install telecommunication facilities on the
rooftop of a residential home to provide fixed wireless internet to residents in and around the Town of Eagle,
specifically the neighborhood of Eby Creek Mesa. The Application is for up to two(2)Point-to-Point and four(4)
Point-to-Multipoint antennas and accompanying radios. In addition, an outdoor facilities enclosure is proposed to
house the uninterruptible power supply(UPS)battery backups and appropriate network facilities to operate the
antennas.
Ms. Valdez presented the application. The applicants,Ande Grillo and Whelan Smith with Pathfinder
Broadband present.
Mr. Gillo stated that the intent was to use this roof top as a relay point to deliver high speed internet to the
residents of Eby Creek. this would provide more options that were available at this time.
Ms. Valdez presented a powerpoint presentation. She reviewed the project summary. She reviewed the
eight standards of approval and indicated that all the standards had been met. She stated that the Planning
Commission recommended approval of the file on February 2, 2022.
Chairman McQueeney opened and closed public comment, as there was none.
Chairman McQueeney disclosed that she lived in the Eby Creek Mesa.
Matt Peterson,Assistant County Attorney asked Chairman McQueeney if living in Eby Creek anything
would influence her consideration of the file, or was she able to remain fair and impartial with considering and
deliberating the merits of the file with the other commissioners.

Chairman McQueeney believed she could remain fair and impartial and nothing would influence her
consideration of the file.
Commissioner Scherr believed the application was straightforward and he agreed with staff's
recommendation for approval.
Commissioner Chandler-Henry concurred with Commissioner Scherr and believed the application met
the eight standards for the Special Use Permit.
Commissioner Scherr moved to approve file no. ZS-9194-2021, incorporating staff's findings and the
recommended condition,because the application, as conditioned, meets the standards for approval of a Special
Use Permit.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Work Session - Eagle County.Room
1. Fiscal Recovery Funds,Balancing Act, Public Engagement

Executive Summary: We are developing an online engagement tool called Balancing Act to share with the public
possible projects to use the CSLFRF ARPA $10.7 millions dollars on. The public will vote on their favorite
projects. This is a great tool to engage the public and to see what they think these funds should be spent on.
Bravo Call - Holy Cross Room
1. Bravo Long Range Visioning
From Caitlin Murray,Executive Director at Bravo: we are doing a Long Range Visioning process to help drive
strategy and planning for the future. As part of the process we have engaged a facilitator who is doing interviews
with key community members. This consists of one 30-60 minute phone call to get these individuals' thoughts
about Bravo, its role in the community,how it could better serve the community in the future, etc.
The Commissioners have been asked to participate in this process. They will be meeting virtually with Michael L.
Mael from The Advisory Board for the Arts over google meet(with the Commissioner in our Holy Cross
Conference Room).
