HomeMy WebLinkAboutMinutes 11/16/2021 PUBLIC HEARING November 16, 2021 Present: Matt Scherr Chairman Jeanne McQueeney Commissioner Kathy Chandler-Henry Commissioner Jeff Shroll County Manager Mike Nugent Chief Strategy Officer-Virtual Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing, the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney was excited to share that on Thursday the Early Childhood Leadership Commission took a vote to approve the transition plan for a new Early Childhood Department. That said,next year there would be a new early childhood department at the state level. This would allow for alignment and efficiency, and the goal was to make it easier for kids and families. Commissioner Chandler-Henry gave a shout out to everyone involved in the Veteran celebration last week at Freedom Park. She also mentioned that there were a couple of statewide meetings coming up this week. Chairman Scherr stated that the Vail Symposium would be hosting its final program of the season this Thursday, called "High Tide -America's Mounting Challenges from China, Climate Change, and Globalization." He also spoke about the"Walking Mountains Waste Wizard"app and encouraged people to get involved in waste diversion. He also pointed out that there was a new recycling center in Edwards on the west side of the Mountain Recreation Field House. County Manager Updates Jeff Shroll stated that he'd be at the Eagle County Public Safety Appreciation Awards this Thursday to honor the Road and Bridge team for all the work they did over Cottonwood Pass this summer. Consent Agenda 1. Consent to Assignment and Assumption of Subdivision Improvements Agreement for Phase I and Phase II of the Willits Bend PUD Beth Oliver,Attorney's Office Commissioner Chandler-Henry moved to approve the Consent Agenda for November 16,2021, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Constituent Input Chairman Scherr opened public comment Joanne Rock of Eagle spoke. She expressed concern for water quality and stated that the Biden administration had moved forward with a funding bill that would allocate 15 billion dollars towards water quality. She hoped to get some funding under 7A to do some education related to research. She also commented on the Commissioner Redistricting maps. Heather Bergquist of Gypsum spoke. She spoke about bad ideas and children being the victims through masks and experimental vaccine campaigns. The vaccines weren't working, and the kids were not at risk. Chris Newswanger commented on Amendment 1A. He believed the ballot question was unreasonable and the language was unclear. Upon research he found that there was very little the public could do about this. He urged the board to walk it back and put it out in plain and simple language. Kris Miller of Edwards spoke. She asked that the commissioners be proud of the work they do for the community because they had integrity and the trust of the people. She asked that they call for a special election on Amendment lA with properly worded language. Joanna Kerwin supported Ms. Miller's comments and also requested a special election. She believed there was a lot of distrust and confusion in the community. Chairman Scherr responded to the comments of public trust. A revote on a future ballot may restore trust with this issue but it also made him think about others and their perspective. Voters had almost four weeks to review their ballots. He believed the best thing to do was maintain the trust in the electoral system and build public trust in their leadership. 2 11/16/2021 Commissioner Chandler-Henry stated that the commissioners were always available to meet with folks. She believed that some were happy with the results and some were not,which was typical of all the ballot issues. There were many counties in the state that had no term limits. There was a resolution that supported the question that detailed the amendment. The choice to retain a commissioner was always with the voters and not something that was changed with this ballot question. Commissioner McQueeney believed that there was time lost engaging with the public but looked forward to getting that time back. Every year there were people that did not agree with certain ballot questions. It would be tremendously damaging to some folks to put the question out again a second time. Chairman Scherr closed public comment. Business Item(s) 1. Resolution 2021-092 Proclaiming December 7, 2021 as Colorado Gives Day in Eagle County Rhea silverkorn,Administration Executive Summary: Charitable giving in Eagle County is critical to providing support that local nonprofit organizations need to make our community a desirable place to live. Community First Foundation and FirstBank have partnered in an effort to increase charitable giving in our community through the online giving initiative Colorado Gives Day. This resolution declares December 7, 2021 as Colorado Gives Day. Commissioner McQueeney moved to approve the resolution proclaiming December 7, 2021 as Colorado Gives Day in Eagle County. Commissioner Chandler-Henry seconded the motion. The vote was unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner McQueeney seconded the motion. The vote was unanimous. Eagle County Housing and Development Authority 1.Agreement for Professional Services between Eagle County Housing and Development Authority and Caddis Collaborative Tori Franks, Housing Executive Summary: This contract is for architectural, engineering and planning services provided by Caddis Collaborative for the design, engineering,annexation and entitlement of the 9.5+acres of land owned by Eagle County Government and Eagle County Housing and Development Authority in West Eagle. The intention is to design and then annex and entitle a workforce housing project through the Town of Eagle's process. The cost for the Concept, Schematic, and Annexation and Entitlement Phases is $454,976. If the project proves feasible,this contract allows ECHDA to move forward with the Caddis Collaborative team onto the next phases(Design Development and Construction Documentation) of development. Ms. Franks presented the details of the agreement. The goal was to develop an affordable community in West Eagle. 3 11/16/2021 • Commissioner Chandler-Henry moved to approve the agreement for professional services between Eagle County Housing and Development Authority and Caddis Collaborative. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner McQueeny moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of County Commissioners.
