This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry stated that last week she attended the Colorado River Water User
Association meeting in Las Vegas to discuss the Colorado River. They discussed decision making under deep
uncertainty and how to look at forecasting for the Colorado River.
Chairman Scherr spoke briefly about the current state of affairs related to COVID. He highlighted a Vail
Daily article that talked about the current state of affairs as far as the pandemic went. The article highlighted being
healthy by eating well, exercising,being happy and grateful.
County Manager Updates
Jeff Scroll spoke about the significant spike in COVID within the last three days and turned it over to Heath
Harmon for a Public Health update.
Heath Harmon, Eagle County Public Health Director, spoke about the recent spike and the vaccines being
helpful towards the spread of infection. The positivity rate was at 30%. The key was providing increased testing,
and a rapid response team to help insure that the community had access to booster shots. Additional resources were
being provided at Vail Health. He provided a resource link for those in the community seeking information related
to testing,vaccines,and resources. He believed that masking was an additional layer of protection.
Commissioner McQueeney encouraged people to limit group sizes during the holidays, social distance,get
vaccinated, and wear a mask moving into the holidays.
Chairman Scherr believed that health care capacity was the greatest concern at this time.

Commissioner McQueeney moved to approve the Consent Agenda for December 21, 2021, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Scherr opened public comment.
Kris Miller shared Christmans wishes.
Joy Harrison,Eagle resident, spoke. She had been attending the meetings virtually and was distraught by
the animosity and anger being directed at the commissioners and Public Health Department. She spoke in support
of their decision making to keep Eagle County healthy and safe. Eagle County had lost fewer lives than any
comparable county in the nation. The board's approach had protected the community. She was grateful for their
leadership and all they were doing to protect the community.
Gail Flesher, Edwards resident, spoke. She thanked the commissioners and Heath Harrmon for keeping the
best interest of the community as a whole at the top of their agenda. She believed that they had followed the
science and protected the most vulnerable in the community.
Chairman Scherr closed public comment and spoke about the challenges. He understood that there were
disagreements and appreciated everyone's perspective and approach. The board was simply trying to make the best
decisions for the community.

1. Certification of Levies and Revenue for Budget year 2022

Anna Earl presented a powerpoint that highlights the certification and allocation process.
Commissioner Chandler-Henry moved to certify the levies and revenue for budget year 2022.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and reconvene as the Eagle County Housing Air Terminal Authority.
Commissioner McQueeney seconded the motion. The vote was unanimous.
Eagle County Air Terminal Authority
1. Second Amendment to Agreement between Eagle County Airport Terminal(ECAT)and HyMountain
Transportation Inc

Commissioner Chandler-Henry moved to approve the second amendment to the agreement between
Eagle County Airport Terminal and HyMountain Transportation Inc.
Jill Klosgerman seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Authority and reconvene
as the Eagle County Board of County Commissioners.
