Kris Miller thanked the board for their time last week to chat. She offered her support and would work wherever she could be helpful. Chairman McQueeney closed public comment Commissioner Updates Commissioner Scherr stated that due to a staffing shortage,ECO Transit was making some schedule changes. He reminded folks to check the website for the updated schedule. He also reminded folks that Project Funway was March 5th and tickets were available at EFEC.org. Commissioner Chandler-Henry recognized the snow plow crews for keeping the roads safe. She also thanked the County Manager's team for everything they did because they were the glue that held it all together. Chairman McQueeney reminded folks that Vail Health was a partner of the county and the Vail Health website provided information and updates. County Manager Updates Mike Nuggent stated that he was excited to report that all the major county life lines turned green this week including transportation. Later this week they would be hosting the first director leadership meeting of the year where the county's strategic goals and priorities would be shared. The dashboard for the strategic goals and priorities would go live on the county websites in early March. Business Item(s) 1. 2022 Department of Local Affairs Peace Officer Mental Health Grant Sheriff James Van Beek, Sheriff's Office 1 01/25/2022 Executive Summary: C.R.S. 24-32-3501 The Peace Officers Behavioral Health Support and Community Partnerships grant program within the Department of Local Affairs(DOLA) is available for law enforcement agencies,peace officer organizations,public safety agencies for purposes 1-6. Behavioral health or community-based social services providers are eligible to apply in partnerships with law enforcement or public safety agencies for the purpose of 1-2: 1. Co-responder community responses; 2. Community-based alternative responses; 3. Counseling services for peace officers and their immediate family members; 4. Assistance for development and implementation of policies to support peace officers who are involved in shootings or fatal use of force; 5. Training and education programs that teach peace officers and their immediate family members the symptoms of job-related mental trauma and how to prevent and treat such trauma; 6. Peer support programs for peace officers. $2 million has been set aside for costs associated with peace officers (including their immediate family members) , behavioral health counseling,training/education, and peer support programs for peace officers. $1 million has been set aside for costs associated with co-responder/community-based alternative response projects. This grant request is collaborative between Eagle County, Town of Eagle, Town of Avon and Town of Vail. Sheriff James VanBeek has offered to be the fiscal agent as in years past. Erin Ivie, Executive Director with SpeakUp ReachOut, spoke about the funding made available through the grant program. Commissioner Scherr moved to approve the 2022 Department of Local Affairs Peace Officer Mental Health Grant. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. 2. Termination of the Eagle County Local Disaster Emergency Declaration RE: 2021 COVID-19 Bryan Treu,Attorney's Office Executive Summary: Eagle County issued a Local Disaster Emergency Declaration on December 28,2021 that ensured our emergency requests for medical resources received top prioritization by the State Emergency Operations Center throughout the recent COVID-19 surge. While disease levels remain high in Eagle County, case numbers are consistently trending downward, and critical staffing levels have stabilized significantly among medical,public safety, and critical infrastructure agencies. This Resolution terminates Eagle County's Disaster Emergency Declaration for the recent COVID-19 surge. Birch Barron,Eagle County Emergency Management Director, stated that the declaration was an administrative tool that opened up avenues for resources and funding. At this time there had been a steady decline in disease levels and resource requests were no longer needed. Commissioner Chandler-Henry moved to approve the termination of the Eagle County Local Disaster Emergency Declaration RE: 2021 COVID-19. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2 01/25/2022 Eagle County Housing and Development Authority 1.
