This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry thanked all the volunteers who helped with the highway cleanup. Between
the trash pick up and the rain,things were looking nice in Eagle County. She also gave a shout out to all the
volunteers working at the vaccination clinics.
Chairman Scherr also thanked everyone that helped with the highway cleanup. It was a big one this year.
County Manager Updates
Jeff Shroll stated that yesterday was the first day for Mike Nugent's return to Eagle County. He was the
new Chief Strategy Officer. Mr. Shroll believed the county had a great group of leaders.
COVID-19 Update
Birch Barron, Eagle County Director of Emergency Management,provided a wildfire update and spoke
about local fire crews working on fire mitigation. The drought index indicated that Eagle County was in a drought
which created drier fuels and more opportunities for fire. The outlook indicated significant fire potential. It was
expected that there would be a large fire potential through August.
Mr. Barron provided an update on COVID. On a state level,the increase in cases had been driven by
unvaccinated individuals. Locally, there had been two county residents hospitalized. He emphasized the
effectiveness of the vaccines and stated that the vaccines helped to build an immunity against the disease. He
encouraged people to get vaccinated. In Eagle County, 58%of the population had been vaccinated. The younger
age groups were still at risk of illness and were potential spreaders, so they needed to get vaccinated to keep the
community free of disease. The county was still on target to recommend amending the emergency declaration on
May 27th.

Commissioner McQueeney moved to approve the Consent Agenda for May 4, 2021, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Scherr opened and closed constituent input, as there was none.
Business Items
1. Resolution 2021-024 Designating May as Older Americans/Coloradans Month in Eagle County
Carly Rietman, Public Health
Executive Summary: Each year, Eagle County celebrates May as Older Americans and Older Coloradans Month
in Eagle County. Our County values the wisdom and experience of our older residents and recognizes that having
a diversity of ages is what makes a community whole. The last year was trying for all of us,but many older adults
experienced heightened isolation and loneliness. This year,we want to showcase the resilience they demonstrated
in 2020 and celebrate them for continuing to be a pillar of strength in our community.
Ms. Rietman thanked everyone in the audience for attending the meeting. 2020 was a true testament to
the strength and resiliency of the older adult residents of Eagle County. These folks rolled with the punches and
embraced new ways of doing things. Some of the senior programs had to change during the pandemic; they
transitioned to take out meals and to virtual exercise classes.
Commissioner Chandler-Henry asked about the increased demand for meals.
Ms. Rietman believed it was a matter of convenience and there had been a lot of new clients entering the
program.
Commissioner Chandler-Henry asked if they were still able to provide medical transportation.
Ms. Rietman stated that the service was still being provided and protocols were in place for safety
reasons.
Chairman Scherr expressed appreciation for the programs and the importance of the seniors in the
community.
Commissioner Chandler-Henry moved to approve the resolution designation May as Older
Americans/Coloradans Month in Eagle County.
Commissioner McQueeney seconded the motion. The vote was unanimous.

2. The Board of County Commissioners will meet as necessary to review and take action on any issues related to
the COV1D-19 Local Disaster Emergency.
Planning File - Eagle County Room
1. Lizzie Lode Variance from Improvement Standards -VIS-10-18-7947

Executive Summary: The Applicant requests a Variance for Improvement Standards for an existing access road,
Taylor Hill Road, which does not conform to the Section 4-620 Roadway Standards of the Eagle County Land Use
Regulations. The Applicant wishes to obtain permits for a primary residence on the property known as 65 Taylor
Hill Road, Parcel 2479-022-00-035, and does not have the ability to improve Taylor Hill Road in order to meet the
access road standards required to obtain a building permit.
Ms. Mosby stated that some additional information had been received last week so the tabling would allow
staff time to review the new information.
Commissioner McQueeney moved to table the Variance from Improvement Standards for Lizzie Lode,
Eagle County file no. VIS-10-18-7947 until July 13, 2021 at 10:30, to address additional information received.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Work Session(s)
1. Eagle County Housing and Development Authority policy discussion regarding the Definition of Low Income
Executive Summary: The Eagle County Housing and Development Authority board and staff will continue a
discussion around developing a policy in relation to the Definition of Low Income. Having this policy in place
will allow development partners to clearly understand the goals for future partnerships with ECHDA.
2.. Eagle County and USFS El Jebel Properties -Listening Sessions Summary and Report

Executive Summary: In the spring of 2021, Eagle County, in partnership with the US Forest Service and DHM
Design,held numerous listening sessions to engage stakeholders and neighbors and to gather ideas and feedback
on potential uses for these properties. The sessions were a preliminary step in the process, and not meant to
replace either the USFS property disposition process or the Eagle County Land Use process.
