This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Commissioner McQueeney opened constituent input.
Douglas Scott Prall, Edwards resident,wanted to introduce himself as he plans to become more active in
the community. He moved to Eagle County in 2016. He explained that he's PTSD positive, and that he cannot get
into anything too stressful but would like to become involved. He was not in favor of a mask mandate. He's a
former Marine.
Kris Miller,Avon resident, spoke about the growth in Eagle County. She wanted to point out that there
may be a deal to be made with Magnus Lindholm on a strip of land in Avon. She felt this would have a positive
impact on the climate and was a good location. She also stressed the importance of getting the right person for the
Open Space Director position.
Chairman McQueeney closed constituent input.
Commissioner Updates
Commissioner Chandler-Henry highlighted the budget report and the two page"Budget in Brief'report.
She thanked the Finance Department for their work and for holding us all accountable to the strategic goals.
Chairman McQueeney spoke about the Mind Springs CEO search. A search firm had been selected. The
firm was visiting with the 10 communities who were served by Mind Springs to determine the skills and
characteristics these communities were looking for in a new CEO. They were looking for someone who was
courageous. She encouraged anyone who was interested in this position to reach out. There was light at the end of
the tunnel, and the right leader would be found.
County Manager Updates
Jeff Shroll,Eagle County Manger, highlighted that www.eaglecounty.us/finance was where the budget book
could be found. He also mentioned that the county was getting close to dropping below 500 COVID cases per
100,000, so the mask requirements in county buildings may be going away.
Mr. Shroll introduced Eagle County's newest Public Information Officer/Public Relations Manager, Claire
Nobel.
Ms.Nobel expressed her excitement about the position and joining Eagle County.

Commissioner Chandler-Henry moved to approve the Consent Agenda for February 1,2022 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

Eagle County Housing and Development Authority
1. Resolution 2022-012 Authorizing the Transfer of All Assets From Lake Creek Village LLC to Eagle County
Housing and Development Authority after the sale of Lake Creek Village Apartments

Executive Summary: Lake Creek Village LLC owns Lake Creek Village Apartments and is preparing to sell the
property. This resolution would allow Lake Creek Village LLC to transfer all assets and net liabilities to its sole
member,Eagle County Housing and Development Authority, after the sale of the property.
Kim Bell Williams, Eagle County Housing Director,presented the resolution to approve the transfer of
funds from the LLC to ECHDA after the sale of the Lake Creek Village property. She would be coming back to
the board to present the opportunities in front of the community to use these funds. Ms. Bell Willimas stated that
the transaction went smoothly.
Chairman McQueeney stated that this was a professional transaction, and everyone was pleased on both
sides.
Commissioner Chandler-Henry asked Ms. Bell Williams to speak about what would happen to the
residents living in Lake Creek Village and the terms of their leases.
Ms. Bell Williams stated the team members from Eagle County were now working for the new property
manager,making for a good transition. The plan was to operate business as usual. There would also be an
increase in rent,but it would be gradual.
Commissioner Scherr stated that Eagle County was somewhat ahead of other communities with its Bold
Housing Moves initiative. He thanked ECHDA for its work
Ms. Bell Williams promoted www.housingeaglecounty.com where people could find more information on
what assistance and programs were being offered.
Commissioner Chandler-Henry thanked Bryan True, Eagle County Attorney, and Jill Klosterman, Chief
Financial Officer, for all of their work on this project.
Commissioner Chandler-Henry moved to approve the resolution authorizing the transfer of all assets
from Lake Creek Village LLC to Eagle County Housing and Development Authority after the sale of the Lake
Creek Village Apartments.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and
reconvene as the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
