This was an opportunity for members of the public to share their stories and provide feedback for decision makers to consider in developing policies. She encouraged people to visit the website at vistaeagleco.com. Commissioner Chandler-Henry spoke about the 30/30 plan, a move to preserve 30 percent of U.S. lands and waters by 2030. She encouraged people to take a look at the draft plan titled, conserving and restoring America the beautiful. Chairman Scherr spoke about the Education Foundation of Eagle County(E•fec) event"Evening of Star" event being held to recognize teachers. The event will be held this year at the pavilion at Nottingham Park in Avon, Colorado, Thursday,June 3, 2021. If anyone was interested in volunteering,they could sign up at efec.org. County Manager Updates Jeff Shroll gave a shout out to EGE Air Alliance. They recently launched a new program that provided rebates to locals flying out of Eagle County Airport. Eagle County residents were eligible to receive a$100 rebate on flights departing from the Eagle County Airport between June 3rd- September 5th, 2021. Consent Agenda 1. Resolution 2021-030 Concerning Taxpayer Generated Abatement and Refund of Taxes-Request for Administrative Denial -R060337,R060338,R060339, R060340,R060341, R060342,R060343,R060344, R060345,R060346,R060347,R065032 Rhea Silverkorn,Administration 3. Revisions to Investment Policy related to Local Govt Pooled Interest Funds Teak Simonton, Treasurer's Office 1 05/25/2021 Teak Simonton, Eagle County Treasurer,mentioned that the local government pool for short term investments had expanded to a 6 month security,which offered double the amount of interest. The potential in the future was that, as interest rates recovered, this vehicle was available for funds not needed within 6 months. Commissioner Queeney moved to approve the Consent Agenda for May 25,2021,as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman Scherr opened constituent input. Krista Keiser,Eagle Vail resident, spoke. She thanked the board for lifting the emergency mandate. She expressed concern for the strong public platform promoting all ages 12 and up to get vaccinated with an emergency use shot. She provided some facts about the vaccine and expressed concern for the lack of FDA approval. There were treatment protocols for COVID and she wondered why people were focused on vaccines and not on treatments. Agnes Harakal,Eagle resident, stated that she was present because in 2016 she came to the county and expressed a desire to encourage change. She wanted to make it better for her son who had bipolar disorder and had to sit in a hospital for 30 hours before he received treatment. The county came through and now there was a Hope Center,Behavioral Health,and the support of police officers. She was present to say thank you and to celebrate Mental Health Awareness Month. She believed this was a great gift to the community. Chairman Scherr closed public comment. Business Items 1. Resolution 2021-031 Designating May 2021 as Mental Health Awareness Month Kim Goodrich,Public Health and Environment Executive Summary: Mental health is essential to everyone's overall health and well-being; and mental illnesses are real and prevalent in this nation. All Americans experience times of difficulty and stress in their lives and should feel comfortable in seeking help and support to manage these times. Eagle County has committed to supporting prevention, early identification, and early intervention as effective ways to reduce the burden of mental illnesses and other chronic conditions. With effective treatment, all individuals with mental illnesses— even serious mental illnesses -can make progress toward recovery and lead full,productive lives. Each business, school, governmental agency, healthcare provider,public and private organization and citizen has a responsibility to promote mental health and well-being for all. Dana Erpelding, Operations Director with Eagle Valley Behavioral Health,spoke. She thanked the board, county manager, and emergency manager for their tremendous leadership. Fast forward three years and a lot had been accomplished. They were able to get funding now for Speak Up Reach Out, law enforcement prevention programs, outpatient behavioral health services through Mind Springs,Mountain Family, and Colorado Mountain 2 05/25/2021 Medical. She believed there was still a long way to go to address the epidemic in the community. She encouraged people to provide feedback and to reach out. Kim Goodrich,Eagle County Mental Health Coordinator thanked everyone for making mental health a priority. r, , Commissioner McQueeney thanked Ms. Harakal and her family for their work in the community. Commissioner Chandler-Henry stated that people jumped on board. There was dialog in the community and the community had responded. She acknowledged the importance of taking care of one's mental health as well as physical health. Commissioner Scherr acknowledged the collaborative approach. Sheriff Van Beek believed the county had been instrumental in working together to address the issue. Commissioner McQueeney moved to approve the resolution designating May 2021 as Mental Health Awareness Month. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 2. Intergovernmental Agreement Between Eagle County and the Regional Emergency Medical and Trauma Advisory Council Rhea Silverkorn,Administration Executive Summary: Eagle County is part of Regional Emergency Medical and Trauma Advisory Councils (hereinafter"RETAC"s) comprises Chaffee, Eagle,Lake, Park,Pitkin and Summit Counties. The purpose of the organization is to provide recommendations concerning regional area emergency medical and trauma service plans in compliance with the requirements of the Colorado Trauma Care System Act. The RETAC entered into an Intergovernmental Agreement on July 1, 2000 and amended such agreement on September 6,2003. The Counties desire to update the Original IGA as amended by the First Amended IGA with this Second Amended and Restated Intergovernmental Agreement. Sarah Weatherred,Executive Director, Central Mountains RETAC presented. They served Eagle,Lake, Summit, Chaffee,Park and Pitkin counties. She provided examples of their work in the region. She thanked the board for their support. Birch Barron spoke highly of the work being done by RETAC. Commissioner Chandler-Henry moved to approve the intergovernmental agreement between Eagle County and the Regional Emergency Medical and Trauma Advisory Council.
