This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened constituent input.
Scott Prall of Singletree spoke. He talked about history and learning from one's mistakes. He believed that
if one read the Declaration of Independence,they would understand a lot about what we were going through today.
He believed education had been corrupted by someone for some reason. He would like to see students be taught the
Declaration of Independence so they could understand the truth.
Chairman McQueeney closed constituent input.
Commissioner Updates
Commissioner Scherr reminded folks about the upcoming Project Funway event. Tickets could be
purchased at EFEC. org. He encouraged people to attend. It was an amazing, fun event.
Commissioner Chandler-Henry invited everyone to the State of the County next Tuesday,March 1st. She
gave a shout out to the Colorado River District. They were doing a series called"Water With Your Lunch". There
was a seminar today at noon talking about the hydrology of the Colorado River and the outlook for water
availability. Lastly, she gave a shout out to the Vail Valley Foundation. They had their Black Diamond Ball
fundraising event last weekend and honored Eagle County for all their work during COVID in partnership with Vail
Valley Foundation.
Chairman McQueeney expressed appreciation for the community allowing the board to be gone all last
week for the National Association of Counties(NACo) conference. It was a great opportunity to connect with other
commissioners across Colorado and the country. The annual conference will be in Adams County this summer.
County Manager Updates
Jeff Shroll gave a shout out to the Town of Gypsum. Tesla pulled a building permit for a sales delivery
center in Gypsum, south of the airport. This was a big game changer for the valley.

Commissioner Scherr moved to approve the Consent Agenda for February 22, 2022 as presented.
Commissioner Chander-Henry seconded the motion. The vote was declared unanimous.

1. Resolution 2022-017 Proclaiming One Book One Valley, a Valley-Wide Community Read 2022

Executive Summary: This resolution promotes a valley-wide community read of the book"Tallgrass" by Sandra
Dallas. One Book One Valley is an annual event, organized by the Vail Public Library, in collaboration with the
Bookworm of Edwards, Colorado Mountain College,Battle Mountain High School, Eagle Valley High School
and Vail Mountain School.

Lori Barnes, Director of Library Services at the Vail Public Library, expressed appreciation for the
board's support. This was the 11th year of the community read. The website,onebookonevalley.com,provided a
list of engaging programs.
Commissioner Chandler-Henry moved to approve the resolution proclaiming One Book One Valley, a
Valley-Wide Community Read 2022.
Commissioner Scherr seconded the motion. The vote was unanimous.
2. Resolution 2022-018 Concerning Appointments to the Eagle Valley Library District Board of Trustees

Executive Summary: This resolution appoints Ruth Power to another five year term, and appoints Enrique
Escobar to fill a vacant term,on the Eagle Valley Library Board of Trustees
Commissioner Scherr moved to approve the resolution concerning appointments to the Eagle Valley
Library District Board of Trustees.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
3. Agreement between Eagle County and Walking Mountains Science Center for Administering the Climate
Action Collaborative, the Energy Smart Colorado Program, and the Actively Green Program

Executive Summary: This agreement between Eagle County and Walking Mountains Science Center is for
administering the Climate Action Collaborative,the Energy Smart Colorado program, and the Actively Green
program for the benefit of Eagle County residents and businesses. The services detailed in this agreement support
Eagle County's strategic plan objective to reduce community greenhouse gas emissions while reducing energy
cost for low and middle income households.
Mr. Gitchell presented the details of the agreement. Included in the agreement was funding for three
different programs: the Climate Action Collaborative, the Energy Smart Colorado Program,and the Actively
Green Program. He explained that the programs had evolved over the last 10 years and provided a snapshot of
the county's investment in each of the programs. He provided an overview of each of the programs and explained
the costs and benefits. He believed that it was important to note that benefits included rebates and services.
Markian Feduschak,Walking Mountains President, thanked the board for considering the program.
Commissioner Scherr moved to approve the agreement between Eagle County and Walking Mountains
Science Center for administering the Climate Action Collaborative, the Energy Smart Colorado Program, and the
Actively Green Program.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and reconvene as the Eagle County Air Terminal Corporation.
Commissioner Scherr seconded the motion. The vote was unanimous.

Eagle County Air Terminal Corporation
1. Agreement between Mtech Mechanical and ECAT for Preventative Maintenance and On-Call Plumbing
Services

Executive Summary: This agreement between Mtech Mechanical and ECAT is for preventative maintenance and
on-call plumbing services provided at the terminal. Mtech will provide bi-annual preventative maintenance to the
terminal building pre/post winter season to ensure restrooms, floor drains, mop drains all function properly.
Mtech will also be on-call for any major plumbing issues that may come up throughout the year.
Mr. Howard-Talbott, Airport Operations Manager, explained that the agreement was pretty
straightforward. It would provide maintenance to all of the plumbing in the terminal. The goal was to minimize
any downtime to the restrooms.
Commissioner Chandler-Henry moved to approve the agreement between Mtech Mechanical and ECAT
for preventative maintenance and On-Call plumbing services.
Chairman Scherr seconded the motion. The vote was unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Air Terminal Corporation and reconvene as
the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
